Bellevue runs its own electrical permits and inspections; you apply to the City through MyBuildingPermit, not to Washington L&I.
What needs a permit in Bellevue
From the City's work requiring permits page (read 23 October 2026):
| Permit required | No permit |
|---|---|
| Adding or moving electrical circuits | Replacing an appliance with a similar appliance in the same location (dishwasher, range top, oven, washer, dryer) |
| Changes to the service panel | Low-voltage telephone or data lines |
| Installing an EV charging station | A low-voltage system with a plug-in transformer |
| A home intrusion alarm | A wireless security system with a plug-in transformer |
| Most spas (electrical and/or mechanical permit) | |
| Moving an appliance if it needs new or modified circuits | |
| Kitchen cabinet and counter work, if it includes electrical work |
Two Bellevue specifics are worth knowing. Emergencies: "We do not require a permit before getting an emergency repaired"; the permit must be obtained by the first City work day after the work started. Solar: a permit "with plan review may be required", and the Fire Department asks for a 2-foot setback from roof edges and the peak.
Who can pull it
A licensed electrical contractor. Washington licenses electrical contractors through L&I, which requires "A certified, assigned electrical administrator or master electrician" and a $4,000 bond (L&I). Bellevue cannot issue a permit "without verifying that the contractor is currently registered", and a contractor also needs a Bellevue business license if its gross receipts in the city will exceed $2,000 a year (Contractor Registration Requirements). 90.3% of Bellevue electrical firms in our file held an active L&I record; 66 held one that had expired or been suspended.
You, on your own house. Washington's RCW 19.28.261 says no license is needed "to do electrical work at his or her residence or farm or place of business", unless the work is on a new building intended for rent, sale or lease, or on property offered for sale within 12 months of the owner acquiring it. Bellevue's Getting Started page says a homeowner can do the work themselves, but it must be inspected and meet code, and you sign the Property Owner Certification Statement in the application. The law also says it does not override a city's own electrical code, so the permit still applies.
How to apply
- Apply on MyBuildingPermit.com. Bellevue's electrical permits page says to "Submit permit applications and plans online at MyBuildingPermit.com".
- Plan review only for big jobs. The City says "Some electrical permits may require plan review", giving new non-residential buildings, new multifamily with three or more units and installations over 2,500 square feet as examples. Permits without plan review "can be issued the same day."
- Inspections. The City says "These permits will still require inspections." The page does not say how to book them, so ask the Permit Center when the permit is issued; results show on Check Status (choose Bellevue, then the Location tab).
- Fees. The electrical page links to Permit Fees and Payment and a Permit Fee Estimator rather than printing a fee; we could not verify a current residential amount, so use the estimator or ask the Permit Center (425-452-4898, permits@bellevuewa.gov). Electrical plan review questions go to 425-452-6873 or MEPreview@bellevuewa.gov.
What 8,025 Bellevue electrical permits show
| Measure | Bellevue electrical |
|---|---|
| Permits on homes, October 2023 to September 2026 | 8,025 |
| Firms | 781 |
| Firms with a permit in the last 12 months of the window | 493 |
| Closed (permits a year or more old) | 83.3% |
| Usual days from issue to close | 45 |
| 10th / 90th-percentile firm's closed share (10+ permits) | 69.1% / 95.6% |
| Firms under 70% closed | 15 of 139 |
| Busiest / quietest month | July (index 121) / November (74) |
Bellevue electrical permits move fast: same-day issue and a usual 45 days to close. The gap between firms is where to look. The 10th-percentile busy firm closed 69.1% of its permits against 95.6% at the 90th, and 15 of 139 firms with 10 or more permits closed under 70%. Filing peaks in July and is lowest in November, so November is the quieter month to book non-urgent work. Bellevue's electrical permits carry no job value; national price ranges are in electrical work cost, and counts by year on Bellevue permit statistics.

Before you hire
The Bellevue checklist with red flags is hiring an electrician in Bellevue; compare firms on the Bellevue electrician list, and run the L&I check from the Bellevue contractor license lookup. Rules in other cities: do I need a permit for electrical work, electrical panel upgrade and EV charger. Past permits on your address: Bellevue building permit search.
What this does not tell you
Bellevue loads final inspections with a lag, so the newest permits look less closed than they are. Our L&I status is the latest record at our build; run L&I Verify the week you sign. Exempt work and emergency repairs never permitted afterwards leave no record. We could not verify Bellevue's current electrical fee amounts, so they are left out.
How we know this
Permit rules, the emergency rule, plan review and same-day issue are quoted from the City of Bellevue's work-requiring-permits, electrical permits and contractor registration pages, read 23 October 2026; the homeowner rule from RCW 19.28.261 and Bellevue's Getting Started page. Permit counts are City of Bellevue electrical permits on single-family homes and condo units, October 2023 to September 2026; closed share uses permits a year or more old, and days to close is the median from issue to final.
Numbers come from City of Bellevue permits on single-family homes and condo units, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a light fixture or outlet in Bellevue?
Bellevue's permit FAQ says a permit is required for adding or moving circuits and for changes to the service panel, and not for replacing an appliance with a similar one in the same location. Low-voltage phone and data lines need no permit. For a fixture swap on an existing circuit, ask the MEP review team (425-452-6873) before skipping a permit.
- Can a homeowner do their own electrical work in Bellevue?
Yes. Washington's RCW 19.28.261 lets a property owner do electrical work at their own residence without a license, except on a new building intended for rent, sale or lease, or property offered for sale within 12 months of acquiring it. Bellevue says the work must be permitted and inspected, and you sign the Property Owner Certification Statement in the application.
- How long does an electrical permit take in Bellevue?
Bellevue says electrical permits that don't need plan review 'can be issued the same day'. Closing takes longer: the usual Bellevue electrical permit in our data was closed 45 days after issue.
- How much is an electrical permit in Bellevue?
Bellevue does not print the fee on its electrical permit page; it points to its Permit Fees and Payment page and a Permit Fee Estimator. Run the estimator before you apply, or ask the Permit Center on 425-452-4898.
- Do I need a permit for an EV charger in Bellevue?
Yes. Bellevue's FAQ says 'A permit is required to install a charging station.' EV charging falls under electrical permits on MyBuildingPermit.
