Rochester, MN building permit search: Citizen Access, permit reports and old records

To look up a building permit in the City of Rochester, Minnesota, use the City's Citizen Access portal. Under Building Permits, Search Applications/Permits opens a search page that says permits "can be searched for by entering any of the following information: Site Address, Record Information", with search types for address, record and contact, and fields for permit number, street name and parcel number. We opened it without logging in on 24 October 2026. In the City's permit reports, 30,193 permits were issued from October 2024 to September 2026.

How to look up the permits on a Rochester address

  1. Open Citizen Access and click Search Applications/Permits under Building Permits.
  2. Choose Search by Address and enter the street number and part of the street name. The page advises that "minimal entries will result in better searches".
  3. Open each record. Electrical, plumbing and HVAC work each carry their own permit; in our file those three were 74% of permits issued October 2024 to September 2026.
  4. Read the status and the inspection list on each permit to see whether the final passed.
  5. For an address outside the City, use the Olmsted County Citizen Access link on the City portal's home page instead.

What the statuses mean

Citizen Access shows each permit's current status and inspections. Our source, the City's monthly Detail Report Spreadsheets, lists permits when they are issued and says nothing about what happened after, so our pages show every permit as issued and have no finished share or time to final. Use the portal, not our pages, to see whether a job on your address was finaled.

When the record is not online

The Citizen Access home page links Request Historic Records for building permits, inspections and rental housing, with the Building Safety phone, 507-328-2600. Under the Minnesota Government Data Practices Act, the City's Records page says "Access to City records can also be requested through the City Clerk's Office", and requests go through the City's Public Records Center (read 24 October 2026).

The Building Permit Reports Archive holds four kinds of report. Its Detail Report Spreadsheets list each permit by "permit type, date of issue, parcel, address, quadrant, valuation, work description, contractor, and owner". The printed Detail Reports stopped in April 2026, which the City says is "due to accessibility requirements".

What our Rochester pages add

Citizen Access answers "what was permitted at this address". Our Rochester page answers "what gets permitted in Rochester, and where", from permits issued October 2024 to September 2026:

Kind of work Permits (Oct 2024–Sep 2026) Share
Electrical 9,912 33%
HVAC 6,587 22%
Plumbing 5,844 19%
Remodels and repairs 3,026 10%
Roofing 1,324 4%
Garages, sheds and shade structures 549 2%
New homes 518 2%
Solar 482 2%

77% of the 30,193 permits were on homes. The permit statistics page breaks them down by year, month and season, permits by ZIP code shows where the work is (55901 led with 12,616 permits in the same window), and browse permits lists the rows without owner names or street addresses. To check a contractor's state license, use How to check a contractor's license in Minnesota.

What this does not tell you

The reports name a contractor on most permits, but we have not matched the names to Minnesota license records, so we count permits for the busiest firms and do not rate, rank or profile them. The value is the valuation written on the permit at issue, not the final cost. Grading permits and Olmsted County's permits are not counted.

How we know this

Portal and records details were read on the City of Rochester's Citizen Access home and building search pages, its Records page and its Building Permit Reports Archive on 24 October 2026. Our counts are the City's monthly Detail Report spreadsheets, read 19 October 2026: building, trade, sign and demolition permits issued October 2024 to September 2026, City of Rochester only.

Numbers come from public permit records in 57 cities, data through September 30, 2026. Nobody paid to be on this page and nobody can.
