How these numbers are made

Source: City of Billings GIS, BuildingPermits_CodeViolations_EXT map service, Permit Status layer, read 20 Oct 2026. We count permits issued March 2024 through February 2026; denied and withdrawn permits are left out. The layer's status stopped updating when the city moved to a new permit portal in spring 2026, and most permits read Expired with no final inspection date, so no finished share is shown.

Building, remodel, new home and commercial, mechanical, plumbing, electrical, solar, fire system and demolition permits the City of Billings Building Division issues inside city limits. Utility, right-of-way and tree permits in the same layer are not counted. Unincorporated Yellowstone County, Laurel and the other towns run their own permit offices and are not in this file.

  • The layer has added only a handful of permits a month since March 2026, when the city moved to its new CityView permit portal, so the counts end in February 2026, the last full month before the switch.
  • The layer has no declared job value and no final inspection date, and its status stopped updating at the switch, so we show no costs, no finished share and no time to final.
  • Residential exterior remodel permits cover roofs, siding, windows and fences together, and the file does not say which, so they are counted as remodels and repairs.
  • Where a permit lists more than one contractor (common on new buildings), it is counted for the one that is not a trade subcontractor, or for none when that isn't clear.
  • The layer cuts some older contractor names at 30 characters, so a few long names are shortened.
  • A house job can need separate building, mechanical, plumbing and electrical permits, so one project can count several times, once under each kind of work.

Counts are permits, not jobs: one job can need several permits. Nobody paid to be on this page and nobody can. Sources and definitions →
