The two ways to do it
| City full-service program | Your own contractor | |
|---|---|---|
| Who arranges it | The City: "We handle the permits, contractors, and installation for you" | You and your plumber |
| Price | Emergency Replacement & Fast "start at $2,100", $500 discount included; weekend service costs extra | Your contractor's quote, less City rebates |
| Timing | The City aims to replace the water heater within 48 hours | Your contractor's schedule |
| Rebates | Built in | Through the City's Rebate Hub, including "a new permit fee rebate" |
| $500 discount | Applied automatically | Applies to self-managed Rebate Hub projects too |
| Permit | Handled by the City | Your contractor pulls it; the City cites its Over-the-Counter Residential MEP Permit Pilot Program |
| Contact | One Call, (650) 713-3411 | Same line for rebate questions |
The figures are from the City's Switch Your Water Heater page and its 1 July 2026 article. To qualify for the discount you must sign a contract or reserve a rebate by 31 October 2026, and the project must replace a gas water heater with an electric heat pump. An older City page still says "as low as $2,300", so read the price on the contract, not the web page. The City pages do not list the Rebate Hub dollar amounts or the panel and wiring work a house may need; ask for both in writing.
What it means when you hire
- Price check. If you use your own plumber, compare the quote with the City's $2,100 starting price and with our filed values below. A quote far above the middle half of Palo Alto installers deserves an explanation (a new circuit, a relocated tank, a condensate drain run).
- License. A plumbing or general contractor licensed by CSLB; check on the Palo Alto contractor license lookup. In our file 95.0% of water heater firms matched an active license.
- Permit and final. Ask the contractor for the permit number and confirm the final inspection; the rebate application will want it.
- Emergency replacements. The City's Emergency Replacement & Fast service targets a 48-hour swap; weekend service costs extra, so ask what a Saturday call adds.

What this does not tell you
Our Palo Alto water heater category covers every water heater permit, gas and heat pump, so the filed values are not heat-pump-only prices. Palo Alto's file does not give a finished status we can read, so we show days to final but no finished share. The discount ends 31 October 2026; after that, check the City's page for what replaces it.
How we know this
Program prices, dates and terms are from the City of Palo Alto's Switch Your Water Heater page, its 1 July 2026 discount article and its Effortless Transition page, read 23 October 2026. Permit counts and filed values are City of Palo Alto permits on homes classified as water heaters, October 2023 to September 2026.
Numbers come from City of Palo Alto Development Center building permits on single-family, duplex and ADU homes, data through October 19, 2026. Nobody paid to be on this page and nobody can.
Questions
- How much does Palo Alto's heat pump water heater program cost?
The City says Emergency Replacement & Fast installations start at $2,100 with its $500 limited-time discount already included (City of Palo Alto, 1 July 2026, read 23 October 2026). An older City page says 'as low as $2,300'. The final price depends on your house; get the quote in writing.
- When does the Palo Alto $500 heat pump water heater discount end?
The City's article says the offer runs 1 July through 31 October 2026, and you must sign a contract or reserve a rebate by 31 October 2026. It applies to gas-to-heat-pump water heater projects in Electrify My Home, Emergency Replacement & Fast and self-managed Rebate Hub projects.
- Can I use my own plumber and still get the Palo Alto rebate?
Yes. The City says you can manage the project with a contractor of your choice and apply through its Rebate Hub, which includes a permit fee rebate. The $500 discount also applies to self-managed Rebate Hub projects reserved by 31 October 2026.
- Do I need a permit for a heat pump water heater in Palo Alto?
Yes. In the City's full-service program the City handles the permit; with your own contractor, the contractor pulls it, and the City points to its Over-the-Counter Residential MEP Permit Pilot Program. The usual Palo Alto water heater permit in our data reached final 50 days after issue.
- How much do Palo Alto water heater permits say the job costs?
The usual filed value on a Palo Alto water heater permit was $5,000, and the middle half of installers' usual jobs ran $3,315 to $6,400, across all water heaters, not only heat pumps.
