Who can pull it
The City's Homeowner's Responsibility Form (revised 8/2016, read 24 October 2026), which every homeowner-permit applicant signs, sets the rule:
| Who | Rule |
|---|---|
| Licensed contractor | Each electrical subcontractor must be licensed in New Mexico and "must obtain their own permits for their portions" |
| Homeowner | Allowed only after passing "a homeowner's examination given by the jurisdiction's electrical or plumbing inspector", on a home you own and occupy |
| Homeowner's helpers | Anyone you hire who is not a licensed contractor is your employee, paid hourly, under your direction |
"Any electrical, mechanical or plumbing work must be permitted separately" from a homeowner building permit, and the applicant "cannot delegate" applying. Verify the contractor's license with the Construction Industries Division before hiring; an EE-98 classification covers house wiring (how to check).
Fees
From the City's 2023 Schedule of Fees, effective 1 February 2023 and the schedule the City's permits page links:
| Fee | Amount |
|---|---|
| Residential electrical or pool permit | $150.00 |
| Demonstrated affordable housing | $65.00 |
| Service, low voltage, mobile home service, temporary service, alternate energy (not PV) | $75.00 |
| Residential solar PV (plan review, building and electrical inspection) | $250.00 |
| Reinspection / second or more on the same item | $55.00 / $180.00 |
| Cover-up fee | $120.00 |
| Work started or done without a permit | Permit fee tripled |
The two charges a homeowner controls are the reinspection fee, by having the work ready and accessible before calling, and the cover-up fee, by not closing walls before the rough inspection.
How to apply
- Apply in the City's Accela Citizen Access portal; the City's permits page puts residential review at about 0 to 3 business days.
- Pay in the same portal.
- Request each inspection there as the work progresses, before anything is covered, and the final when it is done. Questions go to 575-528-3059.
What 3,851 Las Cruces electrical permits show
From Las Cruces electrical permits, October 2024 to September 2026:
| Measure | Las Cruces electrical |
|---|---|
| Issued | 3,851 (29% of all city permits) |
| Last 12 months / 12 months before | 1,954 / 1,897 (+3%) |
| Residential / commercial | 3,171 / 680 |
| Busiest / quietest month (index) | March (122) / December (71) |
| Permits naming a contractor | 98% |
| Share held by the two busiest firms | 38% |
Two firms are named on 38% of all electrical permits and the third on 7%, which points to new-home and solar volume rather than repair work. If you are hiring for a panel or a circuit, the firm count on the permit list shows who files regularly, but volume is not quality. March is a spring peak and December the low. More on Las Cruces permit statistics.
Before you hire
Look up the address in Accela with the Las Cruces building permit search guide, then check the license with CID (steps). Rules elsewhere: electrical work, a panel upgrade. Costs elsewhere: electrical work cost.
What this does not tell you
The City's permit layer has no status and no final date for trade permits, so we show no finished share or time to final for electrical work, and no ZIP split. Electrical permits carry no value. We have not matched contractor names to New Mexico license records. Unincorporated Doña Ana County is permitted by the county and is not here.
How we know this
Rules are quoted from the City of Las Cruces Homeowner's Responsibility Form, its 2023 Schedule of Fees and its Permits, Licenses, and Registrations page, read 24 October 2026. Our counts are the City's GIS BuildingPermits layer (Accela feed), read 20 October 2026: electrical permits issued October 2024 to September 2026.
Numbers come from public permit records in 57 cities, data through October 20, 2026. Nobody paid to be on this page and nobody can.
