What each job was filed at
"Usual" is the middle permit: half were filed for less, half for more. "Middle half of firms" takes every firm with three or more permits in the trade, finds each firm's usual job, and shows the band the middle 50% of firms sit in; it is the number to hold a quote against.
| Job | Usual filed value | Middle half of firms | Permits (share priced) | Usual days to final | Pages |
|---|---|---|---|---|---|
| Re-roof | $15,745 | $13,872–$24,570 | 286 (100.0%) | — | cost · compare firms |
| Solar | $23,100 | $15,281–$28,493 | 179 (100.0%) | 925 | cost · compare firms |
| Remodel | $35,000 | $18,535–$150,000 | 226 (98.7%) | 227 | cost · compare firms |

Provo's permit file names a contractor on almost no mechanical, electrical or plumbing permits, so HVAC, electrical and plumbing firms are not ranked here and have no cost page.
What moves the price in Provo
The home. Each cost page splits firms into thirds by the usual value of the homes they work on (Utah County Assessor market values, as published by Provo City). Provo's single-family value figure is $578,000.
| Job | Firms on the least expensive third | Firms on the most expensive third |
|---|---|---|
| Re-roof | $14,000 | $24,200 |
| Solar | $16,400 | $21,000 |
| Remodel | $15,000 | $99,111 |
| New home | $479,843 | $951,165 |
Figures from each cost page, data of 19 October 2026. Remodels jump more than sixfold with the house and new homes double; roofs rise about 70% and solar about 30%.
The firm. The ten busiest remodel firms usually file $5,316 a permit, while the 147 firms with fewer than ten permits usually file $49,367 (Provo remodel cost page): the busy firms file many small jobs. New homes split the same way, $299,876 for the ten busiest builders against $507,870 for 55 smaller ones. Roofers barely split: $16,177 against $15,980.
The season. Re-roof permits peak in October (index 193, where 100 is an average month) and are fewest in January (46). Solar peaks in October (index 201). We have no prices by month, so this tells you when crews are busy, not when they are cheap.
Filed value is not the price
- It is what the applicant wrote down. Some contractors write the contract price, some the permitted part only; the middle half of remodel firms spans $18,535 to $150,000.
- One permit type covers small and large jobs. Remodel covers a single room and a whole-house job. Read the job's cost page for the spread.
- Several permits for one project. Mechanical, electrical and plumbing permits filed alongside a remodel or new home are separate. Add them if your quote includes that work.
- Closing dates. Solar permits stayed open longest, a usual 925 days, so the days column measures paperwork as much as work. Ask the installer who calls for the final inspection.

How we know this
Every row is a permit type Provo City issued in the window 2023-10 to 2026-09 with at least 100 priced permits making up at least 80% of the type. Usual = median of the permits that carry a value; middle half of firms = 25th to 75th percentile of the usual value of firms with three or more permits in the trade (shown when at least eight firms qualify); days = median from permit issue to the date the City records it as finalized (not shown for re-roofs). Some permits that cover several townhome addresses are counted once. The home-value thirds and the busiest-firm figures are copied from each job's cost page and dated. Permit fees are left out; Provo City's Development Services publishes them.
Numbers come from Provo City building permits on single-family homes, two-family homes, townhomes and condos (one record per permit number), data through October 19, 2026. Nobody paid to be on this page and nobody can.
