What the Express Permit covers
LADBS says "permits for simple projects, which do not require plan check, are readily issued as Express Permits" (Express Permits). Its Express Permits bulletin (read 24 October 2026) lists the roofing items:
| Roofing job | Express Permit item | Condition |
|---|---|---|
| Re-roof over existing solid sheathing | Building item 4 | "Class A or B roof covering material weighing less than 6 pounds per sq. ft."; you enter the number of squares |
| Re-roof over new sheathing | Building item 5 | Same material limit |
| Remove and reset tiles with new underlayment | Building item 23 | "Cool roof compliance is not required" |
| Any re-roof in the Very High Fire Hazard Severity Zone | Items 4 and 5 | Class A roofing required |
| Residential re-roof over 50% of the roof area | Cool-roof rule | Product "labeled and certified by Cool Roof Rating Council (CRRC)" |
The bulletin sets no maximum roof area. Heavier coverings (6 pounds per square foot or more, such as some clay or concrete tile) fall outside the Express items, so ask LADBS whether the new weight needs plan check before you switch materials.
Who pulls it and how
A licensed roofing or general contractor normally takes the permit online through PermitLA, and LADBS says every contractor must also file a subcontractor form with the Office of Finance. An owner can act as owner-builder: LADBS's Re-roofing Certificate is signed by the licensed contractor, or by "the owner-builder if work was not performed by a contractor", and is returned to the inspector or mailed to LADBS.
- Get the Express Permit before tear-off; the permit names the squares and the covering.
- Keep the cool-roof label (if over 50% of the roof) and product documents on site for the inspector.
- Request inspections through LADBS online services, and hand over the signed Re-roofing Certificate.
- Check that the permit shows Permit Finaled in the LADBS records.
Fees are set on the job valuation; LADBS's permit fee calculator gives an estimate, and the bulletin does not publish a flat roofing fee.
What 25,397 Los Angeles roofing permits show
| Measure | Los Angeles roofing |
|---|---|
| Issued October 2024 to September 2026 | 25,397 (26% of LADBS building permits) |
| October 2024 to September 2025 / October 2025 to September 2026 | 12,286 / 13,111 (+7%) |
| Finished, permits issued October 2024 to September 2025 | 79.4% (0.1% expired) |
| Usual days, issue to final (middle half) | 22 (13–44) |
| Usual declared value (middle half) | $5,800 ($4,000–$9,800) |
| Busiest / quietest month (index, 100 = average) | September (126) / May (89) |
| ZIPs with the most | 91344 (623), 90042 (572), 91335 (540), 90066 (489), 91367 (462) |
Roofing permits peak in September, ahead of the rains, and are quietest in May; booking a roofer for late spring means the shortest queue. A re-roof permit that has not finaled after six weeks is slower than three in four, so ask the roofer when the final inspection was booked. Monthly counts are on Los Angeles roofing permits, all kinds of work on Los Angeles permit statistics, and individual rows on Los Angeles permits.
Before you hire
Check the roofer's C-39 or B license with the CSLB, and look up past permits on your address with the Los Angeles building permit search. Rules elsewhere are in do I need a permit for roof replacement, and national prices in roof replacement cost.
What this does not tell you
The LADBS file names no contractor, so we cannot show which roofers finish their permits. The declared value sets the fee and runs well below typical re-roof prices, so do not read it as a quote. Long Beach, Pasadena, Glendale and the other county cities run their own permits and are not counted.
How we know this
Express Permit items, the cool-roof rule and the owner-builder signature are quoted from LADBS's Express Permits page, its Express Permits bulletin and its Re-roofing Certificate, read 24 October 2026. Our counts are the LADBS building-permit file on data.lacity.org, read 18 October 2026: roofing permits issued October 2024 to September 2026; finished share and days use permits issued October 2024 to September 2025.
Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace my roof in Los Angeles?
Yes. A re-roof is on LADBS's Express Permit list (no plan check), for Class A or B roofing under 6 pounds per square foot over existing or new solid sheathing. LADBS issued 25,397 roofing permits from October 2024 to September 2026.
- Does a Los Angeles re-roof have to be a cool roof?
For a residential re-roof covering more than 50% of the roof, LADBS's Express Permit bulletin says the product must be labeled and certified by the Cool Roof Rating Council. Removing and resetting tiles with new underlayment does not need cool-roof compliance.
- How long does a roofing permit take in Los Angeles?
The permit is issued on the spot as an Express Permit. Closing it out takes about three weeks: the usual roofing permit issued October 2024 to September 2025 reached final 22 days after issue, and the middle half took 13 to 44 days.
- How much is a re-roof declared at on a Los Angeles permit?
The usual declared value was $5,800, with the middle half at $4,000 to $9,800, from 25,372 roofing permits issued October 2024 to September 2026. That is the valuation the permit fee is set on, not the roofer's price.
- What roof do I need in a Very High Fire Hazard Severity Zone in Los Angeles?
Class A roofing. LADBS's Express Permit bulletin requires Class A covering on re-roofs in the Very High Fire Hazard Severity Zone; elsewhere Class A or B qualifies.
