The Wheaton rule
From the City's Roofing - Residential page (revised 31 August 2026, read 26 October 2026):
| Point | What the City says |
|---|---|
| Codes | 2024 International Residential Code, the current Illinois Energy Conservation Code, the Illinois State Roofing Law |
| Submit | The 2024 IECC Residential Roof form, "which verifies insulation information"; a Street Occupancy Permit if staging is in the City right-of-way |
| Roof R-value | Per the current Illinois Energy Conservation Code |
| Installation | Materials, flashing, ice and water shield and venting "as per code and as per the manufacturer's installation specifications" |
| Contractor | "a minimum of a Limited State of Illinois Roofing License - residential roofing", covering residential properties of eight units or less |
| Owner | May re-roof their own home "as long as they do not employ an assistant", without registering as a roofer |
| Inspections | None required |
No inspection means nobody from the City sees the ice and water shield or the deck. Ask the roofer for photos of the deck after tear-off and of the underlayment before shingles, and keep the shingle maker's installation instructions with the contract.
Who can pull it
A state-licensed roofer. Illinois roofing license numbers start with 104- (IDFPR brochure); check the number on IDFPR's lookup. Wheaton also wants roofers registered with the City: $75 a year plus a "Copy of State Roofing license" and a driver's license or State ID (Contractor Registration Requirements). In our file 81.7% of Wheaton roofing firms matched an active IDFPR license and 2 matched one that was not active; the full lookup is in the Wheaton contractor license lookup.
You, alone. An owner can roof their own house without registering, with no paid helper.
Roofs with solar panels
The City's Roof Replacement with Solar Panels page (revised 3 September 2025) adds three requirements: "A Solar Panel Installation company that has an active electrical license must be named on the permit application in addition to the Illinois state-licensed roofer"; the panel maker's removal and reinstallation specifications go in with the application; and the installer certifies the reinstalled layout in writing, after which the City does a Final Electric inspection. If the original layout no longer meets current code, reinstalling it that way needs the Building Official's written approval.
What it costs
Wheaton prices building permits by the value of the work. From Appendix B of the City Code as set by Ordinance O-2025-04 (read 26 October 2026):
| Value of the work | Fee |
|---|---|
| Up to $5,000 | $100 |
| $5,001 to $10,000 | $150 |
| $10,001 to $20,000 | $200 |
| $20,001 to $30,000 | $400 |
| $30,001 to $40,000 | $540 |
The value must include all materials and labor. The schedule says an underestimated valuation "will be denied" unless the applicant supports it, and the director may ask for the contract. The usual roof here, $15,432, is in the $200 band; the middle half of roofers file $13,250 to $19,850, so most Wheaton re-roofs pay $200, and one valued just over $20,000 pays $400.
How to apply
- Apply online in the City's MaintStar portal with the IECC roof form and, if needed, a street occupancy permit.
- Pay the valuation fee shown on the invoice.
- No inspection to book for a plain re-roof; with solar, book the Final Electric after the panels are back. Questions: Building & Code Enforcement, 303 W. Wesley Street, 630-260-2050.
What 917 Wheaton roofing permits show
| Measure | Wheaton roofing |
|---|---|
| Re-roof permits on homes, October 2023 to September 2026 | 917 |
| Firms / with a permit in the last 12 months | 295 / 116 |
| Usual filed value | $15,432 |
| Middle half of roofers' usual job (77 firms with 3+ permits) | $13,250 to $19,850 |
| Matched to an active IDFPR license | 81.7% |
| Firms with a single permit | 175 (59.3%) |
| Share held by the busiest / five busiest firms | 15.4% / 28.7% |
| Busiest / quietest month | October (181) / December (17) |
Most Wheaton roofers are passing through: 59.3% of firms filed a single Wheaton re-roof in three years, so a local record is often thin and the IDFPR check matters more. Filing is extremely seasonal, from index 181 in October to 17 in December. Prices by home value: Wheaton roofing cost; national: roof replacement cost.

What this does not tell you
Because Wheaton does not inspect re-roofs, its permits close administratively and we show no finished share or speed for roofing. Filed values are what applicants entered. Our license match is by company name.
How we know this
The roofing rule, license requirement, owner exception and no-inspection policy are quoted from the City of Wheaton's Roofing - Residential page (revised 31 August 2026) and its Roof Replacement with Solar Panels page (revised 3 September 2025); fees from Appendix B (Ordinance O-2025-04), all read 26 October 2026; registration from the City's Contractor Registration Requirements. Our figures are City of Wheaton roofing permits on homes, October 2023 to September 2026.
Numbers come from City of Wheaton permits on homes (the city's permit application and inspection exports), data through October 19, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace my roof in Wheaton?
Yes. Residential roofing is on Wheaton's list of building projects, applied for in the City's online portal with the 2024 IECC residential roof form, which records the insulation. The City says there are no required inspections for re-roofing.
- How much is a roofing permit in Wheaton?
It is set by the job's value on the City's Appendix B table: $150 for $5,001 to $10,000, $200 for $10,001 to $20,000 and $400 for $20,001 to $30,000. A roof at the usual Wheaton filed value of $15,432 falls in the $200 band.
- Does Wheaton inspect a new roof?
No. The City's roofing page says 'There are no required inspections in the City of Wheaton for re-roofing.' The state roofing license, a written scope and the manufacturer's installation specs are your protection.
- Can I re-roof my own house in Wheaton?
Yes. The City says the property owner does not have to register as a roofing contractor and may roof their own home 'as long as they do not employ an assistant.' Anyone you pay to help needs to be a licensed roofer.
- What if I have solar panels on the roof in Wheaton?
Then the permit must name a solar installer with an active electrical license as well as the state-licensed roofer, include the manufacturer's removal and reinstallation specs, and the City does a final electric inspection after the panels go back.
