The rule in 3 cities, with their permit counts
Rules from each department's own page, read 23 October 2026. Counts are gas line permits in the city's file over three years to September 2026; "usual days" is the typical time from issue to final inspection.
| City | The rule | Gas line permits | Usual days to final | Reached a final |
|---|---|---|---|---|
| Waco, TX | A gas permit for work on the gas service line, indoor gas piping or gas connections; a licensed plumber does it unless a homestead owner works on their own homestead | 782 | 2 | 93.1% |
| Cary, NC | "Gas line for: fire pits, fireplace inserts, gas appliances (i.e., range, cooktop, dryer, etc.)", plus gas grills and gas logs | 264 | 27 | 90.2% |
| Sugar Land, TX | No one may "install" or "alter" building service equipment without a permit; plumbing contractors need a Texas license "even if the scope of the work doesn't require a permit" | 292 | 2 | 90.6% |
Six more departments, without gas line counts in our file:
| Building department | The rule |
|---|---|
| Bellevue, WA | "A permit is required for installing a new gas line or modifying an existing line. Examples are fireplace logs, barbecues, cook tops and gas hot water tanks." |
| Citrus Heights, CA | "NEW GAS LINES", "GAS LOG LIGHTER", permanent gas barbecues and "ELECTRICAL TO GAS CONVERSIONS": yes |
| Albuquerque, NM | "Homeowners may not install work associated with gas. A licensed New Mexico contractor is required." |
| San Diego County (unincorporated) | A permit to "install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system"; its fixture exemption excludes "any fixture with a connection to a gas line" |
| Saint Paul, MN | "Work on electrical, plumbing, piping, sheet metal or heating and air conditioning systems requires trade permits" |
| Minneapolis, MN | Exempt: "Capping an open gas line"; new piping is not on the exempt list |
What is exempt
Very little. Waco exempts replacing non-permanent gas components such as kitchen appliances, Bellevue does not require a permit "for replacing an appliance with a similar appliance in the same location", and Minneapolis lets you cap an open line. Everything that adds pipe, moves a connection or converts an electric appliance to gas is permit work. A gas water heater swap has its own rules: see water heater permits.
Who pulls it
A licensed plumber or gas fitter in most of these cities. Sugar Land says Texas law requires plumbing contractors to be licensed "even if the scope of the work doesn't require a permit and inspection". Albuquerque bars homeowners from gas work outright. Waco and Cary allow an owner on their own home, with Cary's 12-month primary-residence condition. The license check is in hiring a plumber.
How long it takes
The usual gas line permit closed in 2 days in Waco, 2 in Sugar Land and 27 in Cary, and 93.1% of Waco's a year or more old reached a final. Ask to see the passed inspection before the appliance is lit.
Check it in five minutes
- Note where the new line runs from (the meter, an existing branch) and what it feeds.
- Find your department in the tables; in Albuquerque, hire a licensed contractor.
- Ask the plumber for the permit number and the inspection date before the walls are closed.

What this does not tell you
We read 9 departments' rules; your gas utility may have its own rules for meter and service-line work. Our counts come from three cities, and gas piping done under a remodel or new-home permit is not counted as a gas line permit.
How we know this
Rules are quoted from the pages under Sources, read 23 October 2026. Permit counts, usual days to final and finished shares come from each city's permit file over the three years ending September 2026. "Usual days" is the median from issue to final inspection; "reached a final" counts permits a year or more old.
Numbers come from City of Waco EnerGov building, electrical, plumbing and mechanical permits on homes (the city's June 9, 2026 permit extract, updated to October 22, 2026 from the city's Citizen Self Service permit search), with the contractor taken from each permit's public contact list on that site; Town of Cary building permit applications (issued permits only); City of Sugar Land building permits on homes (the city's EnerGov permit exports), data through October 17, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to hook up a gas stove or dryer?
To run or extend the line to it, yes. Cary lists a gas line for 'gas appliances (i.e., range, cooktop, dryer, etc.)', and Bellevue requires a permit to move an appliance if it means modifying gas lines. Swapping an appliance on the existing connection is exempt in Bellevue and Waco.
- Do I need a permit for a gas line to a grill or fire pit?
Yes. Cary lists fire pits and gas grills, Bellevue names barbecues, and Citrus Heights lists permanently installed outdoor barbecues with gas or electric.
- Can I run my own gas line?
Depends on the city. Albuquerque says 'Homeowners may not install work associated with gas. A licensed New Mexico contractor is required.' Waco allows a homestead owner to do it on their own homestead; otherwise a licensed plumber must. Cary lets an owner do their own work if the house stays their primary residence for 12 months after.
- How long does a gas line permit take?
Days, not months. The usual gas line permit reached its final inspection in 2 days in Waco and 2 in Sugar Land, and 27 in Cary.
- What does a permitted gas line cost?
The usual filed value on a gas line permit in Cary was $1,691. Waco and Sugar Land gas permits are mostly filed with no value, so we cannot give one there.
