The rule in 5 cities, with their permit counts
Rules from each department's own page, read 23 October 2026. Counts are irrigation permits in the city's file over three years to September 2026 (Cape Coral's file starts January 2025; Waco's includes backflow permits); "usual days" is the typical time from issue to final inspection.
| City | The rule | Irrigation permits | Usual filed value | Usual days to final | Reached a final |
|---|---|---|---|---|---|
| Cape Coral, FL | An "Irrigation – Residential" application with a site plan and irrigation worksheet; repairs under $2,000 exempt | 2,919 | $2,200 | 31 | 96.0% |
| Denton, TX | "All new Irrigation or alteration work to the system requires a permit to be obtained by a licensed irrigator" | 2,765 | $2,500 | — | 98.4% |
| Waco, TX | "Installing a new irrigation system and backflow in a yard or lawn requires an Irrigation permit"; repairs do not | 1,290 | — | — | 19.4% |
| Naperville, IL | "Irrigation systems (lawn sprinklers)" need a permit | 300 | $6,485 | — | 36.1% |
| Cary, NC | "Installing an irrigation system – regardless of water source" | 198 | $8,778 | 42 | 64.9% |
Days are missing where the file has no final date we can time, or where too few permits closed to give a usual figure.
Four more departments, without irrigation counts in our file:
| Building department | The rule |
|---|---|
| Wheaton, IL | "Prior to the installation of an irrigation system, a permit must be obtained"; an RPZ backflow preventer on potable water, certified before the city's plumbing inspection and tested every year |
| Bellevue, WA | "A permit is required for the backflow prevention device on a lawn or garden irrigation system"; the installer must be on the state list of approved installers |
| Albuquerque, NM | Landscaping needs no permit, but "a permit is needed to install the water supply to an irrigation system (but no plan review is needed)" |
| Citrus Heights, CA | "IRRIGATION / SPRINKLERS" are on its permit list for commercial property; the residential column reads N/A |
The finish rate is the warning sign
Sprinkler permits close well in some cities and badly in others. 98.4% of Denton's irrigation permits a year or more old reached a final and 96.0% of Cape Coral's, against 36.1% in Naperville and 19.4% in Waco. An open permit means nobody confirmed the backflow preventer was installed and tested. In Naperville 9 of the 9 installers with 10 or more permits finished under 70% of them. Ask for the final, and in Wheaton for the RPZ certification, before the last payment. Waco's fees and license rules are in sprinkler system permit in Waco.
Who pulls it
Cape Coral accepts a Plumbing Contractor (CFC), an Irrigation Specialty Contractor (SCC) or an owner/builder. Denton requires a licensed irrigator; Waco requires a licensed trade contractor unless a homestead owner does the work on their own homestead. Naperville lists irrigation contractors with electricians, plumbers and roofers as trades that need a license. Wheaton requires a notarized Lawn Irrigation System Indemnification Form, under which maintenance and repair are the owner's sole responsibility and the City is released from claims.
Check it in five minutes
- Ask the installer what backflow preventer goes on the system and who tests it.
- Find your department in the tables; for a repair, check Cape Coral's and Waco's exemptions.
- Ask for the permit number before the trencher arrives, and call 811 for locates.

What this does not tell you
We read 9 departments' rules; water utilities often add their own backflow testing rules. Repairs under the exemptions leave no record, and Waco's counts include backflow-only permits.
How we know this
Rules are quoted from the pages under Sources, read 23 October 2026. Permit counts, filed values, usual days to final and finished shares come from each city's permit file over the three years ending September 2026 (Cape Coral from January 2025). "Usual days" is the median from issue to final inspection; "reached a final" counts permits a year or more old.
Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025); City of Denton Building Safety permits on homes (the city's yearly permit reports); City of Waco EnerGov building, electrical, plumbing and mechanical permits on homes (the city's June 9, 2026 permit extract, updated to October 22, 2026 from the city's Citizen Self Service permit search), with the contractor taken from each permit's public contact list on that site; City of Naperville building permits (the current permit system plus the city's older records); Town of Cary building permit applications (issued permits only), data through October 17, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to repair my sprinkler system?
Usually not. Waco says repairs to an installed system need no permit, and Cape Coral says 'Lawn irrigation repairs under $2,000 do not require a permit.' Denton is stricter: 'All new Irrigation or alteration work to the system requires a permit'.
- Why does a sprinkler system need a permit at all?
Mostly for the backflow preventer, which keeps lawn water out of the drinking-water supply. Bellevue's permit is 'for the backflow prevention device', Albuquerque's covers the water supply to the system so inspectors can check the backflow preventer, and Wheaton requires a reduced-pressure (RPZ) backflow preventer on any system connected to potable water.
- Can I install my own sprinkler system?
In some places. Cape Coral accepts an owner/builder alongside plumbing and irrigation specialty contractors, and Waco allows a homestead owner on their own homestead. Denton requires the permit to be obtained by a licensed irrigator, and Naperville lists irrigation contractors among the trades that need a license.
- When do installers file the most sprinkler permits?
In Naperville, April: its index is 220, where 100 is an average month, and January is 8. In Cape Coral the peak month is March.
- How long does a sprinkler permit take?
The usual irrigation permit reached its final inspection in 31 days in Cape Coral and 42 in Cary. In Waco only 19.4% of irrigation permits a year or more old reached a final, so there is no usual time to report.
