Do I need an electrical permit in Howard County, MD? The master electrician rule, the $50 flat fee, and 11,976 permits

Yes: in Howard County, Maryland, nearly all wiring work needs an electrical permit, and the county's application is signed by a master electrician licensed by the Howard County Board of Electrical Examiners; only like-for-like fixture, fuse, lamp and socket repairs at existing outlets are exempt. The county issued 11,976 residential electrical permits from December 2023 to November 2025, more than any other kind of work.

What needs a permit, and what does not

Howard County has no incorporated towns, so the Department of Inspections, Licenses and Permits (DILP) issues electrical permits for Columbia, Ellicott City, Elkridge, Clarksville and the rest of the county. The county's electrical permit listing on Maryland OneStop (read 24 October 2026) sets the exemption:

No permit needed Needs a permit
A homeowner repairing or replacing a portable appliance, lighting fixture, fuse, lamp or socket A new outlet, switch, light or circuit
"Other minor repairs at an existing outlet" in the homeowner's residence A new service, a service heavy-up, a panel or subpanel
A generator, transfer switch, pool, hot tub or EV charger circuit
Low-voltage systems: alarms, intercoms, data

The county's electrical permit application says plainly: "NO ELECTRICAL WORK SHALL COMMENCE PRIOR TO THE ISSUANCE OF AN ELECTRICAL PERMIT."

Who can pull it

The application's signature block reads: "I, the undersigned, hereby declare and affirm under penalty of perjury, that I hold a current master electrician's license issued by the Howard County Board of Electrical Examiners," with the electrician's Howard County licence number. The application lists every service and subpanel by amps and counts receptacles, switches, lights, smoke detectors and appliances, which is what the fee is built from. We found no published homeowner route for electrical permits in Howard County; ask the Licenses and Permits Division (410-313-2455) if you plan to wire your own house.

What it costs

From DILP's FY2027 electrical permit fee schedule (Council Resolution 83-2026, effective 1 July 2026):

Residential item Fee
Application fee (non-refundable) $50; none if the job has no more than 10 outlets
Alterations and additions, flat fee $50
Service heavy-up $50 per service or feeder
Generator $100 each
Swimming pool / hot tub $100 / $50
Low-voltage systems (telephone, alarm, central vacuum, intercom) $20
New 1- or 2-family home, 0 to 200 amp service $150 (over 200 to 400 amps: $200)
Technology fee 10% of permit fees
Reinspection after 2 / 3 failures of the same inspection $100 / $125

A job with more than 50 outlets and a service change or subpanel is charged on the new-construction flat rates. So a typical alteration with an 11-outlet job costs $50 application + $50 permit + $5 technology fee.

Inspections

DILP's Inspection Requirements page spells out what the residential electrical inspector checks, room by room:

  • Kitchens: at least two 20-amp small-appliance circuits for the counter receptacles, and properly sized circuits for the dishwasher, disposer and range.
  • Bathrooms: a receptacle within 36 inches of each basin on a dedicated 20-amp circuit.
  • Laundry: a dedicated 20-amp circuit within 6 feet of the appliance.
  • Hallways 10 feet or longer: at least one receptacle; stairways with six or more steps: switches at each level.
  • Outdoors: at least two receptacles, front and back.
  • Services: the load calculation, disconnects grouped with no more than six in one place, and working clearances.

The permit is valid for six months from issue, and Maryland OneStop says an extension can be requested if work is being diligently pursued. The electrical inspectors' line on the application is 410-313-1820.

How to apply

Your electrician applies in DILP's Accela Citizen Access portal with the equipment list; contractors register for online filing with the county's online registration form on the Forms & Fees page. The application has a field for a building permit number, so wiring for an addition or new house is filed as its own electrical permit tied to that building permit.

What 11,976 Howard County electrical permits show

From Howard County's open permit file, December 2023 to November 2025 (electrical permits):

Measure Howard County electrical
Residential electrical permits, Dec 2023 to Nov 2025 11,976, about 5,988 a year
Last 12 months on file (Dec 2024 to Nov 2025) 6,236, 9% more than the 5,740 the year before
Busiest month / quietest month July (index 123) / December (84)
Filed as alteration or addition permits 9,149, 76%
Filed as new-home electrical permits 1,080, 9%
ZIP code Electrical permits Share
21042 2,460 21%
20723 1,444 12%
21043 1,339 11%
21044 1,299 11%
21045 1,049 9%

Electrical is 35% of all residential permits in the file, and it grew while plumbing fell. May through September all run 10% or more above an average month. The file has no job value or final date, so national figures are in electrical work cost; other cities' rules are in do I need a permit for electrical work and do I need a permit for an electrical panel upgrade.

Checking the permit and the electrician

Look up permits on your address, or by an electrician's licence number or business name, with Howard County building permit search. The year and month counts are on permit statistics, every ZIP on permits by ZIP code, and the rows on browse permits.

What this does not tell you

The county's open file is updated once a year, in December, so our counts stop at November 2025. It names no electrician and has no value, status or final date, so we cannot say how long electrical permits take to pass.

How we know this

The exemption is from Howard County's electrical permit listing on Maryland OneStop; the licence rule from DILP's electrical permit application; fees from the FY2027 electrical permit fee schedule effective 1 July 2026; and inspection items from DILP's Inspection Requirements page, all read 24 October 2026. Our counts are Howard County's open data permit file, read 19 October 2026: residential permits issued December 2023 to November 2025.

Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.
