Citrus Heights contractor license lookup: the CSLB license, the City business license and the permits

In Citrus Heights the license check is one state search, the Contractors State License Board's Check a License, plus one City rule: the City's permit page says "CONTRACTORS MUST HAVE A VALID CITRUS HEIGHTS BUSINESS LICENSE BEFORE A BUILDING PERMIT WILL BE ISSUED" (Customer Portal, read 23 October 2026). In our Citrus Heights file, 1,705 firms pulled 8,422 permits on homes from October 2023 to September 2026, and 77.2% of the 302 HVAC firms matched an active CSLB license.

Classifications are from CSLB's Licensing Classifications list, and the classification is the scope of the license. CSLB defines an inactive license as one where "the contractor is still licensed but is not permitted to perform work" (Terms and Definitions), so only Active counts.

The dollar rule: since 2025 an unlicensed person may take projects "up to $1,000 without obtaining a contractor's license if they do not hire workers and no building permits are needed" (CSLB press release, read 23 October 2026). The usual Citrus Heights water heater permit carries $3,195 and the usual HVAC permit $14,853; both need a permit and so a license.

How to run the lookup in five minutes

  1. Ask for the CSLB license number and the exact business name.
  2. Search Check a License. The status must be Active and a classification must cover the job.
  3. Ask who pulls the permit. The City issues it only to a contractor with a Citrus Heights business license, so a contractor who wants you to pull it may be missing one.
  4. Permits: check the permit status on the City's portal (below) once it is issued.
  5. Track record: open the firm on our Citrus Heights HVAC list, roofer list or water heater list.

How to search Citrus Heights permit records

The City's Building Permit & Inspections Customer Portal lets you "Apply for a building permit", "Check status of building permit", "Schedule building inspections" and upload documents. New users create an account on the portal, and an account sees the projects it is associated with. For the permit history of an address you are not on, ask Building & Safety at Building@citrusheights.net or (916) 727-4760, weekdays 8 a.m. to 5 p.m. (read 23 October 2026).

The portal is organised by project. Ours is organised by firm: each firm's Citrus Heights permits, share finaled and days to final, on the Citrus Heights permit statistics page and the compare lists.

What 8,422 Citrus Heights permits show

Trade Permits Firms Usual permit value Finaled Usual days to final
HVAC 2,212 302 $14,853 81.7% 62
Roofing 1,850 365 $16,560 85.4% 21
Electrical 1,445 344 $3,000 59.3% 54
Water heaters 938 158 $3,195 66.8% 40
Remodel 713 244 $14,525 75.1% 101
Plumbing 420 94 $7,768 76.1% 14
Solar 366 77 $27,510 81.8% 55

"Finaled" uses permits a year or more old; a permit closed without a final date (an expired permit) counts against the firm. Electrical has the most license problems: 12 electrical firms matched a CSLB license that was not active, and only 59.3% of electrical permits finaled. Roofing is the most open market, with 365 firms and the five busiest holding 16.1%. Among the 48 HVAC firms with 10 or more permits, the finaled share runs from 71.0% at the 10th percentile to 94.4% at the 90th.

Red flags in Citrus Heights

  • A CSLB license that is Inactive, Suspended or Expired, or a classification that does not cover the job.
  • A contractor who asks you to pull the permit. The City issues contractor permits only to firms with a City business license.
  • A handyman quoting $1,000 or more, or any job that needs a permit.
  • A business name on the contract that differs from the CSLB record.
  • A firm that has gone quiet: 15 HVAC firms and 11 roofers with 5+ permits filed none in the last 12 months of our data.

What this lookup does not tell you

The City's permits record no license number, so we match firms to the CSLB License Master file by business name. Some large firms do not match (27.0% of remodel firms), and the file leaves out expired licenses, so a blank on our pages is a gap in our records; check it on CSLB. Sacramento County publishes no home values, so we cannot compare prices with similar homes. The City cuts permit descriptions at 50 characters, which limits how finely we sort trades. Our data stops at September 2026. Statewide rules are in How to check a contractor's license in California.

How we know this

Permits are City of Citrus Heights building permits on homes from the City's issued-permits layer, 2023-10 to 2026-09, grouped into the trades above. Usual values are the middle filed value. "Finaled" uses permits a year or more old; days run from issue to final. License status is from the CSLB License Master file, matched by business name. Rules are quoted from CSLB and City of Citrus Heights pages, read 23 October 2026.

Numbers come from City of Citrus Heights building permits on homes (the city's issued-permits layer), data through October 19, 2026. Nobody paid to be on this page and nobody can.
