The Citrus Heights rule
From the City's handout CHB0600 Projects Requiring a Building Permit (Rev. 09/26, read 23 October 2026), residential column:
| Work | Permit? |
|---|---|
| Electrical circuit | Yes |
| Electrical panels | Yes |
| Electrical repairs | Yes |
| Appliance replacement, hard-wired | Yes |
| Appliance replacement, plug-in, no new wiring | No (the handout notes exceptions) |
| Attic fan / whole-house fan (electric) | Yes |
| Electric gate | Yes |
| Electrical for a portable spa | Yes |
| Electrical to gas conversion, or the reverse | Yes |
| Solar panels | Yes |
"Electrical repairs: yes" has no dollar threshold, unlike Honolulu's $2,500 repair exemption. When in doubt the City asks you to call Permit Services at (916) 727-4760 or email Building@CitrusHeights.net. EV chargers and solar have their own electronic submittal pages linked from the City's customer portal page.
Who can pull it
- A licensed electrician: CSLB class C-10, with a Citrus Heights business license ("CONTRACTORS MUST HAVE A VALID CITRUS HEIGHTS BUSINESS LICENSE BEFORE A BUILDING PERMIT WILL BE ISSUED", portal page). Since 2025 an unlicensed handyperson may take jobs "up to $1,000 ... if they do not hire workers and no building permits are needed" (CSLB), so any job on the list above needs a licensed contractor if you are hiring one.
- You, as owner-builder, after signing the City's Notice to Property Owner. You become "the responsible party of record on the permit", and the notice warns that unlicensed workers often ask owners to pull the permit for them.
The license check is in the Citrus Heights contractor license lookup.
What it costs
No flat electrical fee is published. The City's FAQ says "The costs vary by permit type, scope of work, and contract value for the project", and its valuation policy CHB1810 says "For every $1,000.00 of construction value, permit fees only increase about $10.00 to $15.00 for a residential permit." Owner-builders value the job as if hiring a contractor: written estimates, or retail materials plus labor hours at $75 an hour. A typical job in our file was filed at $3,000; ask Permit Services for the total before you apply.
Before the final
The City's smoke and CO alarm self-certification is "returned to the inspector prior to final inspection". It quotes CRC R310.2.2: where permitted alterations or repairs occur, the dwelling "shall be equipped with smoke alarms located as required for new dwellings". A panel change is a good moment to fix missing alarms, because the inspector will ask for the form.
How to apply
- Create an account on the City's customer portal and apply; the FAQ says submittals are taken electronically.
- Owner-builders return the signed Notice to Property Owner.
- Schedule inspections in the portal and hand the alarm form to the inspector at final.

What this does not tell you
Filed values are the contractor's figure. A permit closed without a final date counts as not finalled in our file; that is usually an expired permit. The two busiest firms of the last 12 months have too few permits a year old for a finalled share yet.
How we know this
The permit rule is quoted from the City of Citrus Heights handout CHB0600 (Rev. 09/26); fees and valuation from its FAQ CHB1401 and policy CHB1810; owner-builder and alarm requirements from CHB0603 and CHB0100; the handyperson limit from CSLB; all read 23 October 2026. Counts are City of Citrus Heights permits on homes classified as electrical and panel work, October 2023 to September 2026; finalled share uses permits a year or more old.
Numbers come from City of Citrus Heights building permits on homes (the city's issued-permits layer), data through October 19, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit for electrical work in Citrus Heights?
Yes for a new circuit, a panel, electrical repairs, a hard-wired appliance replacement, an electric attic or whole-house fan, an electric gate and the wiring for a portable spa. Swapping a plug-in appliance with no new wiring generally does not need one.
- Do I need a permit to replace an electrical panel in Citrus Heights?
Yes. The City's list of projects requiring a building permit says yes to electrical panels on homes.
- How much is an electrical permit in Citrus Heights?
The City does not publish a flat electrical fee; costs vary by permit type, scope and contract value. Its valuation policy says residential permit fees rise about $10 to $15 for every $1,000 of construction value. Permit Services quotes fees at (916) 727-4760.
- Can a homeowner pull an electrical permit in Citrus Heights?
Yes, as an owner-builder who signs the City's Notice to Property Owner before the permit is issued. A contractor doing the work needs a CSLB C-10 license and a Citrus Heights business license; a handyperson cannot take any job that needs a permit.
- How long does an electrical permit take in Citrus Heights?
In our file the usual Citrus Heights electrical permit took 54 days to final, but only 59.3% of permits a year or more old had finalled.
