Do I need a plumbing permit in unincorporated Miami-Dade? What a licensed plumber can do without one, fees, and 8,740 permits

Yes for repiping, new fixtures in new places, gas and sewer work; no for fixture swaps a licensed plumber makes: unincorporated Miami-Dade County exempts faucet, toilet, sink, dishwasher and disposal replacements by a licensed plumbing contractor at any value. The county issued 8,740 plumbing and gas permits on unincorporated land from November 2024 to September 2026, 4,619 of them in the last 12 months.

By Contractor Records · data through October 20, 2026

This covers folio numbers starting with 30. The City of Miami, Hialeah, Miami Gardens and the other cities issue their own permits.

What needs a permit and what does not

From the county's Permit Exemptions page (read 24 October 2026):

Work Permit?
Clearing stoppages; repairing leaks in pipes, valves or fixtures No
Repair work by a licensed plumbing contractor, $500 or less No
By a licensed plumber, any value: faucets; toilet, bidet or urinal fixtures; sink and lavatory fixtures; dishwasher; garbage disposal; shut-off valve on a domestic water line; irrigation repair; pool equipment other than a heater No
Electric water heater up to 50 gallons, by a licensed plumber No (a higher-wattage replacement needs an electrical permit)
Gas appliances other than a water heater, repaired or replaced by a licensed plumber No
Repiping, new fixtures, gas lines, sewer connections, a larger water heater, a gas water heater Yes

The Florida House Bill 803 exemption for projects under $7,500 (from 1 July 2026) does not apply: the same page lists plumbing and gas work as always needing a permit.

Who can pull it. Licensed contractors or owner-builders (How to Apply). The county's owner-builder page lists plumbing and gas among the permits an owner-builder may take out on a one- or two-family home for the owner's own use. Note that the no-permit fixture list above is written for licensed plumbing contractors; it is not a homeowner exemption.

Before you hire

What this does not tell you

The county's file has no status and no final date, so we cannot say how many plumbing permits passed final or how long they took, and it begins in November 2024. Exempt fixture swaps never appear in it, so the count understates plumbing work.

How we know this

Exemptions are quoted from Miami-Dade County's Permit Exemptions page, fees from Implementing Order 4-63 (effective 1 October 2026), and the owner-builder, application and inspection rules from the county's Owner-Builder Permits, How to Apply and Inspections pages, all read 24 October 2026. Our counts are the county's Building Permits Issued By Miami-Dade County layer, read 20 October 2026: plumbing and gas permits issued November 2024 to September 2026 on parcels whose folio starts with 30.

Numbers come from public permit records in 57 cities, data through October 20, 2026. Nobody paid to be on this page and nobody can.
