The rule in Boulder
From the City's How to Go Solar page (read 23 October 2026):
| Item | Boulder's rule |
|---|---|
| Rooftop or ground-mount PV | Electrical permit |
| Solar water heating (thermal) | Mechanical permit |
| Small roof-mounted system under 10 kW | "typically eligible for over-the-counter processing and issuance" with a properly prepared application |
| Before applying | The City suggests meeting a Project Specialist at the Planning & Development Services Service Center to check the package |
The City's Building Permits and Inspections page lists "Electrical, including solar arrays" as a permit type and says permits applied for on or after 1 August 2026 are reviewed and inspected under the 2026 National Electrical Code. A designated landmark or a house in a historic district also needs a Landmark Alteration Certificate before applying for any exterior change.
What it costs
From the 2026 Schedule of Fees:
| Permit | 2026 fee |
|---|---|
| Photovoltaic system, residential | $69.60 |
| Photovoltaic system, nonresidential and multifamily | $139.20 |
| Solar thermal system, residential | $69.60 |
A home PV system pays this flat fee whatever its size. Boulder also runs a partial city sales tax rebate for solar and a solar grant program for residents in affordable housing (How to Go Solar).
Who can install it
Boulder's Contractor Licensing page requires electricians to register with the City: "a valid State of Colorado Electrical Contractor's Card" and a master electrician "licensed by the State of Colorado" in charge of the work. Registration is free but needs proof of insurance. A licensed electrician may supervise no more than three apprentices on site. Under the City's contemporaneous review process, inspectors may check state licenses and apprenticeship ratios at the job site "at any time", and a failure can stop the permit or bring a Stop Work Order.
To check an installer, search it in the City's Customer Self-Service portal and its master electrician on Colorado's DORA license lookup; the steps are in the Boulder contractor license lookup.

What this does not tell you
Our solar group is Boulder electrical permits whose description or PV fields indicate solar or battery storage, so a few may be misfiled either way. Filed values are the applicant's figure. Utility interconnection with Xcel Energy is a separate process we do not track. Data ends September 2026.
How we know this
The permit rule and over-the-counter note are quoted from the City of Boulder's How to Go Solar and Building Permits and Inspections pages, license rules from its Contractor Licensing and contemporaneous review pages, and fees from the Planning and Development Services 2026 Schedule of Fees, all read 23 October 2026. Counts are City of Boulder electrical permits for solar and battery systems on homes from the City's Construction Permits open data, October 2023 to September 2026. "Passed final" uses permits a year or more old; days run from issue to final.
Numbers come from City of Boulder construction permits, data through October 16, 2026. Nobody paid to be on this page and nobody can.
