What needs a permit in Arlington
From the County's Electrical Permit page and the Virginia Uniform Statewide Building Code it cites (USBC 108.2, 13VAC5-63-80), both read 23 October 2026:
| Job | Permit? | Rule |
|---|---|---|
| New circuit, outlet, fixture location, EV charger, hot tub | Yes | "adding, removing, or relocating fixtures, appliances, or wiring" |
| Replace a switch, dimmer, 15 or 20 amp 125-volt receptacle, light fixture or ceiling fan | No | County like-for-like rule; USBC 108.2 item 14.3 |
| Wiring under 50 volts, broadband, home monitoring or automation | No, with exceptions | USBC 108.2 item 1, unless in a plenum or through fire-rated construction |
| Like-for-like work in a plenum or through fire-rated or smoke-protected construction | Building permit | County page |
| Solar panels on a house or townhome | Electrical and building permit | County page |
| Any exempt job, if the owner asks for a permit | Must be issued, with inspections | USBC 108.2 |
The like-for-like rule is narrow. A panel replacement with a bigger main breaker, a fixture moved a foot, or a new dryer circuit is permit work.
Who can pull it
Under USBC 108.3, the owner, the owner's agent, or the contractor may apply. Arlington's Permit Arlington Roles page: the contractor "Must meet specific licensing criteria (specialty / class)"; if you hire one, the County "strongly suggest[s] that the Contractor is identified on the permit application as the Permit Holder", and "a notarized affidavit is required" if not (read 22 October 2026). The electrical page adds that a Permit Authorization Affidavit may be needed depending on the holder and applicant.
An electrical contractor in Virginia holds a DPOR license with an electrical (ELE) specialty, and its class caps the job: Class C for jobs over $1,000 and under $30,000, Class B up to $150,000 (Code of Virginia 54.1-1100). The middle half of Arlington electrical firms usually file between $2,000 and $5,590, so Class C covers most jobs; a contract of $30,000 or more needs Class B. Check on DPOR's License Lookup (steps).
Plans: mostly field inspection
For house projects the County's residential permits page says "Electrical plans are not required or reviewed through plan review" and "Electrical compliance with the Building Code is by field inspection only"; the floor plan shows only the panel, smoke detector and CO detector locations. On a stand-alone electrical permit, plans may be required for new or relocated exterior equipment, land disturbance, or new or relocated residential motors. Plans are at least 11 by 17 inches at 1/8 inch to the foot.
How the County processes it
- Apply online in Permit Arlington; if the work is part of a building permit, the building permit comes first.
- Completeness check within 2 business days.
- Review, up to 2 business days for residential; some projects skip straight to final processing.
- Final processing within 2 business days: contractor verification and fees, paid through Permit Arlington Online Payment.
- Post the digital permit and placard at the site before work starts, then schedule inspections. On the day, the person on site must contact the assigned inspector that morning; "If the inspector is not contacted, the inspection will be cancelled."
Fees come from the County's Inspection Services, Zoning and Environmental Services schedules and are calculated in final processing; we could not read a current electrical fee table on the County's site. Questions go to the Permit Arlington Center, 703-228-3800.

Arlington's electricians are a spread-out field: the five busiest held only 11.2% of permits, and 33.4% of firms filed just one. Finishing is strong, with only 5 of 108 busy firms under 70%, so a firm with several open year-old permits stands out. For comparison, the usual Arlington plumbing permit closed in 75 days. What this does not tell you
Owner-pulled permits are left out of our counts. Arlington's feed repeats permits; we keep one per permit number. Our license match uses DPOR's current-license lists by business name, so expired licenses do not show; DPOR's lookup does.
How we know this
Permit rules and processing steps are quoted from Arlington County's Electrical Permit and Residential Building Permits pages and the Virginia USBC (13VAC5-63-80), read 23 October 2026; contractor and license rules from Arlington's Permit Arlington Roles page and the Code of Virginia, read 22 October 2026. Permit counts are Arlington County electrical permits on homes, October 2023 to September 2026, one row per permit number, owner-pulled permits excluded; finished share uses permits a year or more old, and days to final is the middle permit's issue-to-closed time.
Numbers come from Arlington County, VA building and trade permits, data through October 14, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a light fixture or outlet in Arlington, VA?
No, for a like-for-like swap. Arlington says replacing electrical elements 'of the same type, size, and location does not require a permit', and Virginia's building code exempts replacing switches, dimmers, 125-volt 15 or 20 amp receptacles, light fixtures and ceiling fans in a house.
- Do I need a permit to add a circuit or an EV charger in Arlington?
Yes. An electrical permit is required for 'adding, removing, or relocating fixtures, appliances, or wiring for any electrical work', so a new circuit, a charger or a new outlet location is permit work.
- How long does an electrical permit take in Arlington County?
The County checks completeness within 2 business days, reviews residential work in up to 2, and verifies the contractor and calculates fees within 2 more. Then the work and inspections: the usual Arlington electrical permit in our file reached its final 99 days after issue.
- Does Arlington review electrical plans for a house?
Generally not. For residential building permits, the County says 'Electrical plans are not required or reviewed through plan review' and compliance 'is by field inspection only'; the floor plan just shows the panel, smoke and CO detector locations. New or relocated exterior equipment, or residential motors, may need plans.
- Can a homeowner pull an electrical permit in Arlington, VA?
Virginia's code lets the owner or the owner's agent apply. When you hire an electrician, Arlington strongly suggests the contractor be the permit holder, and requires a notarized affidavit if it is not.
