Somerville, MA contractor license lookup: HIC, construction supervisor, trade licenses and the permits

A Somerville contractor check is three state searches: the Home Improvement Contractor (HIC) registration of the business, the Construction Supervisor License (CSL) of the person running structural work, and the licenses of the electrician, plumber and gas fitter. The City of Somerville issues the permits. In our Somerville file, 3,583 firms and licensed tradespeople pulled 11,222 permits on homes from October 2023 to September 2026, 2,877 of them electrical.

Which license each job needs in Somerville

Work Credential Where to check Somerville permits (firms)
Any home improvement on an existing owner-occupied 1–4 unit home HIC registration (Office of Consumer Affairs and Business Regulation) Contractor Hub HIC search remodel 1,538 (755)
Structural work on buildings under 35,000 cubic feet: additions, decks, porches Construction Supervisor License (OPSI) for the person overseeing it OPSI verification decks and porches 205 (149)
Roofing, windows, siding, insulation HIC on an owner-occupied home; ask the building official whether the job also needs a CSL Contractor Hub and OPSI roofing 756 (303)
Electrical, solar wiring State master or journeyman electrician eLIPSE 2,877 (762)
Plumbing State master or journeyman plumber eLIPSE 1,810 (489)
Gas piping and appliances State gas fitter eLIPSE 1,368 (393)
HVAC and sheet metal Ask which state license covers the work eLIPSE or OPSI 691 (230)

The HIC rule covers contractors and subcontractors working "on an existing, owner-occupied residential property with one to four units", and "An HIC Registration is different from a Construction Supervisor License (CSL) and they are not interchangeable" (HIC Registration, read 22 October 2026). For buildings under 35,000 cubic feet a licensed construction supervisor or registered design professional must oversee construction, and "Massachusetts does not recognize out of state contractor licenses" (CSL page). Plumbers and gas fitters may not work unless "licensed by the examiners" (M.G.L. c. 142, s. 3).

The Guaranty Fund only works if the contractor pulled the permit

The HIC Guaranty Fund "Compensates eligible consumers for their actual loss up to $25,000", but only if the contractor was registered when the contract was signed, the contractor (not you) obtained the building permit, and the home is your primary residence of one to four units (Guaranty Fund claims). The usual Somerville remodel permit carries $36,497 and the usual addition $167,060, so on an addition the fund covers a fraction of the job. A contractor who asks you to pull the permit is taking even that away.

How to run the lookup in five minutes

  1. Ask for four numbers: the HIC registration, the supervisor's CSL, and the electrician's and plumber's licenses.
  2. HIC: search the Contractor Hub. The business on the result should be the one on your contract.
  3. CSL: search OPSI's verification site by name or number.
  4. Electrician, plumber, gas fitter: search eLIPSE.
  5. Track record: open the firm on our Somerville electrician list, plumber list or remodeler list.

How to search Somerville permit records

The City says "You can research and apply for home and property permits online using the City of Somerville's CitizenServe portal" (Licenses and Permits, read 22 October 2026). The same applications are published as an open dataset, Applications for Permits and Licenses, one row per application handled through CitizenServe by Inspectional Services and the City Clerk. Inspectional Services is at 1 Franey Road, 617-625-6600 ext. 5600, isd@somervillema.gov (Building Division).

The portal is organised by application. Ours is organised by firm: each firm's or tradesperson's Somerville permits, the share closed and the days to close, on the Somerville permit statistics page and the compare lists.

What 11,222 Somerville permits show

Trade Permits Firms Closed Firms with one permit
Electrical 2,877 762 89.1% 44.6%
Plumbing 1,810 489 67.5% 43.6%
Remodel & repair 1,538 755 63.2% 62.4%
Gas fitting 1,368 393 60.9% 49.9%
Insulation & weatherization 805 89 48.3% 39.3%
Roofing 756 303 38.8% 66.0%
HVAC & sheet metal 691 230 51.0% 52.2%

"Closed" is the share of permits a year or more old the City marked closed. Electrical permits close most often (89.1%, the usual one in 112 days); roofing permits are often never formally closed, so the 38.8% there says more about paperwork than roofs. Among the 62 electricians with 10 or more permits, the 10th-percentile one closed 69.8% and the 90th 96.4%.

Red flags in Somerville

  • No HIC registration on a firm working on your owner-occupied home, or an HIC number that belongs to a different business.
  • A request that you pull a homeowner permit. You lose the Guaranty Fund and take on the work.
  • A "license" from another state. Massachusetts does not recognise out-of-state contractor licenses.
  • A plumber or gas fitter who cannot give a state license number.
  • A firm that has gone quiet: 28 electricians, 16 gas fitters and 14 plumbers with 5+ permits filed none in the last 12 months of our data.

What this lookup does not tell you

Massachusetts publishes no bulk license list, so our Somerville pages show no license status; a blank there says nothing about the firm. We group permits by the name on them, so a firm filed under two spellings can appear twice. Plumbing and gas permits record no job cost. Our data stops at September 2026. Statewide rules, required contract terms and penalties are in How to check a contractor's license in Massachusetts.

How we know this

Permits are City of Somerville permit applications (issued permits only) on homes, 2023-10 to 2026-09, grouped into the trades above. "Closed" uses permits a year or more old; days are issue to close from the City's dates. No license status is shown. Rules are quoted from Mass.gov, the General Laws and City of Somerville pages, read 22 October 2026.

Numbers come from City of Somerville permit applications (issued permits only), data through October 15, 2026. Nobody paid to be on this page and nobody can.

Questions

  • What license does a Somerville remodeler need?

Usually two credentials. The business on your contract needs a Massachusetts Home Improvement Contractor (HIC) registration for work on an existing owner-occupied home of one to four units, and the person overseeing structural work needs a Construction Supervisor License (CSL). The two are not interchangeable.

  • Where do I check an HIC registration?

On the state's Contractor Hub HIC search (contractorhub.mass.gov/s/hic-contractor-search), linked as 'Look Up a Contractor' from Mass.gov's Home Improvement Contractor Program page.

  • How do I check a Somerville electrician or plumber?

On the state's eLIPSE lookup for Occupational Board licenses (occupationallicensingandpermitting.mass.gov). Plumbers and gas fitters must be licensed by the state examiners under M.G.L. c. 142, s. 3. Construction supervisor licenses are on OPSI's verification site, madpl.mylicense.com/Verification.

  • How much can the HIC Guaranty Fund pay?

Up to $25,000 of actual loss, if the contractor was registered when the contract was signed, the contractor (not the homeowner) pulled the building permit, the home is your primary residence of one to four units, and you hold a judgment or award you could not collect.

  • How do I find the permits on a Somerville address?

Search the City's CitizenServe portal, where Somerville says you can research and apply for home and property permits, or download the 'Applications for Permits and Licenses' dataset from Somerville's open data site. Inspectional Services is on 617-625-6600 ext. 5600.
