New home permit in Orlando: what the City needs, review deadlines, permit and impact fees

Yes: a new house in Orlando needs a City building permit plus separate trade permits, and Florida law gives the City 30 business days to review a complete application for a home under 7,500 sq ft. The City issued 3,107 new-home permits from October 2023 to September 2026; the usual one carried a filed value of $262,217 and reached final 203 days after issue.

What the City requires

From the City's Residential Permitting Requirements (read 23 October 2026): a building permit, with "Trade permits ... also required for electrical, plumbing, gas or other applicable work", and a recorded Notice of Commencement when construction value exceeds $5,000. All plans must "Be dimensioned and drawn to scale" and include "a third-party verified signature of a Florida-registered architect or engineer".

Plan set Must include
Building construction plans Architectural drawings; structural, foundation and wall sections sealed by an engineer or architect; floor plan; electrical plan; energy calculations; truss package; code criteria; wind load and roof ventilation calculations
Site plan or survey Property lines, easements, north arrow, lot area, Impervious Surface Ratio (ISR) calculations, AC pad and pool equipment locations, driveway and setbacks
Other Erosion control details; Florida Product Approval documents for listed products; fire sprinkler plans in Baldwin Park and some areas southeast of the airport

The City lists the most common reasons for disapproval: no site plan or survey, an undimensioned one, an application not signed or notarized, the AC unit not shown on the site plan, plans not signed and sealed, and contractor information not current.

Review deadlines and who can apply

The City's Building Permit Guidelines apply Florida Statutes § 553.792:

Project City responds within Your time to answer comments
Single-family home under 7,500 sq ft 30 business days 10 business days
Single-family home over 7,500 sq ft 60 business days 10 business days

The clock starts only on a complete application: permit number assigned, upfront fees paid, all documents submitted and prescreen approved. Miss the 10-day window and the application is denied, "requiring resubmittal of the permit application, plans, and any associated fees".

A licensed contractor normally applies, and must have its Florida license, business tax receipt and workers' comp proof current with the City. An owner can build their own home under § 489.103(7), signing the City's Owner/Builder Declaration in person; it says the home "may not be built or substantially improved for sale or lease", and a sale or lease within a year of completion is presumed to break that rule.

Inspections run from footer (100) and slab (405) through framing (130), insulation (140) and zoning final (170) to final (600), plus each trade's own (Inspection Codes Guide).

What it costs

The permit fee, from the 2026 residential fee schedule, is $66.24 for the first $1,000 of construction cost plus $4.41 per additional $1,000, where cost is the ICC Building Valuation Data figure or the contract price, "whichever is greater", then surcharges of 1.5%, 1%, 5% and 3%. On $262,000 that is $1,217.25 before surcharges, about $1,345 with them. Trade permits, the $50 temporary power pole added to the electrical permit, and an address fee of $50 are on top.

Impact fees are the bigger number. From the City's Impact Fee Guide, for a single-family house:

Impact fee City figure
Transportation (2,500 sq ft, "City Other" area) $7,069
Sewer (250 gallons/day at $10.15) $2,537.50
Parks, 1,201–2,000 sq ft / 2,500–2,999 sq ft / 3,500+ sq ft $2,225 / $2,980 / $3,649
Schools Orange County Public Schools schedule

So a 2,500 sq ft house in the "City Other" transportation area pays about $12,587 in City impact fees before the school fee. Transportation fees vary by location in the city, and park fees are on conditioned square feet.

What 3,107 Orlando new-home permits show

Measure Orlando new homes
Permits, October 2023 to September 2026 3,107
Builders 292
Builders with a permit in the last 12 months 122
Usual filed value $262,217
Usual days from issue to final 203
Share held by the busiest builder / five busiest 23.9% / 59.3%
Builders with one permit in three years 152 (52.1%)
Busiest / quietest month June (131) / January (69)

Orlando's new homes are mostly production housing: the five busiest builders pulled 59.3% of the permits. If you are building one custom house, the useful comparison is the 152 builders with a single permit, since a custom builder's three-year Orlando record is often only a few houses long. The usual 203 days from issue to final is a fair yardstick for a schedule; add plan review on top. Filed values by size are on the Orlando new home cost page, and a filed value is not a sale price.

What this does not tell you

City of Orlando only; a lot in unincorporated Orange County or a neighbouring city is permitted there, not here. The filed value is the builder's declaration, often well below the sale price. Almost every Orlando permit is eventually closed, so we show speed to final rather than a finished share.

How we know this

Requirements, review deadlines, inspection codes and impact fees are quoted from City of Orlando pages read 23 October 2026; permit fees from the residential schedule effective January 2026, with worked examples computed by us; owner-builder rules from the City's declaration and Florida Statutes § 489.103. Counts are City of Orlando new single-family and duplex permits, October 2023 to September 2026; days to final are the median from issue.

Numbers come from City of Orlando building permits for one- and two-family homes, data through October 17, 2026. Nobody paid to be on this page and nobody can.

Questions

  • How long does it take to get a building permit for a new house in Orlando?

Under Florida's § 553.792 timelines, the City says it responds with approval or comments within 30 business days of a complete application for a single-family home under 7,500 sq ft, and 60 business days above that. You have 10 business days to answer comments or the application is denied.

  • How much is a new home permit in Orlando?

The 2026 building permit fee is $66.24 for the first $1,000 of construction cost plus $4.41 per further $1,000, then about 10.5% in surcharges; on $262,000 that is $1,217.25 before surcharges. Impact fees are larger: for a 2,500 sq ft house the City lists $7,069 transportation, $2,537.50 sewer and $2,980 park fees, plus the school fee set by Orange County Public Schools.

  • Can I build my own house in Orlando as an owner-builder?

Yes. Florida's § 489.103(7) lets an owner build a one- or two-family home for their own use, supervising the work directly. The City's Owner/Builder Declaration is signed in person, and a house sold or leased within a year of completion is presumed to have been built for sale, which the exemption does not allow.

  • How long does it take to build a new house in Orlando?

In our file, the usual Orlando new-home permit reached final 203 days after it was issued; that is construction time, after plan review.

  • What plans does Orlando need for a new house?

Plans dimensioned and drawn to scale with the signature of a Florida-registered architect or engineer: architectural drawings, sealed structural and foundation details, floor plan, electrical plan, energy calculations, truss package, wind load and roof ventilation calculations, and a site plan or survey with setbacks, easements and the impervious surface ratio.
