This is the City of Vancouver, Washington. Unincorporated Clark County, Camas, Battle Ground and the other Clark County cities have their own permit offices, and Vancouver, British Columbia is a different city.
Who can do the work
Washington's electrical licensing law says nothing in it requires a license "in order to do electrical work at his or her residence or farm or place of business" (RCW 19.28.261, read 24 October 2026). The exemption ends if "The electrical work is on the construction of a new building intended for rent, sale, or lease" or "on property that is offered for sale within 12 months after obtaining the property." The statute covers licensing, not permits: the owner still pulls one.
The City's residential electrical application (revised 1 July 2019) has an electrical contractor section with a WA State license number and a "Property Owner to perform work" box, and both the applicant and the property owner sign.
What it costs
From the City's 2026 electrical, mechanical and plumbing fees (Table II, residential); the fee page says "Fees are subject to annual increase on the first of the year":
| Fee item | 2026 amount |
|---|---|
| Service or feeder, 0 to 200 amps with feeder | $88.20 |
| Service or feeder, 201 to 600 amps with feeder | $129.02 |
| Branch circuits, 1 to 4 | $63.18 |
| Each additional circuit (per panel board) | $7.25 |
| Minimum fee, any electrical, mechanical or plumbing permit | $78.99 |
| Permit of record | $32.00 |
| Each inspection over 2 per permit, or not ready | $49.00 |
| Inspection of an existing installation | $97.00 |
By our arithmetic, a 200-amp panel change with two new circuits is $88.20 plus $63.18, or $151.38; one new EV charger circuit pays the $78.99 minimum.
How to apply and get it inspected
- Apply and pay in the City's Online Permit Center, linked from the Building Permits, Licenses and Inspections page under "Apply for Electrical, Mechanical or Plumbing Permits." The paper application goes to eplans@cityofvancouver.us (360-487-7833).
- Schedule inspections through the City's Schedule an Inspection page.
- Plan the job around two inspections: "A maximum of two inspections are provided per permit", and "Additional inspections will be subject to trip fee assessment."
What 12,023 Vancouver electrical permits show
From Vancouver, WA electrical permits, September 2024 to August 2026:
| Measure | City of Vancouver electrical |
|---|---|
| Issued | 12,023 (64% of trade permits) |
| Last 12 months / 12 months before | 6,199 / 5,824 (+6%) |
| Busiest / quietest month (index) | June (121), July (118) / November (77) |
| Most in one month | 649, June 2026 |
| Marked closed, permits issued Sep 2024 to Aug 2025 | 22.9% |
Electrical permits outnumber mechanical and plumbing permits combined in Vancouver, and they rose 6% in the last year. June and July are the peak, November the low. Only 22.9% of the first year's permits are marked closed, so an Open status is normal in this file; the question for your electrician is whether the final inspection passed. Year and month counts are on Vancouver permit statistics and the rows on browse Vancouver permits.
Before you hire
Look up the address's permits with the Vancouver, WA building permit search guide, and check the electrical contractor license, bond and insurance at L&I with how to check a contractor's license in Washington. Rules elsewhere: electrical work, a panel upgrade, an EV charger. Costs: electrical work cost.
What this does not tell you
The City's file does not say whether a permit is for a home or a business, has no job value, no ZIP code and no final inspection date, and names no contractor. So we count every electrical permit, show no costs or firm lists, and can't say how long permits take to final. Closed is the City's own status, and many permits stay open after the work is done.
How we know this
The application route, fee rates and inspection limits are from the City of Vancouver's Building Permits, Licenses and Inspections page, Building Permit Fees page, 2026 Electrical, Mechanical and Plumbing fee schedule and residential electrical application; the owner exemption from RCW 19.28.261, all read 24 October 2026. Our counts are the City's Permit Data layer on ArcGIS Online, read 19 October 2026: electrical permits issued September 2024 to August 2026.
Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.
