The County rule
The County's adoptive ordinance (PDS 110, rev. 1 January 2026, read 23 October 2026) requires a permit to "construct, enlarge, alter, repair ... a building or structure". Its building exemptions cover small sheds, low fences and walls, decks and driveways under 30 inches, painting and similar finish work, but not roofing, so even a shingle-for-shingle swap is permit work.
The County's Residential Re-Roof Referral Sheet (PDS 641A, rev. 15 April 2024) is the form your roofer fills in. What it asks:
| Item on PDS 641A | Rule |
|---|---|
| Steep-slope roof (rise over 2:12) | Asphalt shingles, "2 layers max. for recover"; concrete or clay tile "8 psf max if changing roofing type" |
| Product listing | Manufacturer, model and ICC/UL listing number |
| Cool roof, steep slope | Aged solar reflectance at least 0.20 and thermal emittance at least 0.75, or SRI of 16 |
| Cool roof, low slope (2:12 or less) | Aged solar reflectance at least 0.63 and emittance at least 0.75, or SRI of 75; continuous insulation at least R-14 unless an exception applies |
| New roof sheathing | "Requires a roof nail inspection" |
| Heavier roofing or altered framing | Structural analysis by a California-licensed engineer; a structural re-roof "Requires Fire District review" |
The steep-slope cool-roof exceptions on the sheet include "50% or less of roofing area replaced", "Reinstallation of concrete or clay tile permitted (i.e., lift and re-lay)", "Project is in climate zone 7", minimum R-38 ceiling insulation, a radiant barrier in the attic, roofs of 25 pounds per square foot or more, and roof area covered by integrated PV. The inspector verifies the insulation-based ones on site. A recover over existing roofing "is required to comply unless exempted".
Who pulls it
Usually a roofer with a CSLB C-39 Roofing license or a general contractor; 85.4% of the 294 roofing firms on County permits matched an active CSLB license in our file, and 13 carried a license that was not active. A homeowner can file as owner-builder by signing the Owner-Builder Acknowledgement (PDS 421), which makes the owner "the responsible party of record on the permit" and an employer if they pay an unlicensed crew $500 or more.
How to apply
- Confirm the parcel is unincorporated. Fallbrook, Ramona, Lakeside, Alpine and the rest are County; the 18 cities permit their own.
- Fill in PDS 641A with the roofing product's listing and cool-roof data or the exception that applies.
- File over the counter. Re-roofs are not on the County's list of online residential permit types (Online Services Central). In the County's open data, re-roof permits opened since October 2023 sit mostly under scope "3310 - RES - Misc." (1,823 permits whose description says re-roof, all property types, none filed online; counted 23 October 2026). The sheet's top block is for the plan reviewer, who either sends you to a technician for issuance or asks for engineering.
- Inspections and final. A sheathing job adds the roof nail inspection. Permits expire if work does not start and get a valid inspection within two years, or if work stops for 180 days (PDS 807).
What it costs
From the County's fee schedule (PDS 613, effective 10 July 2026):
| Line | Plan review | Permit | Together |
|---|---|---|---|
| Misc permit OTC ("Minor int. SFD remodel / repair-no structural change, patio, carport, canopy, fence, re-roof ...") | $405 | $521 | $926 |
| Misc permit requiring plan check submittal | $1,766 | $521 | $2,287 |
| Re-inspection / progress inspection | $205 |
The usual County re-roof permit carried $14,825 of declared value, so the over-the-counter fee is about 6% of a typical job. A roof that needs engineering (heavier tile, framing changes) falls to the plan-check line at more than twice the cost; that is a reason to ask your roofer early whether the new material weighs more than the old.
What 1,584 County re-roof permits show
| Measure | Unincorporated San Diego County re-roof |
|---|---|
| Residential permits, October 2023 to September 2026 | 1,584 |
| Firms | 294 |
| Firms with a permit in the last 12 months of the window | 146 |
| Usual declared value (middle half of firms with 3+ permits) | $14,825 ($11,860 to $17,790) |
| Closed (permits a year or more old) | 80.4% |
| Usual days from issue to final | 41 |
| Firms with 10+ permits closing under 70% | 7 of 26 |
| 10th / 90th-percentile firm (10+ permits) | 63.2% / 95.9% |
| Busiest / quietest month | March (112) / January (83) |
Re-roofs are quick to close here, 41 days, against 63 for electrical. The spread between firms is the useful part: the 10th-percentile busy roofer closed 63.2% of its permits and the 90th 95.9%. Roofing is spread out by County standards (50.7% of firms appear on one permit) and barely seasonal: March runs at 112 and January at 83. National prices are in roof replacement cost.

What this does not tell you
Declared value is the roofer's figure on the application, not the contract price. Fire-hazard-zone roofing rules come from the fire district and the County Fire Code, which we did not review here; ask the plan reviewer at intake. Unincorporated county only.
How we know this
The permit rule is quoted from the County's adoptive ordinance (PDS 110), re-roof requirements from the Residential Re-Roof Referral Sheet (PDS 641A, rev. 15 April 2024), fees from PDS 613, owner-builder terms from PDS 421 and expiration from PDS 807, all read 23 October 2026; the scope-code count is from the County's Building Permits open data the same day. Our counts are County PDS residential re-roof permits, October 2023 to September 2026; declared value is the median per firm, "closed" uses permits a year or more old, and license status is our match to CSLB records.
Numbers come from San Diego County Planning & Development Services building permits on homes in the unincorporated county (the County's open-data permit, contractor and status-history files), data through October 20, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace my roof in San Diego County?
Yes, in the unincorporated county. The County's adoptive ordinance (PDS 110) requires a permit to alter or repair a building, and its list of exempt work has no re-roof line. The County's fee schedule lists re-roofs under its over-the-counter miscellaneous permit.
- How much is a roofing permit in San Diego County?
The County's fee schedule effective 10 July 2026 lists the over-the-counter miscellaneous permit, which names re-roof, at $405 plan review plus $521 permit, $926 together. A re-inspection is $205. A structural re-roof needs engineered plans and goes on the plan-check line instead.
- Does a re-roof in San Diego County have to be a cool roof?
Often. The County's re-roof referral sheet (PDS 641A) asks for a Cool Roof Rating Council product on steep roofs unless an exception applies: 50% or less of the roof replaced, tile lifted and re-laid, climate zone 7, or verified attic insulation of R-38, among others.
- Can I re-roof over my existing shingles in San Diego County?
Only to two layers of asphalt shingles, per the County's re-roof referral sheet ('2 layers max. for recover'), and a recover has to meet the cool-roof rule unless an exception applies. New tile is limited to 8 pounds per square foot when you change roofing type.
- How long does a roofing permit take to final in San Diego County?
In our file the usual County re-roof permit reached final 41 days after issue, the fastest of the County trades we track, and 80.4% of those a year or more old had closed.
