The rule in Dallas
The City's Building Inspection FAQs (read 24 October 2026) say no one may work on a structure or its building service equipment "without first obtaining a MASTER PERMIT from the building official." Its partial exempt list has no electrical items; the full list is in Chapter 52, Section 301(b) of the Dallas Building Code. On who does the work:
| Who | What the City allows | Source |
|---|---|---|
| Licensed electrician | All electrical work | City FAQ: "Electrical work must be performed by a licensed electrician" |
| Homeowner who proves competence | Exception "unless the homeowner can prove to the Chief Electrical Inspector" the knowledge and expertise | City FAQ |
| Homestead owner on a Homeowner's Permit | Electrical repairs "after passing an approved City of Dallas oral or written exam"; permits issued from field offices and witnessed by field electrical inspectors | Homeowner exemption form |
The homeowner route is narrow: you must own and live in the house as your homestead and attest the work "will be performed by me". The same form rules out a homeowner's permit for a new home, an addition, a pool or a permanent detached accessory building, so the wiring on those goes to a licensed electrician.
How to apply
- A licensed electrician applies in DallasNow, the City's Accela portal, and you can search the permit there by address afterwards.
- A homestead owner doing repairs takes the exam and gets the permit from a field office, per the homeowner form; ask the Building Inspection permit center at the Oak Cliff Municipal Center, 320 E. Jefferson Blvd., 214-948-4480, where to go.
- Fees follow the City's permit fee schedule; the FAQ does not print the amounts.
- Inspections must pass before the wiring is covered or used, and the permit then shows Complete.
What 11,154 Dallas electrical permits show
| Measure | Dallas electrical |
|---|---|
| Issued November 2022 to October 2024 | 11,154 (14% of City permits) |
| November 2022 to October 2023 / November 2023 to October 2024 | 5,226 / 5,928 (+13%) |
| Complete, permits issued November 2022 to October 2023 | 79.4% (0.3% expired) |
| Usual declared value (middle half) | $2,500 ($1,000–$7,000) |
| Busiest / quietest month (index, 100 = average) | June (142) / December (67) |
| ZIPs with the most | 75210 (742), 75228 (683), 75216 (575), 75229 (499), 75217 (477) |
Of the three Dallas trade permits, only HVAC swings more by season: electrical permits in June run more than twice December's. The ZIP list is different from plumbing's: south and east Dallas ZIPs 75210, 75216 and 75217 sit near the top, where plumbing and HVAC permits cluster in north Dallas. One in five electrical permits from the first year was still open in December 2024, so check the status of any older permit on your house. Monthly counts are on Dallas electrical permits, every kind of work on Dallas permit statistics, and rows on Dallas permits.
Before you hire
Check the electrician's TDLR license, as explained in how to check a contractor's license in Texas, and look up the permits already on the address with the Dallas building permit search. Rules elsewhere: do I need a permit for electrical work and an electrical panel upgrade; prices in electrical work cost.
What this does not tell you
The City's open file stops in November 2024, so our counts end with October 2024, and its statuses are as of December 2024. It names no contractor and has no final inspection date, so we cannot say how long an electrical permit takes in Dallas. Suburbs such as Irving, Garland and Richardson are not included.
How we know this
The permit and licensing rules are quoted from the City of Dallas Building Inspection FAQs and its homeowner exemption form, read 24 October 2026. Our counts are the City's New Permits 1971-2024 open file, read 18 October 2026: electrical permits issued November 2022 to October 2024, with cancelled and revoked permits left out.
Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.
