The Sugar Land rule
The City's Permits & Inspections FAQ (read 23 October 2026): "A person, firm, or corporation shall not erect, construct, enlarge, add to, alter, repair, replace, improve ... a structure ... without first obtaining a permit." The Express Permits page lists "Foundation Repair" among residential express permits, which "do not require a plan review and are immediately issued at completion of the online application and payment process."
| Question | Sugar Land answer |
|---|---|
| Permit for pier or slab repair? | Yes, Foundation Repair (express) |
| Plan review? | No |
| Repair inside a remodel or addition? | Sub-record on the building permit, not an express permit |
| New foundation for an addition? | Building permit with a foundation plan; "Post tension designs must be signed and sealed by a professional engineer" (Residential) |
| Permit life | 180 days if work has not begun |
| Caught without one? | Stop work order; work may have to be uncovered and redone |
The City's pages do not say whether an engineer's report is needed for a repair permit; ask the Permits office (281-275-2270, permits@sugarlandtx.gov). Plumbing under the slab (a sewer or water line found during the repair) is a separate express permit pulled by a licensed plumber.
Who pulls it
Texas has no foundation repair license. TDLR's list of regulated programs includes electricians and air conditioning, not foundation or general contractors, and the City's FAQ says "A license is not required for general building work on your own property." The repair company applies in the Citizen Self Service portal. If it asks you to apply in your own name, remember the City's line: "The property owner is ultimately responsible for the work performed on his property."
With no license to check, the permit history is the check. Filter the City's Building Permits open data by Contact Company Name, or open the firm on our compare list.
Inspections
Express permits let the contractor "schedule an inspection right away". The FAQ says inspections are needed "before any part of the construction may be covered up and at the completion of the project", so piers are inspected before they are backfilled. A finished permit shows COMPLETE in the open data. The fee is shown at checkout; we found no published amount.

This is a market of a few large firms: five hold 64.8% of permits. Among the 18 firms with 10 or more, the share passing final runs from 12.4% to 79.3%, and 10 were under 70%. Between two of the big names, that gap is the clearest difference the record shows, and the compare page lists each firm's rate. Ask any company for the final inspection result in writing; a lifetime warranty on piers that were never inspected is weaker than it sounds.

What this does not tell you
A final inspection says the work matched the permit, not that the house will not move again. Sugar Land foundation permits carry no job value, so this page cannot price the repair. Our data stops at September 2026.
How we know this
The permit rule, the express permit list and the licensing sentence are quoted from the City of Sugar Land's Permits & Inspections FAQ, Express Permits and Residential pages, read 23 October 2026; TDLR's regulated programs from its home page. Counts are City of Sugar Land foundation repair permits on homes, October 2023 to September 2026; "passed final" uses permits a year or more old, adjusted for age, and days run from issue to final.
Numbers come from City of Sugar Land building permits on homes (the city's EnerGov permit exports), data through October 18, 2026. Nobody paid to be on this page and nobody can.
