Who can apply
The City's general permitting guidance for residential window and door replacement (June 2021, read 24 October 2026) is the one public City sheet that spells out the owner's position on a residential alteration:
| The City says | What it means |
|---|---|
| "Homeowner allowed to apply for and obtain permit" | You can be the applicant |
| Owners "will be required to file with Register of Deeds if work value exceeds $5,000" | Over $5,000, the owner files an exemption with the county Register of Deeds |
| "Business License, City of Charleston - Not required for homeowners" | A contractor needs one |
| "Contractor License, South Carolina – Required by South Carolina Code of Laws" | A hired contractor needs a state license |
| Board of Architectural Review application "if in purview" | Historic districts add a BAR approval |
The City's new residential application states the same threshold: "When the total value of construction is over $5,000, property owners must file the exemption form", and refers additions and alterations to the City's separate Residential Alterations/Additions application.
What it costs
The guidance lists an application fee and a building permit fee "based on cost of construction", both from the City's Building and Trade Permit Fee Schedule. We could not read the schedule's amounts, so ask the Department of Permitting & Inspections for the fee before you apply.
How to apply and get it inspected
- Confirm the house is inside City of Charleston limits; the Charleston, SC building permit search guide lists which areas the City covers.
- If the property is in a BAR district, get BAR approval first; the City's forms ask for the BAR placard or approval document.
- Submit the City's building permit application with the exemption form if you are the owner and the work is over $5,000, and product specs for windows (windborne debris protection and bedroom escape opening sizes) or plans for structural work.
- Call for the building inspections and the residential building final. Electrical, plumbing and mechanical work on the job are separate City permits.
What 2,722 Charleston remodel permits show
| Measure | City of Charleston remodel and repair permits |
|---|---|
| Issued October 2024 to September 2026 | 2,722 (35% of all permits) |
| October 2024 to September 2025 / October 2025 to September 2026 | 1,325 / 1,397 (5% more) |
| Usual declared value (2,679 with one) | $18,940; middle half $8,291 to $43,363 |
| Finished, permits issued October 2024 to September 2025 | 55.9% (0.2% expired) |
| Usual days, issue to final (290 with a final date) | 212; middle half 114 to 344 |
| Busiest / quietest calendar month (index) | March (119) / December (73) |
| ZIPs with the most | 29403 (544), 29401 (492), 29407 (402) |
The Peninsula dominates: 29403 and 29401 hold 38% of remodel permits. Plan on the permit staying open about seven months from issue to final. Many City permits stay marked Issued after they pass their final, so the 55.9% finished share undercounts. Monthly counts are on Charleston remodel permits, timing on how long a Charleston permit takes, the totals on Charleston permit statistics, and the rows on browse Charleston permits.
Before you hire
Ask for the contractor's South Carolina license number and check it on the SC LLR license lookup. Other places' rules are in do I need a permit to remodel my house and a bathroom remodel; filed values elsewhere in home remodel cost.
What this does not tell you
The City's public layer holds building permits only and names no contractor, so electrical, plumbing and mechanical permits are missing and we do not rank firms. The value is the valuation on the application, which sets the fee, not the final cost. The window and door sheet is the City's guidance for that scope; for a larger alteration, its Residential Alterations/Additions application sets the documents.
How we know this
Owner, license and BAR rules are quoted from the City of Charleston's General Permitting Guidance for residential window and door replacement (June 2021) and its New Residential permit application (Form 1.2, updated 25 August 2021), both read 24 October 2026. Our counts are the City's Permits All Issued layer, read 19 October 2026: residential alteration and repair building permits issued October 2024 to September 2026, City of Charleston only.
Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.
