Do I need a new home permit in Sacramento County? Plans, sprinklers, the departments that sign off, and how long builders take

Yes: a new house in unincorporated Sacramento County needs a building permit, fire sprinklers and sign-off from four other offices besides the Building Permits & Inspection Division. Builders pulled 2,344 new-home permits from October 2023 to September 2026; the usual one was filed at $444,771 and reached final 171 days after issue.

Who has to approve a new house

The division's FAQ (read 23 October 2026) lists "New homes, buildings, Accessory Dwelling Units (ADU)" as permit work and says: "All new homes need to be reviewed and approved by Technical Resources, LDSIR, Planning Department, Sacramento Sewer District." Water Resources may also be involved, depending on the parcel.

Technical Resources dssgeneralinfovm@saccounty.gov
LDSIR e-sips@saccounty.gov

Fire district Plans go "directly to fire district" (CO-06)

Two rules that set the budget early: "As of January 1st, 2011 all new one and two family dwellings require fire sprinklers", and the County's CO-06 list asks for a "Solar Drawing" for "all new dwellings or ADU". Production builders filing many homes have their own route: questions go to BPIDProductionHomes@saccounty.gov. This guide covers unincorporated areas only; Elk Grove, Citrus Heights and the other incorporated cities issue their own permits.

What the plan set must include

From CO-06 (last updated February 2024), submitted as PDFs:

Item What the County asks for
Plot/site plan Distances to property lines and street centerline, other structures, drainage arrows, and plumbing, electrical and gas connections
Architectural plan Floor plan, roof plan, elevations, sections, uses of all rooms
Structural plan Foundation and framing plans, truss calcs, braced wall panels
Title 24 energy CF-1R, MF-1R forms and energy calculations
Storm water CALGreen BMP requirements
Compaction report "Required on all New Single Family Dwellings"
Soils report Where soil bearing pressure exceeds 1,500 psf or soils are expansive or questionable
Landscape plan A separate submittal to Planning

The list warns that "Lack of required items will result in a delay of your permit issuance." The County's Development Navigation Assistant, linked from the FAQ, builds a printable checklist for your parcel. Plan review and zone check fees are paid when you submit, through the "Pay Fees Due" action in Accela Citizen Access. The building pages publish no new-home fee table, and development impact fees are set by other County programs, so get the invoice before you commit to a schedule.

Who can pull it

A CSLB-licensed builder, normally a B General Building contractor (CSLB Licensing Classifications). 86.1% of the 72 firms on County new-home permits matched an active CSLB license by name.

You, as owner-builder, after initialing and signing the AP-16 notice. For a new house the clause to read twice is number 7: an owner-builder "cannot legally build them with the intent to offer them for sale, unless all work is performed by licensed subcontractors and the number of structures does not exceed four within any calendar year, or all of the work is performed under contract with a licensed general building Contractor." Number 5 adds that hiring anyone other than licensed contractors on work of $500 or more may make you an "employer" under state and federal law.

Inspections

Book online, on 916-875-5296 or by text to 855-280-5383, by 5 p.m. for the next day (Scheduling Inspections). The County's list has combination codes built for a new house:

Code Covers
1 340 Ground Plumbing, 101 Footings, 220 Ufer/Ground Electrode
2 103 Girders/Joists, 356 Underfloor Plumbing, 470 Underfloor Ducts
4 104 Frame, 223 Rough Electric, 344 Top out Plumbing, 460 HVAC Ducts
114 / 111 Insulation, then Drywall Nail
99 199 Structural, 299 Electrical, 399 Plumbing and 499 Mechanical finals

The FAQ's rule is to "Call for an inspection before placing concrete or 'covering' any aspect of construction". For a home project, the signed final job card "is your Certificate of Occupancy"; keep it with the plans for a sale or refinance.

What this does not tell you

Days to final run from permit issue, so plan review, the other departments and the fire district come before our clock starts. Production builders finalize almost everything, which makes the finaled share less useful here than for small builders. Filed value is construction only: no land, impact fees or utility connections.

How we know this

The permit list, sprinkler rule, reviewing departments and closing rules are quoted from the Sacramento County Building Permits & Inspection Division FAQ, its CO-06 submittal list, AP-16 notice and inspection code list, read 23 October 2026. Counts are Sacramento County new-home permits in unincorporated areas, October 2023 to September 2026; "finaled" uses permits a year or more old, and days are issue to final.

Numbers come from Sacramento County building permits on single-family, duplex and townhouse homes in the unincorporated county (the County's Accela permit layer), data through October 18, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to build a house in Sacramento County?

Yes. 'New homes, buildings, Accessory Dwelling Units (ADU)' are on the County's list of projects that need a permit, and the plans go through the Building Permits & Inspection Division's review in Accela Citizen Access, plus Technical Resources, LDSIR, Planning and the Sacramento Sewer District.

  • Does a new house in Sacramento County need fire sprinklers?

Yes. The County's FAQ says that as of 1 January 2011 all new one- and two-family dwellings require fire sprinklers, and its CO-06 list says new homes submit plans directly to the fire district.

  • How long does a new home permit take in Sacramento County?

Plan review comes first and the County gives no fixed time for it. Once issued, the usual new-home permit in our file reached final 171 days later, and 100.0% of those a year or more old were finaled.

  • Can I build my own house as an owner-builder in Sacramento County?

Yes, after signing the County's AP-16 notice. It warns that under state law an owner-builder cannot build single-family homes with the intent to sell them unless licensed subcontractors do all the work and there are no more than four in a calendar year, or a licensed general building contractor does it.

  • How much does a new home cost to build in Sacramento County?

The usual new-home permit in unincorporated Sacramento County was filed at $444,771, and the middle half of builders file between $400,656 and $533,022. That is the value on the permit, not the land or a quote.
