The PPRBD rule for plumbing
PPRBD's Homeowner Permits page and its permits and inspections handout (read 23 October 2026) say permits are required "for most home improvement projects, from replacing a water heater to constructing a room addition", and list "Water heater", "Lawn sprinkler back-flow device", "Hot tub" and "Pool" by name. Not needing one, as a general rule: "minor plumbing and heating repairs". PPRBD's own wording is "generally", so call before starting if the job is in between (719-327-2880).
| Job | Permit? |
|---|---|
| Water heater replacement (tank or tankless) | Yes |
| Lawn sprinkler backflow device, water softener | Yes (both carry a fee line) |
| New fixtures, moved drains, repiping | Yes: an installation, not a repair |
| Gas line to an appliance | Yes (filed under mechanical at PPRBD) |
| Fixing a leak, replacing a faucet cartridge or toilet flapper | Minor repair, generally no permit |
Who can pull it
A hired plumber must be a state-licensed master plumber registered with PPRBD. PPRBD checks the state license through DORA at registration, at renewal and before every permit: "No permit will be issued to any licensee when at any time, the registration or license is found to be inactive with the State" (Contemporaneous Review). If the plumber is replaced mid-job, a new permit or a written transfer is needed.
You can pull your own permit only on "your primary residence, which you own and reside in", doing the work yourself; you are "expected to know the applicable codes and are responsible for the work passing inspection." PPRBD's handout adds: "Never obtain a permit for a contractor, this is illegal and transfers all liability for injuries and work to you."
What it costs
From PPRBD's fee schedule, read 23 October 2026:
| Work | Permit fee |
|---|---|
| Water heater replacement | $40.00 |
| Water heater, furnace or boiler replacement, including vent | $75.00 |
| Lawn sprinkler backflow prevention device / water softener | $30.00 |
| Plumbing not tied to a building permit (Table C), up to $500 | $50.00 |
| $501 to $2,000 | $50 + $5.50 per extra $100 |
| $2,001 to $5,000 | $132.50 + $1.45 per extra $100 |
| Plumbing attached to a home alteration permit (Table B.1) | $50 per trade |
| Work started without a permit | Investigation fee of twice the permit fee |
At the usual filed value of $1,750, Table C gives $121.50 (our arithmetic; check the Fee Calculator). Job prices: Colorado Springs plumbing cost.
Inspections and where jobs fail
- Booking. Phone 719-327-2880, in person, or online with a homeowner account; book by 8:29 am for a same-day inspection. Permits last 180 days, reset by each inspection (Permit Guidelines for Homeowners).
- Water heater vents. PPRBD's most common mechanical mistakes start with replacement water heaters vented with existing cell-core PVC: the manufacturers require solid-core, "even if it's already there and in good condition." The same list flags missing contrasting primer on PVC vent joints, no combustion air, no installation instructions on site, and missing CO alarms on levels with bedrooms. Expect a quote that includes new vent pipe to be legitimate, and the $75 vent fee line to apply.
- Results. Usually posted the same day on Permit Search.

What this does not tell you
Exempt repairs leave no record, and PPRBD files gas piping and some water-heater work as mechanical, so those may sit in our HVAC count. PPRBD's file has no final date: days to final are estimates, and we show no finished share or license status. Homeowner-pulled permits are left out. More: Colorado Springs permit statistics.
How we know this
Rules, fees and inspection notes are quoted from Pikes Peak Regional Building Department's homeowner permit page, permits-and-inspections handout, fee schedule, homeowner permit guidelines, contemporaneous-review procedure and mechanical-mistakes handout, read 23 October 2026. Our counts are PPRBD plumbing permits on homes inside Colorado Springs city limits, October 2023 to September 2026, without homeowner-pulled permits; days to final are estimated.
Numbers come from Pikes Peak Regional Building Department permits inside Colorado Springs city limits, data through October 17, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a plumbing permit in Colorado Springs?
For most plumbing beyond a small repair, yes. New fixtures, repiping, gas lines and remodel plumbing are permit work.
- How much is a water heater permit in Colorado Springs?
$40 for a residential water heater replacement, or $75 when the replacement includes the vent, under PPRBD's individual residential mechanical and plumbing fees. A backflow device or water softener is $30.
- How much is a plumbing permit in Colorado Springs?
Plumbing not tied to a building permit is priced on job cost: $50 up to $500, then $5.50 per extra $100 up to $2,000. At the usual Colorado Springs plumbing filed value of $1,750, that works out to $121.50.
- Can a homeowner pull a plumbing permit in Colorado Springs?
Yes, for a primary residence you own and live in, if you do the work and pass the inspections. Not on a rental, and never for a plumber you hired. A hired plumber must hold a state master plumber license registered with PPRBD.
