The Palo Alto rule
The City's Apply for a Building Permit page (read 23 October 2026) names re-roofs among projects that require a building permit. The detail is in the Building Division's roofing inspection guideline for new roofs and re-roofs (revision date 12/18/2016, read 23 October 2026):
| Topic | What the guideline says |
|---|---|
| Repairs | "A permit is required for repairs that exceed 100 square feet/1 square." |
| Fire rating | "Roofing covering shall be minimum Class C"; some construction types need Class B |
| Hills | "Wildland Urban Interface fire areas shall have a minimum Class A." |
| Overlays | "Roof overlay installations on an existing roof requires a permit and must have prior approval." |
| Rooftop equipment | PV, solar heating, HVAC and signage "require a separate permit" |
| Permit card | Must be available at every scheduled inspection |
One square is a small repair threshold. The guideline is a 2016 document under an older code cycle, so confirm the current requirements, including cool roof rules, with the Building Division at (650) 329-2496 before ordering material.
Inspections
The guideline lists five, with the City's inspection codes:
| Code | Inspection | When |
|---|---|---|
| 801 | Pre-roof inspection | Overlays only, before the new layer goes on |
| 802 | Tear-off | After the old roof is off |
| 803 | Sheathing / roof nailing | Before the sheathing is covered |
| 805 | In-progress | During installation |
| 808 | Final | When the roof is done |
Supports for solar or other rooftop equipment must be inspected before the roof covers them, under that equipment's own permit. If you are adding or re-setting panels, sequence the two permits with your roofer and solar installer.
Who can pull it
A licensed roofing contractor (CSLB C-39, classifications). The City says "An Instant Building Permit is limited to Licensed Contractors with an active Accela Citizen Access (ACA) account", and its instant permit guide (06/23/2023) says "a valid contractor's license number is required." The instant list on the City's page names boiler, furnace and heat pump replacements and kitchen and bath remodels; we did not see re-roofs on it. The pages we read do not describe a homeowner re-roof permit; ask the City before planning one. The CSLB check takes five minutes in the Palo Alto contractor license lookup.
What it costs
We found no published re-roof fee on the City's permit pages. The Building Permit Forms page has a Residential Valuation Form, and the Apply page sends fee questions to (650) 329-2496 or building@paloalto.gov. The fee appears in Accela Citizen Access before you pay.
How to apply
- The roofer applies in Accela Citizen Access with the scope (tear-off or overlay, material, square footage) and the valuation.
- Staff convert the submittal into a permit; the City says "Upon receipt of payment, your application will begin plan check."
- Book 802 (or 801 for an overlay), 803, 805 and 808 in order, with the permit card on site.

Demand peaks in September at 129 against an average month of 100, and drops to 55 in December. Prices are on Palo Alto roofing cost; monthly counts on Palo Alto permit statistics.

What this does not tell you
We have no finished share for Palo Alto roofing, only days to final for the permits that finalled. Days are measured from application, not issue, so they include the City's processing time. Filed values are the contractor's figure.
How we know this
Permit, fire-rating and inspection rules are quoted from the City of Palo Alto's roofing inspection guideline (revision date 12/18/2016), its Apply for a Building Permit page and its instant permit guide (06/23/2023), read 23 October 2026. Counts are City of Palo Alto building permits on homes classified as roofing, October 2023 to September 2026; days run from application to final.
Numbers come from City of Palo Alto Development Center building permits on single-family, duplex and ADU homes, data through October 19, 2026. Nobody paid to be on this page and nobody can.

- Do I need a permit to replace my roof in Palo Alto?
Yes. The City lists re-roofs among projects that require a building permit, and its roofing guideline says a permit is required for repairs larger than 100 square feet, one square. An overlay on an existing roof needs a permit and prior approval.
- What fire rating does a new roof need in Palo Alto?

- How much is a roofing permit in Palo Alto?
We could not find a published re-roof fee on the City's permit pages; Development Services quotes fees at (650) 329-2496 or building@paloalto.gov, and Accela shows the fee before payment. The usual Palo Alto re-roof in our file was filed at $21,400.
