What each job was filed at
"Usual" is the middle permit: half were filed for less, half for more. "Middle half of firms" takes every firm with three or more permits in the trade, finds each firm's usual job, and shows the band the middle 50% of firms sit in; it is the number to hold a quote against.
| Job | Usual filed value | Middle half of firms | Permits (share priced) | Pages |
|---|---|---|---|---|
| HVAC | $8,926 | $6,750–$11,000 | 4,988 (97.3%) | cost · compare firms |
| Deck, porch & carport | $25,500 | $14,975–$65,000 | 223 (100.0%) | cost · compare firms |
| Remodel & repair | $50,000 | $36,000–$94,600 | 900 (99.7%) | cost · compare firms |
| Addition | $75,000 | $60,000–$162,541 | 276 (100.0%) | cost · compare firms |
| New home | $280,000 | $232,300–$605,000 | 1,291 (99.9%) | cost · compare firms |
Our Little Rock file has no usual days from issue to final, so that column is left out. Electrical, plumbing, irrigation, solar and generator permits have compare pages but no cost page: none of the City's 4,569 electrical or 3,948 plumbing permits carries a job value. The electrical and plumbing compare pages still rank firms by permits and finished share.
What moves the price in Little Rock
The home. Each cost page splits firms into thirds by the usual value of the homes they work on (Pulaski County CAMA market values). Little Rock's single-family value figure is $207,000.
| Job | Firms on the least expensive third | Firms on the most expensive third |
|---|---|---|
| New home | $190,000 | $641,000 |
| Addition | $50,000 | $163,200 |
| Deck, porch & carport | $15,000 | $36,500 |
| Remodel & repair | $45,000 | $55,000 |
| HVAC | $7,000 | $10,725 |
Figures from each cost page, data of 24 April 2026. New homes and additions roughly triple from one end to the other; remodels move least.
The firm. In decks and porches the ten busiest firms usually file $13,990 a permit, while the 110 firms with fewer than ten permits usually file $31,000 (Little Rock porch cost page): the busy firms build decks and carports, the small ones covered porches. New homes split the same way, $254,000 against $400,000.
The season. HVAC permits peak in June (index 129, where 100 is an average month) and are fewest in January (76). Deck and porch permits peak in May (165). We have no prices by month, so this is about crews' calendars, not discounts.
What a Little Rock permit costs
From Ordinance 22,204, § 8-31(c), read 26 October 2026:
| Permit | Fee |
|---|---|
| HVAC (mechanical) on a replacement or alteration | $50 for the first $2,000 of value plus $6 per additional $1,000; work of $500 or less has no fee unless inspected |
| The usual $8,926 HVAC job | about $92, plus the $25 data processing fee |
| New house valued $100,000 to $500,000 | $420 for the first $100,000 plus $3 per additional $1,000 ($960 at $280,000), plus trade permits at $0.10 per square foot and a $30 certificate of occupancy |
A revision on the Board of Directors' 16 December 2025 agenda raises most of these about 3%. Work started before the permit is pulled pays triple. More in the HVAC permit and new home permit guides.
Filed value is not the price
- It is what the applicant wrote down. Some contractors write the contract price, some the permitted part only. Nearly every HVAC permit carries a value (97.3%).
- One permit type covers small and large jobs. One in ten remodel permits was filed under $12,500 and one in ten over $163,000. Read the cost page's spread before you judge a quote.
- The data ends in April 2026. The City's periodic permit download we use runs to 30 April 2026; later permits are not here yet.
- The lot and the finishes. New-home values are construction only.
Check a quote in five minutes
- Find your job in the table and open its cost page.
- Put your quote against the "middle half of firms" band. Inside it is normal for Little Rock; above it, ask what the extra covers.
- Open the compare firms page, find the contractor, and read its usual filed value, permit count and finished share.
- Ask whether the price includes the permit; for a remodel, see when a Little Rock remodel needs a permit.

How we know this
Every row is a trade with a Little Rock cost page: City of Little Rock Planning and Development permits on single-family, duplex and manufactured homes (the City's periodic permit download, the edition that runs to 30 April 2026) in the window 2023-05 to 2026-04. Usual = median of the permits that carry a value; middle half of firms = 25th to 75th percentile of the usual value of firms with three or more permits in the trade. The home-value thirds, busiest-firm and spread figures are copied from each job's cost page and dated. Fees are quoted from Ordinance 22,204 and the worked figures are our arithmetic.
Numbers come from City of Little Rock Planning and Development permits on single-family, duplex and manufactured homes (the City's periodic permit download, the edition that runs to April 30, 2026), data through April 24, 2026. Nobody paid to be on this page and nobody can.
