HVAC replacement cost in 2026: what furnace and AC permits were filed at in 16 cities

An HVAC replacement usually costs about $5,706 to $17,500 in the permit record, depending on the city: that is the usual filed value of an HVAC permit in Cleveland and in Bismarck, North Dakota, with Miami ($6,792 across 5,161 permits), Cary ($9,891) and Sacramento County ($15,268) in between. These are the installers' own filed values, not ad estimates. Each city files a slightly different mix under HVAC (some include gas lines or sheet metal), so the permit type is in the table.

Each city's own page lists every HVAC firm with its usual job: Sacramento County, Cary, Miami, Cleveland, Pittsburgh, Seattle, Elk Grove, Arlington.

Why the cities split into two groups

The table falls into two bands. Ohio, Minnesota, Pennsylvania and Florida cities have usual HVAC figures between $5,706 and $8,570; the Sacramento-area cities and Marin County sit between $13,261 and $16,000. Two things drive it:

  • What is being replaced. A northern furnace-only swap is one appliance. A replacement where summers are hot more often includes the outdoor unit as well: a full split system or a heat pump, which is two appliances and a refrigerant line set. Seattle's HVAC type is furnaces and heating ($7,550), not air conditioning.
  • What the city files as HVAC. Saint Paul files gas work under the same type (its label is "HVAC & Gas"), which pulls its usual figure ($6,300) down. The middle-half range tells you how wide the mix is: $3,500 to $7,750 in Saint Paul against $10,000 to $15,950 in Sacramento County.

Ask each quote to list the equipment by model number. Then compare like with like: a furnace-only quote against the bottom of your city's band, a full system against the top.

Permits and the 2026 tax credit

Replacing the whole unit almost always needs a permit. Bellevue, Washington: "A permit is required for installing, moving or replacing a furnace and/or heat pump", and an emergency replacement can go ahead first if the permit is pulled on the next city work day (City of Bellevue, read 21 October 2026). Elk Grove, California exempts only the "replacement of any part that does not alter its approval or make it unsafe" (City of Elk Grove, Policy B-20-35). A repair (a capacitor, igniter or blower motor) needs none; a new unit does. Our HVAC repair vs replacement guide covers that decision.

The federal credit is gone for new installs: the IRS says you "can't claim energy efficient home improvement credits for expenditures or property placed in service after December 31, 2025" (IRS, Instructions for Form 5695). A quote that still subtracts a 30% federal credit from a 2026 install is wrong.

How long the permit stays open

Cary (29 days) and Cape Coral (41) close HVAC permits within about six weeks. Wheaton (398) and Cincinnati (278) take most of a year, and only 47.3% of Wheaton HVAC permits a year or more old reached a final. An install is a day or two of work, so a long open permit usually means the final was never booked.

Check an HVAC quote in five minutes

  1. Find your city's row above and its middle-half range.
  2. Ask the installer for the equipment list and whether the permit is in the price.
  3. On the Sacramento County HVAC compare page (or your city's), find the firm and read its permits and finished share.
  4. Ask about any of its permits still open after the city's usual days figure.

What these numbers cannot tell you

The filed value is the installer's own figure, often filed before the equipment is picked, and some file labour only. Permits do not record tonnage, efficiency rating or house size, so there is no per-ton or per-square-foot figure here. Several large cities, including Austin, Columbus, Raleigh and Minneapolis, record no value on HVAC permits and are left out. Repairs below a permit threshold, and any swap done without a permit, are not in the record. Our HVAC contractor hiring guide covers the licence to check in each state.

How we know this

HVAC permits are those each city files under an HVAC, mechanical or heating work type over its three-year window ending September 2026 (a few cities end earlier; each city page names its window). The usual filed value is the median of permits that carry one; the middle-half range uses firms with three or more HVAC permits; "reached final" is the share of permits a year or more old that the city closed with a final; days is the median from issue to final. Permit and tax rules are quoted from the pages under Sources, read 21 October 2026.

Numbers come from Sacramento County building permits on single-family, duplex and townhouse homes in the unincorporated county (the County's Accela permit layer); Town of Cary building permit applications (issued permits only); City of Miami building permits (since 2014); City of Cleveland building permits; City of Pittsburgh permits (Western Pennsylvania Regional Data Center); City of Seattle (SDCI) building, trade and electrical permits on single-family and duplex homes (the city's open-data exports); City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes; Arlington County, VA building and trade permits, data through October 17, 2026. Questions

  • How much does a new HVAC system cost to install or replace?

Going by permits, the usual HVAC job was filed at $5,706 in Cleveland, $6,792 in Miami, $9,891 in Cary, $15,268 in Sacramento County and $16,000 in Elk Grove. A furnace alone sits near the bottom of a city's range; a full furnace-and-AC or heat pump system near the top.

  • Why do HVAC costs differ so much between cities?

Partly the equipment and partly what each city files under its HVAC type. Cleveland's usual HVAC permit is filed at $5,706 and Sacramento County's at $15,268, and a hot-summer city's job more often includes cooling. Compare a quote to your own city's middle-half range, not to a national figure.

  • How long does an HVAC replacement take?

The install is usually one to three days. The permit takes longer to close: the usual HVAC permit went from issue to final in 29 days in Cary, 41 in Cape Coral, 56 in Sacramento County and 161 in Pittsburgh.

  • Is there a federal tax credit for a new furnace or heat pump in 2026?

No. The IRS says you can't claim the energy efficient home improvement credit for property placed in service after December 31, 2025. Systems installed in 2025 could claim 30%, with a separate $2,000 annual limit for heat pumps. Utility rebates are separate; ask your utility.

  • How much does a heat pump cost in 2026?

The usual heat-pump permit was filed at $8,000 in Seattle, across 15,441 permits, and $1,600 in Burlington, Vermont, where many are single mini-splits. Filed values are what contractors told the city, so a whole-house system with ductwork sits above the usual figure. The federal credit ended for systems installed after 31 December 2025 (IRS).

  • Does replacing a furnace or AC need a permit?

Usually yes. Bellevue, Washington requires a permit for installing, moving or replacing a furnace or heat pump. Elk Grove, California exempts only the replacement of a part that does not alter the unit's approval or make it unsafe. A whole-unit swap without a permit is the job to ask about.
