Do I need a plumbing permit in Arlington, VA? The like-for-like rule, gas, and timing

Usually yes: Arlington County requires a plumbing/gas permit for "adding, removing, or relocating" fixtures, appliances or piping, and for any work on gas-fueled equipment, while a same-type, same-size, same-location swap of non-gas fixtures is exempt. 448 firms pulled 6,454 plumbing permits on Arlington homes from October 2023 to September 2026, and the usual one reached its final 75 days after it was issued.

Arlington's rule, and the state code behind it

The County's Plumbing / Gas Permit page (read 23 October 2026) sets the line, and points to Section 108.2 of the Virginia Uniform Statewide Building Code for the rest (13VAC5-63-80):

Job Permit in Arlington? Where the rule comes from
Add, remove or relocate a fixture, appliance or piping Yes County page
Replace a toilet, sink or faucet, same type, size and location No County page; USBC 108.2 item 14.2, "without alteration of the water supply and distribution systems, sanitary drainage systems, or vent systems"
Replace parts on gas-fueled equipment, including a gas water heater Yes, with inspections County page
New or changed water supply, drain or vent piping Yes USBC 108.1, "water supply and distribution system, sanitary drainage system, or vent system"
A sump pump tied into the public right-of-way Also an Excavation Right-of-Way permit County residential permits page
Anything exempt, if you ask for a permit anyway The County must issue it, with inspections USBC 108.2

The County does not address an electric water heater swap on its own; it says to ask the Inspection Services Division on 703-228-3800 when in doubt. Bathroom remodels that move fixtures go with the building permit: the County's residential permits page asks for fixture layouts on the architectural plans and warns that more than three bathrooms may require a 1-inch water service.

Who can pull it

Virginia's code lets "the owner or lessee of the relevant property or the agent of either", or the contractor, apply (USBC 108.3). Arlington's Permit Arlington Roles page says the contractor "Must meet specific licensing criteria (specialty / class)", that the County "strongly suggest[s] that the Contractor is identified on the permit application as the Permit Holder", and that "a notarized affidavit is required" when it is not (read 22 October 2026). The plumbing page adds that a Permit Authorization Affidavit may be required depending on who holds and who applies.

A plumbing contractor in Virginia holds a DPOR license with a plumbing specialty, and its class caps the job size: Class C up to $30,000 a job, Class B to $150,000 (Code of Virginia 54.1-1100). Check it on DPOR's License Lookup; the steps are in Arlington, VA contractor license lookup.

How the County processes it

From the County page:

  1. Apply online in Permit Arlington. If a building permit exists, plumbing plans go under it instead.
  2. Completeness check within 2 business days.
  3. Review, up to 2 business days for residential work. A fixture count may be required, and DES may validate drainage fixture units.
  4. Final processing within 2 business days: contractor verification and fee calculation. Pay in Permit Arlington Online Payment.
  5. Post the permit and placard, then schedule inspections. The person on site must call the assigned inspector the morning of the inspection, "or the inspection is cancelled", and the approved plans must be on site.

Fuel-burning appliances need a completed Chimney Vent Certification form, and a backflow device needs a final cross-connection inspection, which cannot be booked until a cross-connection application is in.

What it costs

Arlington publishes separate fee schedules for Inspection Services, Zoning and DES, and "Some permits involve fees from more than one schedule"; the fee is calculated in final processing. We could not read a current residential plumbing fee table on the County's site, so the invoice is the figure to plan on. The usual filed job value on an Arlington plumbing permit was $3,000.

What this does not tell you

We leave out owner-pulled permits, so a homeowner's own plumbing job is not in these counts. Arlington's feed repeats permits, and we keep one row per permit number. A final means the County's inspector passed the work, not what it cost.

How we know this

Permit rules and processing steps are quoted from Arlington County's Plumbing / Gas Permit and Residential Building Permits pages, read 23 October 2026, and the Virginia USBC (13VAC5-63-80), read the same day; contractor and license rules from Arlington's Permit Arlington Roles page and the Code of Virginia, read 22 October 2026. Permit counts are Arlington County plumbing permits on homes, October 2023 to September 2026, one row per permit number, owner-pulled permits excluded; finished share uses permits a year or more old, and days to final is the middle permit's issue-to-closed time.

Numbers come from Arlington County, VA building and trade permits, data through October 14, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to replace a toilet or faucet in Arlington, VA?

No, if it is the same type, size and location. Arlington's plumbing/gas page says replacing fixtures, appliances or piping 'of the same type, size, and location does not require a permit' for non-gas equipment, and Virginia's building code exempts replacing plumbing fixtures without altering the supply, drain or vent system.

  • Do I need a permit to replace a gas water heater in Arlington?

Yes. The County says the like-for-like exemption does not cover gas: replacing parts on gas-fueled equipment requires a permit and inspections, and fuel-burning appliances need a completed Chimney Vent Certification form.

  • How long does a plumbing permit take in Arlington County?

The County checks an application for completeness within 2 business days, reviews residential projects in up to 2 more, and verifies the contractor and calculates the fee within another 2. The usual Arlington plumbing permit in our file then reached its final 75 days after issue.

  • How much is a plumbing permit in Arlington, VA?

The County calculates the fee during final processing from its Inspection Services, Zoning and DES fee schedules, and some permits draw on more than one. Drainage fixture unit (DFU) fees from DES can apply when fixtures are added. Pay through Permit Arlington Online Payment. For scale, the usual Arlington plumbing permit was filed at a job value of $3,000.

  • Can a homeowner pull a plumbing permit in Arlington, VA?

Virginia's code lets the owner or the owner's agent apply. Arlington strongly suggests the contractor be named as the permit holder when you hire one, and requires a notarized affidavit if the contractor is not the holder.
