This is the City of Spokane only. Spokane Valley, Liberty Lake and unincorporated Spokane County run their own permit offices.
Who may pull it
The City's SMC and RCW on Permit Eligibility sheet (read 24 October 2026):
| Applicant | Rule |
|---|---|
| Mechanical contractor, gas or oil work | "Only contractors with proof of a Licensed Gas Heating Mechanic, Licensed Boiler Operator" or oil burner installer on staff may apply |
| Homeowner, gas or oil work | Only a homeowner holding a gas heating, boiler or oil burner license may apply and do the work on their own residence |
| Homeowner, other construction work | May apply "where they are conducting the construction activities themselves", or apply and hire licensed contractors |
| The code | SMC 17G.010.070(B): gas, liquid propane or oil mechanical permits "can only be issued to appropriately licensed contractors unless the property owner is currently licensed" |
The City's mechanical permit application (2025-05-13) has fields for the contractor's license number, a Gas Heating Mechanic license number (format 01234-GHM) and an electrical license number. Check a contractor on Washington L&I's Verify a Contractor lookup, explained in how to check a contractor's license in Washington.
What the application requires
- Gas work: the bolded fee items are "Required for any proposed work involving gas lines or gas equipment", and "A permit is needed for the appliance that the gas outlet is being connected to in addition to the Gas Piping itself."
- Wiring: "Mechanical Contractors that also have an appropriate Electrical Contractor License may use this form for Low Voltage HVAC Circuits"; for all other HVAC circuits an electrical permit and electrical contractor license are required.
- Ducts: when replacing or installing HVAC equipment in a residence, "a Duct Leakage Affidavit may be required to be completed and submitted to the Mechanical Inspector to be eligible for an approved final inspection."
- Heat pump water heaters have their own line on the form.
The application prices each item, then adds a 2.5% technology fee and a processing fee. The published form does not pair every amount with its item clearly, so we do not quote a typical total; use the invoice in Citizen Access.
How to apply
- Register on Citizen Access; the City says you need an account to apply or schedule an inspection.
- Your HVAC contractor applies for the mechanical permit with its gas mechanic license if gas is involved; add an electrical permit for line-voltage circuits.
- Pay, schedule inspections in Citizen Access, and have the Duct Leakage Affidavit ready for the final if the inspector asks.
- Questions: Development Services Center, 509-625-6300.
What 9,746 Spokane HVAC permits show
| Measure | City of Spokane HVAC, April 2024 to March 2026 |
|---|---|
| Permits issued | 9,746 (25% of all permits) |
| April 2024 to March 2025 / April 2025 to March 2026 | 4,939 / 4,807 (3% fewer) |
| Finished, permits issued April 2024 to March 2025 | 81.8% |
| Busiest / quietest month (index, 100 = average) | July (134) / February and March (87) |
| Second peak | October (113) |
Spokane's HVAC filing has two peaks: July for cooling and October for heating ahead of winter. Late winter and early spring are the quiet weeks to book a planned furnace or heat pump replacement. Nearly one in five of the first year's permits was not marked final, finaled or closed a year later, so ask your contractor for the final inspection result. Because electrical and mechanical permits are filed separately, a heat pump install often shows up in both counts. Monthly counts are on Spokane HVAC permits, all categories on Spokane permit statistics, and rows on Spokane permits.

What this does not tell you
The City's public layer keeps only recent years and was last refreshed in April 2026, so our counts end in March 2026. It names no contractor and has no job value, final inspection date or ZIP code.
How we know this
Eligibility rules are quoted from the City of Spokane's SMC and RCW on Permit Eligibility sheet and requirements from its mechanical permit application (2025-05-13), read 24 October 2026. Our counts are the City's Permit layer behind the Permit Activity Map, read 19 October 2026: mechanical permits opened April 2024 to March 2026 and issued.
Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.
Questions
- Can a homeowner pull a furnace permit in Spokane?
Not for a gas or oil furnace unless you hold the license yourself. SMC 17G.010.070(B), quoted on the City's eligibility sheet, says gas, propane or oil mechanical permits 'can only be issued to appropriately licensed contractors unless the property owner is currently licensed' by the City. For other construction work, homeowners may apply when doing it themselves.
- Do I need a permit to replace a heat pump or AC in Spokane?
The City's mechanical permit application covers replacing or installing HVAC equipment in a residence, and warns that a Duct Leakage Affidavit may be needed to pass the final inspection. The application also says a separate electrical permit and electrical license are needed for HVAC circuits other than low-voltage ones.
- How many HVAC permits does Spokane issue?
9,746 from April 2024 to March 2026, 25% of all City of Spokane permits in that window: 4,939 in the first year and 4,807 in the second (3% fewer).
- When is the busiest time for HVAC permits in Spokane?
July, at an index of 134 against an average month of 100, from April 2024 to March 2026; October is second (113). February and March are the quietest (87).
- Does a gas line for a new appliance need its own permit in Spokane?
Yes, both. The City's mechanical application says a permit is needed 'for the appliance that the gas outlet is being connected to in addition to the Gas Piping itself.'
