What each job was filed at
"Usual" is the middle permit: half were filed for less, half for more. "Middle half of firms" takes every firm with three or more permits in the trade, finds each firm's usual job, and shows the band the middle 50% of firms sit in; it is the number to hold a quote against. A dash means fewer than eight firms had three or more permits.
| Job | Usual filed value | Middle half of firms | Permits (share priced) | Usual days to final | Pages |

| Swimming pool & spa | $45,000 | $40,148–$66,529 | 452 (97.3%) | 87 | cost · compare firms |

Plumbing's usual permit sits above its middle-half band because the busiest firms file the bigger jobs: the ten busiest plumbing firms usually file $9,250, the 52 smaller ones $2,790 (Mesa plumbing cost page). Manufactured home and park model setting has a compare page but no cost page, since those permits carry no value.
What moves the price in Mesa
The home. Each cost page splits firms into thirds by the usual value of the homes they work on (Maricopa County Assessor full cash values). Mesa's single-family value figure is $484,000.
| Job | Firms on the least expensive third | Firms on the most expensive third |
|---|---|---|
| Swimming pool & spa | $44,501 | $65,000 |
| New home | $324,700 | $546,468 |
| Battery storage & solar | $12,000 | $14,500 |
| Plumbing & gas | $9,250 | $1,917 |
Figures from each cost page, data of 16 October 2026. Pools and new homes rise with the house; plumbing runs the other way: the least expensive third's usual figure is the same $9,250 the ten busiest plumbing firms file.
The firm. In solar and electrical, smaller firms file more. The ten busiest solar installers usually file $12,000 against $21,000 for 38 smaller ones; the ten busiest electricians $1,100 against $3,250 for 101 smaller ones (Mesa solar and electrical cost pages). Remodels split the same way, $14,899 against $35,000.
The season. Pool permits peak in March (index 125, where 100 is an average month) and are fewest in June (66). Solar peaks in April. We have no prices by month, so this tells you when crews are busy, not when they are cheap.
Filed value is not the price
- It is what the applicant wrote down. Some contractors write the contract price, some the permitted part only.
- One permit type covers small and large jobs. 1 in 10 Mesa remodel permits is filed under $4,400 and 1 in 10 over $180,000 (Mesa remodel cost page). Read the job's cost page for the spread.
- Several permits for one project. A pool can come with a separate electrical or gas permit. Add the rows.
- Missing contractors. Mesa's permit file leaves the contractor blank on a growing share of newer permits (under a third named one in 2026), so recent firm counts are low; the values themselves are not affected.

How we know this
Every row is a permit type the City of Mesa issued in the window 2023-10 to 2026-09 with at least 100 priced permits making up at least 80% of the type. Usual = median of the permits that carry a value; middle half of firms = 25th to 75th percentile of the usual value of firms with three or more permits in the trade (shown when at least eight firms qualify); days = median from permit issue to the final inspection or certificate. The home-value thirds and the busiest-firm figures are copied from each job's cost page and dated. Permit fees are left out; Mesa's Development Services publishes them.
Numbers come from City of Mesa residential building permits, data through October 16, 2026. Nobody paid to be on this page and nobody can.
