What needs a mechanical permit in San Antonio
The Development Services Department's Home Remodeling FAQs say a permit is required "to install HVAC equipment, exhaust fans, kitchen hoods, and dryer ducts" (read 24 October 2026). The City's No Permit Required list names cabinets, flooring, painting, small sheds and similar work; it lists no heating, cooling or ventilation work at all. So a like-for-like AC or furnace swap, a new mini-split, a new bath fan and a rerouted dryer duct are all permit work.
If the HVAC job is part of something bigger, it gets its own permit too. The City's Residential Permits page gives the example of a deck with a ceiling fan and sink needing building, electrical and plumbing permits; a room addition with a new duct run works the same way.
Who can pull it
| Who | Can they get a San Antonio mechanical permit? |
|---|---|
| Homeowner | No. "Homeowners must use licensed trade contractors for new electrical, plumbing, and HVAC components" (Residential Permits page) |
| Trade contractor licensed by the City or State and registered with the City | Yes: demolition, electrical, mechanical, plumbing and sidewalk permits |
| Home improvement or residential building contractor | Building permits only, not the mechanical permit |
The Home Remodeling FAQ puts it in one line: "Only State licensed contractors can get electrical, mechanical, and plumbing permits." In Texas, air conditioning and refrigeration contractors are licensed by TDLR; how to check a contractor's license in Texas shows the search.
What it costs
From the City's FY 2027 Development Fee Schedule (revised October 2026):
| Fee line | Amount |
|---|---|
| Mechanical permit base fee (existing homes and commercial) | $57.50 |
| Existing residential, new system with no pre-existing central HVAC unit (includes inspection) | $88.55 |
| Each additional system (includes inspection) | $63.25 |
| Replacement of any device that originally required a permit, per item | $7.19 |
| Mechanical plan review (when required) | $115.00 |
| Re-inspection fee, all trades | $57.50 |
Unless noted, the fees carry a 4% Technological Improvement surcharge and a 4% Development Services surcharge. On a new home, the mechanical fee is set by floor area instead ($97.80 for 1,601–3,000 sq ft) and billed on the building permit.
How to get one
- Hire a licensed, City-registered mechanical contractor; the contractor applies.
- Applications go through BuildSA, the City's online permit system, or in person at the One Stop, 1901 S. Alamo St.
- The City's Inspections Division inspects the work; the permit record in BuildSA lists each inspection and its result.
- A failed inspection that has to be called back costs the $57.50 re-inspection fee, so have the unit and the disconnect accessible.

Volume held flat between the two years. The season is the useful part: permits run from about 550 a month in winter to over 1,000 a month in June to August 2026, so a non-urgent replacement booked in February or March meets a quieter permit counter. The month-by-month counts are on San Antonio HVAC permits, totals for every kind of work on San Antonio permit statistics, and the rows themselves on browse San Antonio permits.
Before you sign
Ask the contractor for the permit number, then look it up in BuildSA, as described in the San Antonio building permit search guide. The rule in other cities is in do I need a permit for HVAC replacement, and filed costs elsewhere in HVAC replacement cost.
What this does not tell you
The City's open data file names a primary contact rather than the contractor, has no status or final date and almost no job values, so we cannot rank contractors, show how many HVAC permits passed, or say what the work cost. It covers the City of San Antonio only; Alamo Heights, Leon Valley and unincorporated Bexar County permit on their own.
How we know this
Permit rules are from the City of San Antonio's Residential Permits page, No Permit Required list and Home Remodeling FAQs; fees from the FY 2027 Development Fee Schedule (revised October 2026), all read 24 October 2026. Our counts are the City's open data Building Permits files, read 18 October 2026: mechanical permits issued October 2024 to September 2026.
Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.
