Provo City Power solar net metering: the 6.742-cent export credit, the 25 kW cap, and the license before you switch on

Provo City Power, the electric utility run by Provo City's Energy Department, from the September 2026 billing period credits rooftop solar exports at $0.06742 per kWh while charging $0.07 to $0.13 per kWh for power drawn (Net Metering No. 1.1, approved 23 June 2026). Installers filed 179 solar permits in Provo from October 2023 to September 2026, usually at $23,100, and the export credit is the number that decides how big a system pays.

The rate schedule

Residential, Net Metering No. 1.1 Amount
Customer charge (also the monthly minimum) $18.00 per service connection
Energy, first 500 kWh $0.07 per kWh
Energy, 501 to 1,000 kWh $0.11 per kWh
Energy, above 1,000 kWh $0.13 per kWh
Credit for exported generation $0.06742 per kWh
Grandfathered customers (license obtained or applied for by 4 October 2016, City Code 12.03.080(5)) Credit equal to the energy charges above
Unused credit Carries forward monthly; forfeited to Provo City Power at the billing cycle that includes 28 February
Size limit 25 kW, residential or commercial, owned or leased

Credits offset only energy charges; the customer charge and other fees are still billed. Each kWh you use yourself as it is produced saves the 7 to 13 cent retail rate, while each kWh exported earns 6.742 cents, so a system sized to your daytime use returns more per panel than one sized to export.

The license comes before the switch

From the City's net metering license agreement (updated 12 September 2022):

  • You "may not generate electric energy without a license", and the license requires signing the agreement.
  • Provo City Power decides which interconnection requirements apply, and you pay for any changes to its system in full before connection.
  • The system may not run in parallel with the grid until Provo City Power inspects it and gives written approval; give at least two working days' notice before a scheduled test.
  • Later changes to equipment, wiring or operating mode need prior written approval.
  • Net metering customers cannot also enroll in budget billing, time-of-use or SharedSolar.
  • Fees and rates can be changed by the Municipal Council at any time.

What it means when you hire

  1. Ask which credit the savings estimate uses. A proposal written for another Utah utility's rules will not match Provo's; it should show $0.06742 per kWh for exports and your actual tiered rate.
  2. Ask who files the license. The installer should handle the City building permit and help with the Provo City Power license, and should not tell you to switch on before written approval.
  3. Size for use, not for export. With February forfeiture of leftover credit, an oversized system gives the surplus to the City.
  4. Book the final. In our file only 20.3% of Provo solar permits a year or more old were closed, so ask the installer to book the final inspection and send you the result.

What 179 Provo solar permits show

Measure Provo solar
Permits, October 2023 to September 2026 179

Middle half of installers' usual value (16 installers) $15,281 to $28,493
Closed (permits a year or more old) 20.3%
Share held by the five busiest installers 49.7%
Busiest / quietest month October (201) / July (27)

Provo is a small solar market: 40 installers in three years, and only 17 active in the last year of data, so the installer list is short and worth checking firm by firm. The low closed share is typical of Provo's solar and re-roof records, as our Provo permit search guide explains, but an open permit can still hold up a sale. Values by installer are on Provo solar cost.

What this does not tell you

This covers Provo City Power customers; homes outside its service area are on another utility's rules. Rates are the schedule approved 23 June 2026 and can change by Council action. Our permit records show filed values and closure, not system size or whether a license was issued.

How we know this

Rates and credits are from Provo City Energy Department's Net Metering No. 1.1 schedule (approved 23 June 2026, revised 9 July 2026, effective 1 September 2026) and license rules from the net metering license agreement updated 12 September 2022, both read 23 October 2026. Permit counts are Provo City permits classified as solar, October 2023 to September 2026; the closed share uses permits a year or more old.

Numbers come from Provo City building permits on single-family homes, two-family homes, townhomes and condos (one record per permit number), data through October 19, 2026. Nobody paid to be on this page and nobody can.

Questions

  • How much does Provo City Power pay for solar?

Under Net Metering No. 1.1, effective with the 1 September 2026 billing period, exported energy earns a credit of $0.06742 per kWh for residential customers. Customers who had a license or applied by 4 October 2016 are grandfathered and are credited at the full energy rate instead.

  • What is the size limit for solar on Provo City Power?

25 kilowatts, aggregated at the service interconnection point, for residential or commercial customer-operated renewable systems.

  • Do unused solar credits expire in Provo?

  • Can I turn on my solar before Provo City Power approves it?

No. The license agreement says a customer may not generate electricity without a license and may not run the system in parallel with the grid until Provo City Power has inspected it and given written approval.

  • How much does solar cost in Provo?

On the permit, the usual Provo solar job was filed at $23,100 (179 permits, October 2023 to September 2026). The middle half of installers with three or more permits usually filed between $15,281 and $28,493.
