What the mechanical permit covers
The form (B713, dated August 2026, read 23 October 2026) asks you to "WRITE QUANTITY In Box Next To Item(s) To Be Included In Permit." The residential lines:
| Item on B713 | Fee |
|---|---|
| Heating appliances / FAU / wall heater, includes vent | $95.00 |
| Compressor or boiler, up to 15 hp (includes built-in window AC) | $49.00 |
| Condenser | $49.00 |
| Mini split, room unit (each) | $95.00 |
| Mini split, exterior condenser (each) | $49.00 |
| Residential registers, first 5 ducts (each) | $32.00 |
| Additional residential registers (each) | $23.00 |
| Ventilation fan up to 300 cfm on a single duct (dryer, range, etc.) | $49.00 |
| Gas system, 1 to 5 outlets | $110.00 |
| Minimum permit fee | $188.00 |
| Supplemental permit fee | $60.00 |
The form's one exemption note, marked against the small-fan line, reads "No Building Permit required for replacement in same location (Residential – R3 sf only)" "When utilizing existing unaltered drain line, gas, and/or power supply". It does not extend to furnaces or condensers. The form has no heat pump line by that name; the Building Division decides which lines a heat pump falls under.
What it costs
By our arithmetic, a furnace and AC condenser swap is $95 + $49 = $144 on the form's lines, under its $188 minimum permit fee; the form does not say how the two interact, so budget at least $188. Adding new ducts with 8 registers is 5 × $32 + 3 × $23 = $229 more. A "Planning Plan Check Fee" is "assessed when applicable", and "Fees for projects outside of the listed items shall be estimated by the Building Official." The City's Exhibit D covers the same items; neither it nor the form shows an effective date beyond the form's own. The maximum credit card payment is $5,000.
Who can pull it
B713 has boxes for "Property Owner," "Contractor" or "Employee of", and the contractor and employee boxes need "Verification of Worker's Comp." An owner doing their own work signs the Owner-Builder Acknowledgment (B721), which makes them "the responsible party of record on the permit" and an employer for workers' comp if they hire anyone who is not a licensed contractor. A contractor needs a CSLB C-20 license; check it on CSLB Check a License. 87.1% of Anaheim HVAC firms in our file matched an active CSLB license, and 5 matched one that is suspended, expired or otherwise inactive: check yours.
How to apply and get inspected
- Apply through Anaheim NEXT or at the Building Division counter, 200 S. Anaheim Boulevard, (714) 765-5153.
- Schedule inspections by 5:00 p.m. the prior business day, online in Anaheim NEXT; the Inspection page also offers virtual inspections.
- The City's pages we read do not list the HVAC inspection sequence or any California energy-code test paperwork the inspector expects; ask the contractor which documents will be on site at final, or the Building Division.

| Measure | Anaheim HVAC |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,415 |
| Firms | 210 |
| Firms with a permit in the 12 months to September 2026 | 105 |
| Finaled (a year or more old) | 85.8% |
| Usual days from issue to final | 64 |
| Share held by the busiest firm / five busiest | 30.8% / 51.9% |
| 10th / 90th-percentile firm's finaled share (10+ permits) | 72.2% / 94.4% |
| Firms with a single permit | 112 (53.3%) |
| Busiest / quietest month | August (index 147) / February (71) |
One firm, Service Champions Plumbing Heating & AC, filed 30.8% of Anaheim HVAC permits, and the five busiest 51.9%. HVAC closes less often than Anaheim reroofs (85.8% finaled against 96.4%), and the 10th-percentile busy firm reached 72.2%, so ask for the final before the last payment. Filing in August runs at 147 on our index against 71 in February; a replacement planned in winter competes with half the jobs. Anaheim's HVAC permits carry no job value; national prices are in HVAC replacement cost. Counts by year: Anaheim permit statistics.

What this does not tell you
Unpermitted change-outs leave no record. Our license match is by company name. Days to final count open permits as unfinished. The fee lines are from the City's own form; the counter or Anaheim NEXT invoice is the final word.
How we know this
Fee lines, the exemption note and applicant types are quoted from the City of Anaheim's Mechanical Permit Application (B713, August 2026) and Exhibit D; owner-builder terms from form B721; scheduling from its Inspection page, all read 23 October 2026. Fee examples are our arithmetic. Our counts are City of Anaheim mechanical permits on homes, October 2023 to September 2026.
Numbers come from City of Anaheim Accela building permits on single-family homes and ADUs, data through October 1, 2026. Nobody paid to be on this page and nobody can.
