Do I need a plumbing permit in Cincinnati? Yes, even for replacing a fixture: the fee per fixture, and who can pull it

Yes: Cincinnati requires a plumbing permit for new work and for "replacement and repair or alteration", and the 2026 fee starts at $68 to replace one fixture; the permit is normally pulled by a City-registered plumbing contractor holding an Ohio license. Plumbers filed 6,119 plumbing permits on Cincinnati homes from October 2023 to September 2026; the usual job was filed at $3,500 and passed final 90 days after issue.

The rule

From the City's Residential Permit Guide (an older City page, read 23 October 2026):

  • "Separate permits are necessary for plumbing, electrical, fire suppression and alarms, signs, elevators, retaining walls, excavation, filling of land, heating, ventilating, and air conditioning work, whether the work is done in conjunction with other work performed under a building permit or not."
  • "Permits are also required for relocating or replacing plumbing fixtures or plumbing appliances which are built into the structure, such as dishwashers."
  • "All plumbing, including replacement and repair or alteration as well as storm drainage and sewers on private property, is inspected by the Plumbing Section." Phone: (513) 352-3280.
  • The guide's list of work exempt from permits for 1-, 2- and 3-family homes includes fences of 6 feet or less and small sheds; plumbing is not on it.

So a remodel with plumbing carries its own plumbing permit alongside the building permit, and a fixture swap needs one too. Repair work that only fixes an existing fixture without replacing it is not spelled out on the page; ask the Plumbing Section.

What it costs

From the City's Building Permit Fee Schedule, effective 1 July 2026 (read 23 October 2026):

Number of fixtures Replace fixture New fixture
1 $68 $97
2 $101 $130
3 $134 $163
5 $200 $229
10 $365 $394
Other charges Amount
Technology surcharge 3% of scheduled fees
Planning surcharge on construction, plumbing and HVAC permits 5%
Processing fee (residential, RCO) $49, but "does not apply to plumbing and HVAC repair/replacement applications not requiring plans"
Re-inspection, after the second failed inspection $169 each
Investigation fee, work started without a permit equal to the permit fee, in addition to it; maximum $1,695
Permit renewal before expiry half the original fee; minimum $85

Replacing a toilet, a bathroom sink and a kitchen sink at once would be three fixtures on this table: $134, or about $145 with both surcharges.

Who can pull it

Plumbing contractors need an Ohio license and a City registration. The permit guide says "to obtain either a journeyman license or be registered as a licensed plumbing contractor, the candidate must present a certificate from the Board of Examiners of Plumbers or a plumbing contractor's certificate issued by the Ohio Construction Industry Examining Board", renewed annually. The City's Contractor Registration rule also says "Building permits cannot be issued until all applicable contractors are registered."

For homeowners the City's pages point two ways. The registration rule exempts "the owner of a one, two or three family dwelling" who "personally performs the work upon the premises" and will live there at least a year. But the same permit guide says "The City of Cincinnati issues permits only to contractors who are properly licensed." Before doing your own plumbing, call the Plumbing Section on (513) 352-3280 and ask whether it will issue you the permit.

The five-minute check on a plumber: search the business on Find a Registered Contractor, then the license holder on OCILB License Lookup. Apply, pay and schedule inspections in ezTRAK Edge (a free account is needed to file).

What this does not tell you

The residential permit guide is an older City page; the fee schedule is current from 1 July 2026. We do not match Cincinnati plumbers to the City registration or OCILB license, so check both yourself.

How we know this

The permit rule, licensing and the homeowner exemption are quoted from the City of Cincinnati's Residential Permit Guide (read 23 October 2026) and Contractor Registration page (read 22 October 2026), and fees from the City's Building Permit Fee Schedule effective 1 July 2026 (read 23 October 2026). Counts are City of Cincinnati plumbing permits on homes, October 2023 to September 2026; "passed final" uses permits a year or more old with status Permit Finaled.

Numbers come from City of Cincinnati building permits (residential, Residential Code of Ohio), data through October 16, 2026. Nobody paid to be on this page and nobody can.
