Anaheim Public Utilities rebates for heat pumps, water heaters, EV chargers and batteries, and what the permits show

Anaheim Public Utilities (APU), the City's own electric utility, pays $200 per ton for a replacement heat pump, $400 for a heat pump water heater and up to $600 for a Level 2 EV charger, plus up to $750 for a panel upgrade (APU program pages, read 23 October 2026). Installers filed 1,415 HVAC, 642 water heater and 549 EV charger permits on Anaheim homes from October 2023 to September 2026; the EV charger rebate requires one of those permits, signed off.

The EV page's own summary also mentions "up to $500 per charger", which conflicts with the table on the same page; confirm the amount on the application before you count on it. The full menu is on APU's Ways to Save page.

For a 3-ton heat pump replacing an old system, the APU rebate comes to $600. The South Coast AQMD heat pump rebate is a separate program with its own rules.

The rules that trip people up

From APU's Rebate Guidelines:

  • You must be an APU electric customer with every APU account in good standing.
  • The home must be "fully constructed and occupied (no new construction)", so equipment in a new build or a new ADU does not qualify.
  • Apply "within 1 year of purchase", with the paid invoice showing brand, model number, price and date.
  • One application per measure type per address every five years.
  • APU may inspect before paying and up to six months after, and pays first come, first served while funds last.
  • Checks are usually mailed within 30 days of approval. Apply at apu.conservationrebates.com or on paper.

What it means for hiring a contractor

The HVAC and water heater pages do not themselves require a permit or a licensed installer, but the work does. A heat pump or mini split change-out in Anaheim needs a City mechanical permit (see Anaheim HVAC permit), water heater replacements appear in the City's records as their own permits (642 in our file), and the EV rebate explicitly needs "the permit card showing final sign-off" under Anaheim Municipal Code 15.05.040; permit fees count as eligible expenses. So:

  1. Ask the contractor to pull the permit in its own name and to book the final inspection.
  2. Get an itemised invoice with model numbers and the SEER2 rating; the rebate needs them.
  3. Check the CSLB license (our Anaheim contractor license lookup shows how).
  4. Apply yourself within a year; it is your rebate, not the installer's.

What Anaheim permits show

Measure HVAC Water heater EV charger Solar and battery
Permits on homes, October 2023 to September 2026 1,415 642 549 1,112
Firms 210 70 158 258
Permits that reached a final 85.8% 76.9% 96.5% 80.1%
Usual days to final 64 55 12 103
Firms with an active CSLB license match 87.1% 82.9% 85.4% 79.1%
Share held by the five busiest 51.9% 65.1% 32.2% 37.0%

The finished share matters for rebates that need a final. EV charger permits reached a final 96.5% of the time, usually in 12 days; water heater permits only 76.9%. Water heaters are also the most concentrated: the five busiest firms hold 65.1%, led by Synergy Companies with 79 permits in the last 12 months. In HVAC, Service Champions Plumbing Heating & AC led with 152.

What this does not tell you

We cannot see which permits received an APU rebate. Anaheim HVAC, water heater and EV permits carry no filed value in our data, so we cannot show what those jobs cost. Rebate amounts change and depend on funding; APU's pages list no end dates, so check them, or call Rebate Processing at 714-408-4161, before you sign.

How we know this

Rebate amounts and rules are quoted from Anaheim Public Utilities' Heating & Cooling Systems, Appliance & Fixtures, Electric Vehicles, Battery Storage, Rebate Guidelines and Ways to Save pages, read 23 October 2026. Permit counts are City of Anaheim permits on homes, October 2023 to September 2026; license matches are to California CSLB records.

Numbers come from City of Anaheim Accela building permits on single-family homes and ADUs, data through October 1, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Does Anaheim Public Utilities give a heat pump rebate?

Yes, $200 per ton for a central heat pump or a ductless mini split rated at least 14.3 SEER2 (or 15+ SEER), and only when it replaces an existing heating or cooling system. South Coast AQMD offers a separate heat pump HVAC rebate on top.

  • How much is the Anaheim EV charger rebate?

APU's page lists up to $300 for a Level 2 charger, up to $600 for a networked charger if you sign up for a time-of-use rate, and up to $750 more for a panel upgrade. One charger rebate per customer, and you need a City permit card showing final sign-off.

  • Is there an Anaheim rebate for a heat pump water heater?

Yes, $400 for an ENERGY STAR certified heat pump water heater, listed on APU's Appliance & Fixtures page.

  • How long do I have to apply for an Anaheim Public Utilities rebate?

Within one year of purchase, under APU's Home Incentives guidelines. One application per measure per address every five years, and APU may inspect the installation before paying. For the EV charger rebate the permit must be finaled first; Anaheim EV charger permits usually reached a final in 12 days.

  • Does Anaheim give a solar rebate?

Not for buying panels: APU's residential list has no solar purchase rebate. It does offer up to $1,500 for a battery of at least 5 kWh that is hardwired into an existing solar system, if you stay on a time-of-use rate and MyPower Savings for 12 months.
