Which license an Oʻahu solar installer needs
Hawaii licenses every contractor through DCCA's Professional and Vocational Licensing Division. DCCA says a license is needed "for any project exceeding $1,500 in labor and material" and "for any project that requires a building, electrical or plumbing permit" (DCCA PVL, read 22 October 2026). For PV, look for a C specialty covering the work and a C-13 electrical class for the wiring: DPP says contractors on a project must hold the classifications the work needs, giving "electrical C-13" as its example (HNL Build FAQ, read 22 October 2026).
The five-minute check:
- Get the CT number from the proposal (it looks like CT-12345-0) and search it on the PVL public license search. Read status, classes and expiry.
- Search the business name and its responsible managing employee on RICO's Complaints History Search.
An unlicensed contractor is generally barred from suing you for payment (HRS 444-22). More in the Honolulu contractor license lookup.
The permit rule for Oʻahu solar
Rooftop PV is permitted by the Department of Planning and Permitting in HNL Build. DPP's solar page says "Solar Quick Permits are processing, even if the property is within a Special Management Area", and when the application is filed the contractor receives an automated email asking for its consent (DPP, read 23 October 2026). So the installer should be the one on the application. To check, log out of HNL Build and search your address or TMK at the top of the home page; the permit should name your installer. Rules in other cities: do I need a permit for solar panels.
Red flags in the Oʻahu record
- A closed share under 64.3%. That is the 10th-percentile line among the 44 installers with 10 or more permits; 8 closed under 70%. Volume does not protect you here: the busiest firm's closed share was 68.6%, against 94.8% for the second.
- No C-13 on the license when the firm says it does its own wiring.
- Complaints on RICO, under the business or its responsible managing employee.
- A firm that went quiet. 10 solar firms with 5 or more permits filed none in the file's last 12 months. A long panel warranty depends on the firm still being there.
- A price far outside $22,000 to $39,949 with no battery or system-size reason in the proposal.

What the Honolulu record does not tell you
Our Honolulu permit file stops at 30 June 2025, so a firm's last 15 months are missing; check HNL Build for recent permits. We have not linked DCCA license records, so our Honolulu pages show no license status; run PVL yourself. A closed permit means DPP closed the application, not that the system produces what the proposal promised, and utility interconnection is a separate step we do not track. The national checklist is in hiring a solar installer, and state rules in how to check a contractor's license in Hawaii.
How we know this
Permits are the City and County of Honolulu's public building permit file, residential solar permits issued 2022-07 to 2025-06. "Closed" uses permits a year or more old with the status "Permit application closed"; days to close is the median from issue. Percentile and under-70% figures use solar firms with 10 or more permits; the filed-value range uses firms with 3 or more. The busiest-firm table ranks by permits in the file's last 12 months. No license status is linked for Honolulu. Rules are quoted from DCCA, the Hawaii Revised Statutes and DPP pages, read 22 and 23 October 2026.
Numbers come from City & County of Honolulu building permits (DPP), data through July 1, 2025. Nobody paid to be on this page and nobody can.
Questions
- How do I choose a solar installer in Honolulu?
Check the CT license and its classes on DCCA's PVL search (the wiring needs C-13 electrical), search RICO for complaints under the business and its responsible managing employee, and read the Oʻahu record: 83.4% of solar permits a year or more old were closed, and the 10th-percentile busy installer closed 64.3%.
- Does a solar installer need a license in Hawaii?
Yes. DCCA says a license is required for any project exceeding $1,500 in labor and material and for any project that needs a building, electrical or plumbing permit. Honolulu's DPP checks that contractors on a permit hold the classes the work needs, such as C-13 electrical.
- Do I need a permit for solar panels on Oʻahu?
Yes. Rooftop PV is permitted by the Department of Planning and Permitting through HNL Build, and DPP runs Solar Quick Permits, which it says process even inside a Special Management Area. The contractor is asked to consent to the application by email.
- How much does solar cost in Honolulu?
The usual Honolulu solar permit was filed at $27,500, and the middle half of installers usually file between $22,000 and $39,949. These permits run from July 2022 to June 2025 and include systems with batteries.
- Who are the biggest solar companies in Honolulu?
