The rule in Los Angeles
LADBS's ADU page (read 24 October 2026) says the City adopted Ordinance 186,481, effective 19 December 2019, which added LAMC Section 12.22 A.33 covering ADUs, junior ADUs (JADUs) and movable tiny houses. Two state rules sit on top of it, as quoted by the California Department of Housing and Community Development in its November 2024 review of the City's ordinance:
| Rule | What it says | Source |
|---|---|---|
| 60-day decision | The City must act "within 60 days from the date the permitting agency receives a completed application" | Government Code 66317, quoted by HCD |
| Impact fees | Fees must follow state law and apply only to ADUs of 750 sq ft or more, proportionately | HCD finding on the ordinance |
| Converting a garage or shed | Detached accessory structures must be convertible into ADUs | HCD finding; LADBS bulletin IB-P-BC-2026-150 covers conversions |
| Unpermitted ADUs | Streamlined permitting of existing unpermitted ADUs and JADUs under AB 2533 | LADBS bulletin IB-P-BC-2026-161 |
The 60-day clock starts at a completed application, so corrections from plan check push it out. An ADU is never an Express Permit job: it needs plan check.
How to apply
- Check zoning first. Setbacks, height and the number of units allowed on your lot are zoning questions; LADBS links zoning information and an AI pre-plan check from its ADU page.
- Pick custom plans or a Standard Plan. The Standard Plan Program offers plans LADBS has pre-approved. You buy one from its owner, add site-specific plans, and submit a signed, wet-stamped copy; LADBS says a standard plan "greatly reduces the time required for plan check", and site conditions can still add foundation or engineering work.
- Submit for plan check through ePlanLA. Plan check and permit fees are based on total project valuation; LADBS publishes a permit fee calculator for an estimate.
- Get the permit, then the inspections. Request inspections through LADBS online services. A new detached ADU needs inspections through to final before it can be occupied.
California lets an owner build as an owner-builder, but most ADUs go through a licensed general contractor; check the license with the CSLB before you sign.
What 13,265 Los Angeles ADU permits show
| Measure | Los Angeles ADUs and casitas |
|---|---|
| Issued October 2024 to September 2026 | 13,265 (13% of LADBS building permits) |
| October 2024 to September 2025 / October 2025 to September 2026 | 6,876 / 6,389 (−7%) |
| How the City filed them | Alter/Repair 35%, New 32%, Addition 32% |
| Finished, permits issued October 2024 to September 2025 | 59.5% |
| Usual days, issue to final (middle half) | 286 (195–392) |
| Usual declared value (middle half) | $75,000 ($40,000–$140,000) |
| Busiest / quietest month (index, 100 = average) | May (107) / November (88) |
| ZIPs with the most | 91335 (538), 91344 (479), 91331 (421), 90272 (362) |
The split in permit types matters: about a third of LA ADUs are filed as alterations, which is what a garage conversion looks like, and those are what pull the usual declared value down to $75,000. Two in five permits from the first year had not finaled a year or more later, so an ADU permit still open at ten months is normal, not a red flag. Monthly counts are on Los Angeles ADU permits, days by kind of work on how long a Los Angeles permit takes, and every category on Los Angeles permit statistics.
Before you start
Check what is already permitted on the lot (an old garage conversion without a permit changes your plan) using the Los Angeles building permit search, or browse recent rows on Los Angeles permits. Other cities' ADU rules are in do I need a permit for an ADU, and what ADU permits are filed at elsewhere in ADU construction cost.
What this does not tell you
The LADBS open file names no contractor, so we cannot say who built which ADU. A final date is when the permit finaled or got its certificate of occupancy; the 286 days start at issue, not at application, so plan check time comes on top. Other cities in Los Angeles County and unincorporated county land permit their own ADUs and are not counted.
How we know this
The ordinance and Standard Plan details are from LADBS's ADU and Standard Plan Program pages, and the state rules from HCD's 19 November 2024 letter to the City, all read 24 October 2026. Our counts are the LADBS building-permit file on data.lacity.org, read 18 October 2026: permits issued October 2024 to September 2026 that we classify as ADUs and casitas, with supplemental and grading permits left out.
Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to build an ADU in Los Angeles?
Yes. An ADU is a dwelling, so it goes through LADBS plan check and a building permit, with zoning review against LAMC Section 12.22 A.33, the City's ADU rules. LADBS issued 13,265 ADU and casita permits from October 2024 to September 2026.
- How long does an ADU permit take in Los Angeles?
State law gives the City 60 days from a completed application to approve or deny it (Government Code 66317). Building it takes longer: the usual ADU permit issued October 2024 to September 2025 reached final 286 days after issue, and the middle half took 195 to 392 days.
- Can I use a pre-approved ADU plan in Los Angeles?
Yes. LADBS's Standard Plan Program lists plans it has already reviewed for building, residential and green codes. You buy the plan from its owner, and LADBS still checks it against your lot's zoning and foundation needs, so it shortens plan check but does not replace the permit.
- What is the usual declared value of an ADU permit in Los Angeles?
$75,000, with the middle half of permits declared at $40,000 to $140,000, from 13,081 ADU and casita permits issued October 2024 to September 2026. That is the valuation the fee is set on, not the final cost.
- Where in Los Angeles are the most ADUs permitted?
In the San Fernando Valley. ZIP 91335 had 538 ADU and casita permits from October 2024 to September 2026, then 91344 (479) and 91331 (421); 90272 (Pacific Palisades) was fourth with 362.
