Setting a manufactured home or park model in Mesa: the City permit, the separate state permit, and who does the work

Setting a manufactured home or park model in Mesa takes three sign-offs: the park or HOA's approval on the plan, a City of Mesa permit, and a separate installation permit from the Arizona Department of Housing (City of Mesa, Manufactured Home Set checklist, read 23 October 2026). Mesa issued 323 setting permits to 35 firms from October 2023 to September 2026, and they peak in November at index 164 (100 = an average month), ahead of winter in Mesa's parks.

Who approves what

Approval From When
Park manager or HOA approval, on the plan or by letter The park or HOA Before the City permit is issued
Flood Plain Certification Maricopa County Flood Control District, 602-506-2939 Only if the space is in a designated flood zone
Gas approval stamp on the site plan City of Mesa Energy Resources, gasclearances@mesaaz.gov, 480-644-3513 With the City submittal
City permit (site plan review) Mesa Development Services, 55 N Center St, 480-644-4273 Before the home is set
Installation and setup permit, then inspection Arizona Department of Housing, Manufactured Housing & Building Division, 602-771-1000 Separate from the City permit

The Arizona Department of Housing's Installation Permits page says inspections are required after its permit is issued, and that its inspectors work 6:00 am to 2:30 pm in summer and 7:00 am to 3:30 pm in winter and may not answer at once.

What the City's site plan must show

From Mesa's checklist and its site plan specifications (6/21/2023):

  • Lot dimensions, easements, and distances from every property line to the nearest wall of the home and to awning posts.
  • The home's size, year, make, model and serial number, and the egress window location.
  • Ground set or above ground; for above-ground sets, stairs that do not encroach on parking.
  • Electric pedestal, gas meter, AC unit and propane tanks.
  • Awnings with size and an ICC number (or engineering), attached or detached; an R&R awning does not need the ICC number.
  • Two 9 ft by 18 ft unobstructed parking spaces behind the front setback: one covered in a park, two in a manufactured home subdivision, paved with 2 in of asphalt or 4 in of concrete.
  • No City-owned gas line under the home (State law).

Any sheet sealed by an Arizona registrant needs a legible, current seal and signature. Accessory structures built at the same time need their own construction documents in the same submittal.

What it means for hiring a setter

  1. Ask who pulls which permit. Ask who files the state installation permit and who files the City site plan (the setter, the dealer or the park), and get both permit numbers.
  2. Get the park letter first. The City will not issue its permit without it, so a setter who schedules a delivery date before park approval is guessing.
  3. Price the extras. Paved parking, covered spaces and a relocated gas line are site work the setting quote may not include.
  4. Check the license. Arizona contractors are licensed by the Registrar of Contractors; see Mesa contractor license lookup for how to read the record.

If you want a home in place for the winter, book in summer. Additions run the other way, peaking in June, and Harte Contracting held 34.7% of them.

Five-minute check

  1. Ask the park office for its approval form and any rules on home age or size.
  2. Ask the setter for its last two Mesa setting addresses and look them up as in Mesa building permit search.
  3. Compare setters on our Mesa setting list and addition builders on the Mesa additions list; values are on Mesa manufactured home addition cost and counts on Mesa permit statistics.

What this does not tell you

Our data is the City permit only; the state installation permit and its inspections are not in it, and Mesa setting permits carry no filed value. Park rules on home age, size and appearance are private and vary by park.

How we know this

The rules are from the City of Mesa Manufactured Home Set checklist, the Manufactured Home Site Plan specifications (6/21/2023) and the Arizona Department of Housing Installation Permits page, read 23 October 2026. Permit counts are City of Mesa permits in our manufactured home and park model setting and additions categories, October 2023 to September 2026.

Numbers come from City of Mesa residential building permits, data through October 16, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to put a manufactured home in a Mesa mobile home park?

Yes, two. The City of Mesa issues a permit after the park or HOA approves the plan, and the Arizona Department of Housing's Manufactured Housing & Building Division issues a separate permit for installation and setup (602-771-1000).

  • What does the Mesa site plan for a manufactured home need to show?

Lot dimensions and setbacks to every property line, easements, the electric pedestal, gas meter, AC unit and propane tanks, the home's make, model, serial number, year and size, egress windows, whether it is ground set or above ground, stairs, awnings with an ICC number, and two 9 by 18 ft parking spaces behind the front setback.

  • Can a gas line run under a manufactured home in Mesa?

Not a City-owned gas line. Mesa's checklist says State law bars City-owned gas lines under the home, and the site plan needs the Energy Resources Department's gas approval stamp; send plans to gasclearances@mesaaz.gov or call 480-644-3513.

  • When is the busiest time to set a park model in Mesa?

November. Mesa setting permits run at index 164 in November and 41 in April (100 = an average month), so setters are busiest before the winter season.

  • How much does an Arizona room or addition on a manufactured home cost in Mesa?

The usual Mesa manufactured home and park model addition permit was filed at $32,044, and the middle half of firms usually file between $23,309 and $34,128 (150 permits, October 2023 to September 2026).
