The Bellevue rule
From the City's work requiring permits FAQ and Electrical Permits page, read 26 October 2026:
| EV charging job | Bellevue permit |
|---|---|
| Hard-wired Level 2 charging station | Electrical permit: "Installing an electric vehicle charging station" |
| New 240-volt outlet for a plug-in charger | Electrical permit: "Adding or altering a branch circuit" |
| Panel upgrade or new subpanel to make room | Electrical permit: "Adding a panel" and "changes to the service panel" |
| Charging from an existing outlet, no new wiring | Not on the City's permit list |
| Plan review | Not for a house charger: plan review examples are commercial, multifamily of three or more units, installations over 2,500 square feet, and similar |
Bellevue issues its own electrical permits and does its own inspections; you apply to the City, not to Washington L&I. "Electrical permits that do not require plan review can be issued the same day. These permits will still require inspections."
Who can pull it
A licensed electrical contractor. Bellevue cannot issue a permit "without verifying that the contractor is currently registered" with L&I, and a contractor with Bellevue gross receipts over $2,000 a year also needs a Bellevue business license (Contractor Registration Requirements). Check the firm on L&I's Verify a Contractor search. In our file 93.6% of Bellevue EV charger firms held an active L&I record and 16 (5.4%) held one that had expired, been suspended or otherwise lapsed.
You, on your own house. RCW 19.28.261 says no license is needed "to do electrical work at his or her residence", except on a new building intended for rent, sale or lease, or property offered for sale within 12 months of the owner acquiring it. Bellevue's Getting Started page says owners can do the work but it must be inspected, and you sign the Property Owner Certification Statement in the application.
How to apply
- Apply on MyBuildingPermit.com for a residential electrical permit, describing the charger, its amperage and whether the panel changes.
- Load calculation. If the panel is near capacity, Bellevue's electrical page links a standard and an optional-format load calculation form; an inspector may ask how the new load fits.
- Same-day issue, then the inspection. Results appear by address on Check Status (choose Bellevue, then the Location tab).
- Fees. Bellevue links a Permit Fee Estimator rather than printing a fee; we could not verify an amount. Permit Center: 425-452-4898, permits@bellevuewa.gov; electrical review: 425-452-6873.
What 1,257 Bellevue EV charger permits show

|---|---|
| Permits on homes, October 2023 to September 2026 | 1,257 |
| Firms | 295 |
| Firms with a permit in the last 12 months | 165 |
| Firms with one permit only | 151 (51.2%) |
| Closed (permits a year or more old) | 89.7% |
| Usual days from issue to close | 14 |
| 10th / 90th-percentile firm (10+ permits) | 76.1% / 97.4% |
| Busy firms under 70% closed | 2 of 30 |
| Active L&I record / lapsed | 93.6% / 5.4% |
| Five busiest firms' share | 21.6% |
| Busiest / quietest month (100 = average) | June (116) / November (74) |
EV charger permits close well in Bellevue: 89.7% of those a year or more old closed, against 83.3% for Bellevue electrical permits overall, usually in 14 days. The risk is in who you hire, not the permit. 51.2% of firms filed just one EV permit, so many bidders have little record to judge, and 16 firms on these permits now show a lapsed L&I record. A two-minute L&I lookup before signing covers both. The busiest installer in the last 12 months, Northwest Electric & Solar LLC, filed 23 and closed 98.1% of its older permits.

What this does not tell you
Bellevue's EV permits carry no job value, so we show no price. Owner permits name no firm and are not in the firm counts. "Lapsed" is the license status today, not necessarily when the permit was filed. Data stops at September 2026.
How we know this
The permit rule is quoted from the City of Bellevue's work requiring permits FAQ and Electrical Permits page, read 26 October 2026; contractor registration and homeowner rules from Bellevue's Contractor Registration Requirements and Getting Started pages and RCW 19.28.261, read 22 and 23 October 2026. Counts are City of Bellevue EV charger permits on homes, October 2023 to September 2026; closed share uses permits a year or more old; license status is each firm's L&I record matched by registration.
Numbers come from City of Bellevue permits on single-family homes and condo units, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to install an EV charger in Bellevue?
Yes. Bellevue's permit FAQ says 'A permit is required to install a charging station', and its electrical permits page lists installing an electric vehicle charging station among the work that needs an electrical permit.
- Can I install my own EV charger in Bellevue?
Washington's RCW 19.28.261 lets an owner do electrical work at their own residence without a license, except on a new building for sale or rent or property offered for sale within 12 months of buying it. Bellevue still requires the permit and inspection, and you sign the Property Owner Certification Statement in the application.
- How long does an EV charger permit take in Bellevue?
Bellevue says electrical permits that need no plan review can be issued the same day, and a house EV charger is not on its plan review list. In our file the usual Bellevue EV charger permit closed 14 days after issue.
- How much is an EV charger permit in Bellevue?
Bellevue does not print the amount on its electrical permit page; it links to Permit Fees and Payment and a Permit Fee Estimator. Run the estimator or ask the Permit Center on 425-452-4898.
- Does plugging an EV into an existing outlet need a permit in Bellevue?
Bellevue's permit rule is for installing a charging station and for adding or moving circuits. Using an existing outlet with the cord that came with the car adds neither, but a new 240-volt outlet is a new circuit and needs an electrical permit.
