Which addresses this covers
The City's Building Division permits only land inside city limits. Unincorporated Sacramento County (Arden-Arcade, Carmichael, Fair Oaks and similar places) has its own county permit office; see the Sacramento County building permit search. Elk Grove, Citrus Heights, Folsom and Rancho Cordova run their own permit offices too.
| Tool | Search by | What it shows |
|---|---|---|
| Public Permit Portal | Permit number, start and end dates, street number and name, parcel number, contractor state license number | Status and details of building permits and active applications |
| Online Records Library | The library's own search (we did not test it) | Building permit cards from the early 1900s to 1982 |
| BldgPermitIssued layers (open data) | Any field, including contractor | Issued permits with status and valuation; our source |
How to look up the permits on a Sacramento address
- Open the Public Permit Portal and choose the search link under Building. No login is needed to search; the portal notes that "Some Portal functionality is only available after registering for an account."
- Enter the Street No. and Street Name, or the Parcel No. from your tax bill. Add a start date to narrow an old, busy address.
- Open each permit. Most home jobs here are Web-Minor e-permits (a water heater, an AC change-out, a re-roof), so a house can carry several.
- Read the status, then the inspections on the record.
- To see every permit one firm pulled, search by the contractor's State License Number instead.
What the statuses mean
The City's file gives each permit's current status. This is how our pages count them:
| Status in the City file | What it means | How we count it |
|---|---|---|
| Finaled (or a certificate of occupancy) | Final inspection passed or the permit marked complete | Finished |
| Issued | Permit active; work under way or not yet finaled | Open |
| Expired Permit | Lapsed without a final | Expired |
| Withdrawn, Void, Revoked | Never went ahead | Left out |
Of the permits issued October 2024 to September 2025, 16,184 (81.3%) had finished, 463 (2.3%) were still open and 3,263 (16.4%) had expired by our 18 October 2026 snapshot. The file has no final date, so we show how many permits finish, not how long they take.
When the record is not online
The City Clerk's Building Records page says "Building Permit Cards from the early 1900's - 1982 can be viewed through the Online Records Library" and cards "from 1982 -present can be viewed through Community Development's Online Permit Search." The City "does not have any building plans prior to 1955." Plans are public to view, but copies need permission: the City sends certified letters to the owner and the licensed professionals who signed the drawings, and "If the plan releases are not received from the involved parties then copies of the building plans cannot be released" (California Health and Safety Code §19850–19853; read 24 October 2026). General permit questions go to ezpermit@cityofsacramento.org.
What our Sacramento pages add
The portal answers "what was permitted at this address". Our Sacramento page answers "what gets built in the city, and how much of it finishes", from the same City records, October 2024 to September 2026:
| Kind of work | Permits (Oct 2024–Sep 2026) | Last 12 months (Oct 2025–Sep 2026) |
|---|---|---|
| HVAC | 8,690 | 4,296 |
| Plumbing | 8,247 | 4,269 |
| Electrical | 6,413 | 3,174 |
| Roofing | 5,269 | 2,579 |
| Remodels and repairs | 3,378 | 1,692 |
| New homes | 1,791 | 989 |
| Solar | 1,669 | 1,158 |
| ADUs | 625 | 331 |
84% of the 40,507 permits were for homes. Solar permits more than doubled between the two halves of the window (511 to 1,158). The permit statistics page has the file by year, month and season, permits by ZIP code shows where the work is (95822 led with 4,150 permits, October 2024 to September 2026), and browse permits lists the rows without owner names or street addresses. To check the license on a permit, use How to check a contractor's license in California.
What this does not tell you
The City's file names contractors, but we have not matched the names to state license records, so we count permits per firm and don't rate or rank them. A Finaled status means the City passed the work, not what it cost or whether you were happy with it.
How we know this
Portal search fields and wording were read on the Sacramento Public Permit Portal and the City's Online Building Services page, and the records rules on the City Clerk's Building Records page, all on 24 October 2026. Our counts are the City Building Division's issued-permit layers, read 18 October 2026: permits issued October 2024 to September 2026 inside city limits.
Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- How do I find out if a permit was pulled on my house in Sacramento?
Open the City's Public Permit Portal, choose Search under Building, and enter the street number and street name, the parcel number or a permit number. The City says the portal lets the public check statuses and view details for permits; some other features need an account.
- Can I look up Sacramento permits by contractor?
Yes. The building search form takes a contractor's state license number as well as a permit number, site address or parcel number.
- How do I get an old Sacramento building permit?
The City Clerk says permit cards from the early 1900s to 1982 are in the Online Records Library (records.cityofsacramento.org) and cards from 1982 to the present are in the Online Permit Search. The City has no building plans before 1955.
- Can I get copies of the plans for my Sacramento house?
Only with releases. Under California Health and Safety Code 19850 to 19853, the City sends certified letters to the owner and the licensed professionals who signed the plans, and copies are released only if they agree.
- What share of Sacramento permits get finaled?
Of the permits issued October 2024 to September 2025, 81.3% had finished, 16.4% had expired and 2.3% were still open by our 18 October 2026 snapshot.
