Do I need an electrical permit in Rochester, MN? Yes, separate from the building permit: rules and 9,912 permits

Yes: in Rochester, Minnesota, electrical work needs its own City electrical permit before it starts, because "A building permit does not cover any electrical work", and an owner may do the work on their own home only under conditions the City sets. The City issued 9,912 electrical permits from October 2024 to September 2026, a third of all its permits.

Who can do the work

The City's 311 answer (updated 20 April 2026) and its 2023 homeowner electrical brochure, based on the 2020 National Electrical Code, set out the rule (both read 24 October 2026; the brochure's old link no longer opens since the City moved its website, so ask Building Safety at 507-328-2600 for the current copy):

Who What the City says
Licensed electrical contractor "Generally, Minnesota law requires all electrical work to be performed by licensed electrical contractors and their employees"
Homeowner May "perform electrical work on their own home under certain conditions": the owner does all the work, "the dwelling cannot contain more than two units", and all work is inspected
Homeowner, affidavit Signs that they "personally and physically will perform all of the electrical work" and "own and occupy the residence" (or will on completion)
Scope "Generally, this is limited to one-family dwellings and their detached accessory buildings"
Not allowed Owner wiring in mobile home parks, RV parks, "or on property that is rented, leased, or occupied by others"

So a landlord, or an owner whose friend does the wiring, needs a licensed contractor.

How to apply

  1. Apply online in Citizen Access with the fee and "a drawing showing electrical work". The brochure does not print the fee.
  2. Wait for the permit: "A permit must be issued prior to beginning any work."
  3. Schedule inspections in Citizen Access or at 507-328-2600. The City tries to inspect "the next business day following the request" if it comes in before 4:30 p.m., and warns that schedules "fill up fast at certain times of the year".

The inspections

Inspection When
Rough-in "before any wiring is covered by insulation, sheetrock, paneling, or other materials"; conductors in boxes spliced and pigtailed
Underground "before the trench is back-filled"
Final "when all wiring has been completed and all devices, lighting fixtures, and appliances have been installed and tested"

Cover wiring before the rough-in and you pay "all costs resulting from uncovering and replacing the covering material."

Electrical is Rochester's biggest permit category, and more than a third are appliance permits, which helps explain a usual declared value of only $500. The reports name a contractor on 97% of electrical permits, and the five busiest firms filed about half of them (the busiest alone 21%). July is busiest, in line with the City's warning that inspection slots fill at certain times of year. Monthly counts and the most active firms by volume are on Rochester electrical permits, all kinds of work on Rochester permit statistics, ZIP pages on Rochester permits by ZIP, and rows on Rochester permits.

Before you hire

Check the contractor's Minnesota electrical license with the Department of Labor and Industry, as explained in how to check a contractor's license in Minnesota, and look up earlier permits on the address in the Rochester building permit search. Rules elsewhere: do I need a permit for electrical work, an electrical panel upgrade and an EV charger; prices in electrical work cost.

What this does not tell you

The City's reports list permits when issued and say nothing after, so we cannot show which passed final or how long they took; Citizen Access has each permit's inspections. We count firms by volume only and have not matched them to state license records. Permits Olmsted County issues outside the City are not included.

How we know this

The permit, homeowner and inspection rules are quoted from the City of Rochester's 2023 homeowner electrical brochure and its 311 Knowledge Base answer (updated 20 April 2026), read 24 October 2026. Our counts are the City's monthly Detail Report spreadsheets, read 19 October 2026: electrical trade permits issued October 2024 to September 2026, City of Rochester only.

Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.
