The County rule
Community Planning & Permitting's Building Permits page (read 26 October 2026) lists "Wood burning stoves, hot tubs, and solar collectors" under installations that require a permit, and solar is absent from the no-plans EZ BP list. What goes in the application is set by the Solar Photovoltaic Systems Checklist, B46 (per the 2026 NEC, read 26 October 2026): "Solar Photovoltaic applications are reviewed by the county electrical inspectors."
| B46 item | What it asks for |
|---|---|
| System | Capacity in watts; stand-alone, grid-tied or hybrid |
| Site plan | Disconnects, array layout with fire access pathways (2021 IFC 1205), batteries, inverters, grounding, clearances, distances to structures and property lines |
| One-line diagram | Conductor sizes, insulation and material, conduit, overcurrent ratings, existing and new panel bus ratings, module strings |
| Equipment sheets | Module and inverter ratings, UL listings, grounding method, projected kWh a year |
| Roof-mounted | "An engineer's evaluation regarding the dead-load capability of the existing roof structure", referencing the site's wind and snow load, including panels above the ridge |
| Ground-mounted | Panel location and distances to lines, structures and easements; engineered footing design |
| Final | A signed letter on company letterhead verifying the array and grounding meet NEC 690.41 to 690.47, emailed to buildinginspectors@bouldercounty.gov |
The engineer's letter is the item that most often decides the start date; ask the installer whether it is in their price.
Who can install it
The County licenses contractors for work in the unincorporated county (Contractor Licensing, read 26 October 2026). Its Class M license, $150, names "solar photo-voltaic equipment installation and repair" among its trades, and "Plumbers and electricians are licensed by the State of Colorado", so the wiring needs state-licensed electricians; the County may ask for their details on any electrical permit under its contemporaneous review procedure. The property owner working on their own property is not a contractor under the County's definition.
What it costs
B33 (read 26 October 2026) lists:
| Fee | Amount |
|---|---|
| Renewable Energy Permit, residential | $400 plus tax |
| Use taxes on renewable energy permits | Only the four marked rates: jail improvements 0.050%, open space capital improvements 2005 0.100%, transportation CPP 0.045%, transportation PWD 0.055% |
| Basis for the tax | "materials only at $3.50/watt" |
| Additional plan review after changes | $77 an hour |
The four rates total 0.25%, so the tax is small next to the $400; the County's fee estimator shows the exact figure, and staff set the final fee at approval.
Applying and inspections
- Apply online through CP&P's online permits page, uploading the B46 drawings as PDFs.
- Schedule inspections in Accela, at 303-441-3925 or by texting "SCHEDULE" to 877-558-7966; requests before 3:30 p.m. Monday to Thursday are eligible for the next business day (Building Inspections).
- Rooftop arrays are booked as on-site inspections. At the inspector's discretion the County may switch to photos: the address, all equipment, working clearances, raceways and supports, the inverter, disconnects and production meter, panel wiring and taps, junction box interiors, the grounding electrode system and the warning labels.
- Send the verification letter for the final, then check the result in the County's Accela search.

What this does not tell you
Our file is the County's Accela permit feed, which stopped taking new applications on 4 May 2026, so it ends with April 2026. Battery-only permits are counted with solar. Filed values are the installer's figure. Utility interconnection is a separate process we did not review. The County publishes no bulk license file, so we show no license status.
How we know this
The permit rule, B46 submittal and final requirements, Class M license, renewable energy fee and tax basis, and inspection steps are quoted from Boulder County's Building Permits, B46, Contractor Licensing, B33 and Building Inspections pages, read 26 October 2026. Counts are Boulder County Community Planning & Permitting solar and battery permits on homes in the unincorporated county, May 2023 to April 2026; "complete" uses permits a year or more old and days are the median from issue to the County's completion date.
Numbers come from Boulder County Community Planning & Permitting building permits on homes in unincorporated Boulder County (the County's Accela permit layer, which stopped taking new applications on May 4, 2026, so the data ends with April 2026; the City of Boulder and the other cities issue their own permits), with issue dates and declared job values from the Boulder County Assessor's permit file, data through October 20, 2026. Nobody paid to be on this page and nobody can.

- Do I need an engineer for rooftop solar in Boulder County?
Yes. The B46 checklist asks for an engineer's evaluation of the existing roof's dead-load capacity to carry the array, referencing the site's wind and snow loads, and covering panels that project above the ridge.
- How long does a solar permit take in Boulder County?
