What needs a permit and what doesn't
The City's posted administrative code ordinance (Municipal Code chapter 15.01, read 23 October 2026) requires the plumbing permit before work unless the job is in the exemptions of 15.01.135:
| Job | Permit? | Where the rule is |
|---|---|---|
| Stopping a leak, clearing a stoppage | No | 15.01.135 |
| Like-for-like replacement of a fixture that does not penetrate fire-rated construction | No | 15.01.135 |
| Water softener where the pre-plumbing exists | No: "Installation or replacement of water softeners where pre-plumbing for the softener is existing" | 15.01.135 |
| Landscape sprinklers | No: "Landscape water sprinkler systems" | 15.01.135 |
| Fire sprinklers | Not a plumbing permit; regulated under the Fire Code | 15.01.135 |
| Re-pipe, new drain or vent, moved or added fixture, gas piping | Yes | 15.01.125 |
The posted copy has no ordinance number or adoption date, so for a borderline job ask the Development Services Center (702-267-1410) before starting.
Who may pull it
A licensed plumbing contractor (the NSCB's plumbing C specialty) pulls it in the normal case. Under 15.01.230 a homeowner may get the permit for a single-family house they occupy if they qualify for Nevada's owner-builder exemption, are "the bona fide owner of the real property", get separate permits for any building service equipment, and sign the "Owner/Builder" statement taking responsibility for the work.
Two catches. A handyman cannot do it: NRS 624.031's $1,000 exemption does not apply to work that needs a building permit or to plumbing (NRS 624). And if you hire a plumber but pull the permit yourself, you give up the Residential Recovery Fund, which pays up to $40,000 a claim; the NSCB says "A claimant is not eligible for payment from the Fund if the claimant obtained any building permit for the project" (NSCB, read 22 October 2026). Check the plumber on the NSCB License Search.
How to apply and close it
- Apply in DSC Online from the City's Building Online Services page.
- Pay at issue (15.01.260). The code points to Municipal Code Chapter 15.02 for amounts; we could not read a current fee table, so DSC Online or the Development Services Center gives the figure.
- Book the inspections in DSC Online before covering any pipe, and read the results under "View inspection results".
- Check the status reads Done. Expired means it lapsed before final (Henderson building permit search).

Plumbing permits here are quick when they close and often never close. The usual one is Done in 14 days, yet 10 of the 36 plumbers with 10 or more permits reached Done on under 70% of them. Ask the plumber to request the final and send you the DSC Online result before you pay the last invoice. August is the busy month, running at index 125 against 78 in November.

What this does not tell you
Water-heater and HVAC change-outs name no contractor in the City's data, so they are not in these firm counts. Henderson publishes no job value on plumbing permits. We have not matched Henderson firms to the NSCB file. The code text is the City's posted ordinance copy; the adopted text governs.
How we know this
The permit rule, exemptions and homeowner conditions are from the City of Henderson's posted Building and Fire Safety Administrative Code ordinance (chapter 15.01), read 23 October 2026; the Recovery Fund and handyman rules from the NSCB and NRS 624.031, read 22 October 2026. Counts are City of Henderson plumbing permits on homes naming a contractor, October 2023 to September 2026; "Done" uses permits a year or more old.
Numbers come from City of Henderson development services permits, data through October 14, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to fix a leak in Henderson?
Not to stop it. Henderson's code exempts stopping leaks and clearing stoppages. Replacing defective concealed drain, waste, vent or water pipe, re-piping, or adding fixtures needs a plumbing permit.
- Do I need a permit to replace a toilet or faucet in Henderson?
Not for a like-for-like fixture swap that does not go through fire-rated construction; the code lists that among plumbing exemptions. Moving a fixture or adding one is permit work.
- Can a homeowner pull a plumbing permit in Henderson?
Yes, on a single-family house the owner occupies, if the owner qualifies for Nevada's owner-builder exemption and signs the City's Owner/Builder statement. If you hire a plumber, let the plumber pull it: the NSCB says an owner who obtained any building permit for the project cannot claim on the Residential Recovery Fund.
- How long does a plumbing permit take in Henderson?
The usual Henderson plumbing permit in our file reached Done 14 days after issue, the fastest of the City's trades, but only 70.2% of those a year or more old reached Done at all.
- Is a water softener a permit job in Henderson?
Not when the plumbing for it is already there. The code exempts 'Installation or replacement of water softeners where pre-plumbing for the softener is existing'.
