Do I need a permit to remodel a kitchen? The rule in 18 cities, and what is exempt

Not for new cabinets, counters and same-spot appliances; yes once wiring, plumbing, gas or walls change. In 11 of the 18 building departments whose rules we read, replacing cabinets and countertops needs no permit, and five (Sacramento County, Columbus, Naperville, Citrus Heights and Anaheim) list a kitchen remodel or remodel as permit work outright. Austin filed 7,109 remodel permits in three years and Sacramento County 2,933.

The rule in 12 cities, with their permit counts

Rules from each city's own page, read 23 October 2026. Our files do not separate kitchens from other remodels, so the counts are all remodel permits (bathrooms, basements and alterations included) over three years to September 2026; "usual days" is the typical time from issue to final.

City Exempt Needs a permit Remodel permits Usual days to final
Austin, TX "Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work" Anything past finish work and same-spot fixture swaps 7,109 67
Minneapolis, MN Cabinets and countertops; replacing dishwashers, disposals and sink faucets without altering the piping Any change to the supply line or piping 5,552 161
San Francisco, CA — An over-the-counter permit for "kitchen, bath, and other interior residential remodels" 5,126 180
Sacramento County, CA — "Kitchen/Bath remodel" and "Outdoor Kitchens" 2,933 85
Columbus, OH "Install cabinets or countertops" "Kitchen or bath remodel": permit and plan review 2,621 155
Cary, NC "cabinets and casework" "Installing an island or peninsula cabinet", a cooktop, range hood, hard-wired microwave or under-cabinet lighting 1,857 84
San Diego, CA "minor renovations like painting, wallpapering and installing flooring or cabinets" Plumbing and electrical work "like ... adding circuits" 1,681 162
Naperville, IL Painting, wallpaper, carpet, trim "Remodeling of a building (i.e. kitchen, basement and bathrooms)" 1,057 175
Arlington County, VA "only replacing cabinets or appliances": "no permits required" Anything beyond that 777 112
Citrus Heights, CA "KITCHEN CABINET REPLACEMENT (no elect. or plumb.)"; plug-in appliances "KITCHEN / BATH REMODEL"; hard-wired appliance replacement 713 101
Bellevue, WA "replacing kitchen cabinets or countertops"; a similar appliance in the same location Moving an appliance that needs new gas, water, drain, vent or circuit work; new walls 675 216
Elk Grove, CA "Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work" Alterations under its general permit rule 867 79

Six more: Saint Paul exempts cabinets and countertops but requires trade permits for "Work on electrical, plumbing, piping, sheet metal or heating and air conditioning systems". Pikes Peak Regional exempts "cabinets, counter tops and similar finish work". Denver lists dishwashers, disposals, sinks and range hoods as quick permits. Anaheim requires a permit for "Additions and remodels". Seattle exempts minor alterations costing "$6,000 or less in any 6-month period", but not work on load-bearing supports. Palo Alto leaves kitchen cabinets and countertops out of its cabinet exemption.

Where the permit line falls

Cabinets and counters are finish work; the permit follows the pipes, wires and gas. A kitchen that keeps its sink, range and outlets where they are is exempt in most of these cities. Moving the sink, adding an island with power, putting in a gas range where there was none, or taking out a wall is not. Bellevue's wording is the clearest: a permit is required "to move an appliance if it will require installing or modifying gas lines, water lines, drains, vents or electrical circuits."

What happens if you skip it

  • Miami: work started before a permit is charged "two times that specified in the fee schedule, plus an additional base fee" on a homestead, four times on other property.
  • Palo Alto: "an additional penalty fee equal to the amount of the permit fee shall be assessed".
  • Seattle: fines of "up to $500 per day" for building without a permit.

Our permit vs no permit guide covers legalizing work after the fact.

Who pulls it

The remodeling contractor, or the electrician, plumber and gas fitter for their parts. Ask which permits each one pulls. Cary lets owners do their own building, plumbing and electrical work if the house stays their primary residence for 12 months after. Our owner-builder guide and hiring a remodeling contractor cover the trade-offs.

How long it takes

The usual remodel permit closed in 67 days in Austin and 101 in Citrus Heights, against 175 in Naperville and 216 in Bellevue. Finish rates run from 90.2% in Sacramento County to 69.4% in Columbus. Tie the last payment to the final inspection.

Check it in five minutes

  1. List what changes: surfaces and cabinets, same-spot appliances, a moved sink or range, a new circuit or gas line, a wall.
  2. Check each item against your city's exempt list; anything past "same spot" needs a permit.
  3. Ask the contractor for the permit numbers before demolition starts. Prices for permitted remodels are in home remodel cost.

What this does not tell you

We read 18 departments' rules. Our counts are all remodel permits in each city, not kitchens alone, and they do not include separate plumbing, electrical and gas permits. Condos and HOAs may require their own approval.

How we know this

Rules are quoted from the pages under Sources, read 23 October 2026. Permit counts, filed values, usual days to final and finished shares come from each city's permit file over the three years ending September 2026. "Usual days" is the median from issue to final inspection; "reached a final" counts permits a year or more old.

Numbers come from City of Austin issued construction permits; City of Minneapolis construction permits (CCS); San Francisco DBI building permits on one- and two-family homes, with the contractor from the city's permit contacts file; Sacramento County building permits on single-family, duplex and townhouse homes in the unincorporated county (the County's Accela permit layer); City of Columbus Building & Zoning Services permits on 1-, 2- and 3-family homes (the city's Accela permit layer); Town of Cary building permit applications (issued permits only); City of San Diego Development Services approvals; City of Naperville building permits (the current permit system plus the city's older records); Arlington County, VA building and trade permits; City of Citrus Heights building permits on homes (the city's issued-permits layer); City of Bellevue permits on single-family homes and condo units; City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes, data through October 17, 2026. Questions

  • Do I need a permit to replace kitchen cabinets and countertops?

Not in most of the cities we read. Austin, Minneapolis, Saint Paul, Elk Grove, Columbus, Bellevue and Pikes Peak Regional (Colorado Springs) exempt cabinets and countertops, and Arlington County says 'there are no permits required' if you are only replacing cabinets or appliances. Palo Alto is the exception: its cabinet exemption leaves out kitchen cabinets and countertops.

  • Do I need a permit to replace a dishwasher, range or disposal?

Usually not for a like-for-like swap. Bellevue does not require one for 'replacing an appliance with a similar appliance in the same location', and Minneapolis exempts replacing dishwashers and garbage disposals without altering the piping. Citrus Heights requires one for a hard-wired appliance replacement but not a plug-in one, and Denver lists dishwashers and disposals as plumbing quick permits.

  • Do I need a permit to add a kitchen island?

In Cary, yes: 'Installing an island or peninsula cabinet' is on its permit list. An island with a sink or outlets also needs plumbing and electrical permits almost everywhere, because new pipes and circuits are outside every exemption we read.

  • How long does a kitchen remodel permit take?

Remodel permits stay open for the whole job. The usual one reached its final in 67 days in Austin, 84 in Cary and 85 in Sacramento County, against 161 in Minneapolis and 180 in San Francisco.

  • What does a permitted kitchen remodel cost?

The usual filed value on a remodel permit was $38,000 in San Francisco, $40,000 in Cary and $46,300 in Naperville, against $15,000 in Minneapolis. These cover all remodels, not kitchens alone.
