The City's rule
From BSEED's frequently asked questions (read 24 October 2026):
| What BSEED says | What it means for a plumbing job |
|---|---|
| "It is unlawful to perform construction work on a structure in the City of Detroit without first obtaining a permit" | New fixtures, a water heater, a water line or a repipe are permit work |
| "Homeowners may apply for a trade permit for single-family structures" | You can pull it yourself on a one-family house |
| Proof of ownership: a driver's license at the permit location, a copy of the deed, or a rental registration | Bring one of these |
| "A contractor is needed when pulling permits for commercial property or multi-family dwellings" | A duplex or apartment needs a licensed plumber |
| An inspection is requested after the work is done; the Certificate of Acceptance validates the permit | Do not cover piping before it passes |
What it costs
From BSEED's fee schedule, effective 1 January 2024 and modified 18 July 2025 (read 24 October 2026):
| Item | Fee |
|---|---|
| Plumbing application fee (non-refundable) | $73 |
| Each fixture, stack, sump, pump or device | $44 |
| Water service, curb stop into the house | $88 |
| Water distribution system | $66 |
| Hot water tank (gas-fired equipment) | $117 |
| Re-inspection (work not ready, no access) | $176 |
| Failure to obtain a permit: homeowner / contractor | $176 / $351 |
A bathroom with a toilet, sink and tub would be $73 plus three fixtures at $44, or $205, before any water heater or gas line; the invoice in Accela is the final word.
How to apply
- Create an account in Accela Citizen Access, BSEED's online permit portal; owners of single-family and duplex homes may also apply in the office.
- Submit the scope. BSEED estimates 15 minutes online and says residential review can take from 4 hours.
- Request the inspection when the work is ready and before walls are closed. The Certificate of Acceptance closes the job.
What 13,739 Detroit plumbing permits show
| Measure | Detroit plumbing permits |
|---|---|
| Issued October 2024 to September 2026 | 13,739 (26% of all permits) |
| October 2024 to September 2025 / October 2025 to September 2026 | 9,024 / 4,715 (48% fewer) |
| Busiest / quietest calendar month (index) | October (151) / December (66) |
| ZIPs with the most | 48204 (2,049), 48238 (1,414), 48206 (1,336) |
The drop and the lopsided ZIP list both point to the City's lead service line programme: 48204, 48238 and 48206 on the west side hold over a third of all plumbing permits, and months like October 2024 (1,186) and July 2025 (1,080) stand out from the rest. So the count tells you more about the City's pipe replacement schedule than about how many homeowners hire a plumber. Monthly counts are on Detroit plumbing permits, the rest on Detroit permit statistics and browse Detroit permits.
Before you hire
Look up the permits already on the address with the Detroit building permit search guide. Other cities' rules are in do I need a permit for plumbing repairs and do I need a permit to replace a water heater; labor rates are in plumbing labor cost.
What this does not tell you
The City's open files carry no permit status, no final date and no value on trade permits, so we cannot say how many plumbing jobs passed or what they cost. Contact businesses on trades permits are not always the licensed contractor of record, so we do not rank plumbers.
How we know this
Rules are quoted from BSEED's frequently asked questions and fees from the BSEED fee schedule effective 1 January 2024 (modified 18 July 2025), both read 24 October 2026. Our counts are the City of Detroit's BSEED Trades Permits layer, read 18 October 2026: plumbing permits issued October 2024 to September 2026, City of Detroit only.
Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a water heater in Detroit?
Yes. BSEED requires a trade permit for plumbing and gas work, and its fee schedule lists a hot water tank at $117 each under gas-fired equipment, on top of the $73 non-refundable plumbing application fee.
- Can a homeowner pull a plumbing permit in Detroit?
Yes, on a single-family house. BSEED's FAQ says homeowners may apply for a trade permit for single-family structures with proof of ownership. Multi-family and commercial plumbing needs a licensed contractor.
- How much is a plumbing permit in Detroit?
The schedule effective 1 January 2024 (modified 18 July 2025) has a $73 non-refundable application fee plus $44 per fixture or device, $88 for a water service from the curb stop into the house and $66 for a water distribution system. A re-inspection is $176.
- Why does Detroit have so many plumbing permits?
The Detroit Water and Sewerage Department's lead service line and water main replacement programmes file thousands of plumbing permits a year. That is why Detroit issued 13,739 plumbing permits from October 2024 to September 2026, more than any other kind of work.
- What if I did plumbing work without a permit in Detroit?
BSEED's fee schedule charges a homeowner $176 per occurrence for failure to obtain a permit ($351 for a contractor), and the work still needs the permit and inspection.
