What needs a permit in Anaheim
Anaheim's pages we read do not publish a list of exempt electrical work, so the City's Electrical Permit Application (form B705) is the best guide to what is permitted: meters and switchgear, temporary power, sub panels, fixtures, motors and disconnects, generators, transformers and PV inverters, priced item by item. Three single-family jobs have their own online permit on the City's Online Permits page:
| Job | How Anaheim permits it |
|---|---|
| Electrical panel upgrade | Electrical permit online, plus an Anaheim Public Utilities meter spot inspection first |
| Electric vehicle charger | Online permit (single-family) |
| Small rooftop solar | Online permit (single-family) |
| New circuits, outlets, fixtures, sub panel | Electrical permit (B705 items) |
| Generator | Electrical permit (B705 item) |
For a like-for-like device swap with no new wiring, ask the Building Division (714) 765-5153 before assuming it is exempt.
The utility step on a panel upgrade
Anaheim runs its own electric utility, and a panel job goes through it. From the City's Residential Electrical Panel Upgrade page (read 23 October 2026):
- Request a meter spot inspection from Anaheim Public Utilities with its upgrading-residential-panel request form or on 714-765-6847.
- A utility inspector contacts you within 2 to 3 business days and provides the meter spot report, a simple diagram.
- Get the electrical permit online in Anaheim NEXT.
- The City inspects: Electrical Service Meter (code 312), then Electrical Final (code 399). "Utility Department's Meter Spot Report must be onsite at the time of Building Division's inspection."
Schedule City inspections by 5:00 p.m. the prior business day, online in Anaheim NEXT, per the Inspection page; virtual inspections are offered.
Who can pull it
The B705 application has boxes for "Property Owner," "Contractor" and "Employee of", and the contractor and employee boxes are marked "Verification of Worker's Comp. Required." So an owner can apply for their own home. A contractor needs a CSLB C-10 Electrical license for any job that needs a permit; check it on CSLB Check a License. 84.8% of Anaheim electrical firms in our file matched an active CSLB license; 13 matched one that is expired, suspended or inactive.
What it costs
| Fee line | Amount | Source |
|---|---|---|
| Meter / switchgear, under 600 V, up to 200 amps | $126 | Panel upgrade page |
| Minimum permit fee | $167 | Panel upgrade page; B705 (Aug 2019) |
| Supplemental permit fee | $53 | B705 |
| First 20 outlets, switches, fixtures | $4.00 each | Exhibit C |
| Additional outlets | $2.00 each | Exhibit C |
| New single-family wiring | $26 for the first 100 sq ft, then $0.26 per sq ft | Exhibit C |
The City's Exhibit B lists a "Minimum Permit Fee" of $188, and its August 2026 mechanical form uses $188 too, so the $167 on the electrical pages may be out of date. None of the fee documents shows an effective date; Anaheim NEXT shows the total before you pay. A planning plan check fee is added "when applicable" and the maximum credit card payment is $5,000 (B705).
What 1,729 Anaheim electrical permits show
| Measure | Anaheim electrical |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,729 |
| Firms | 640 |
| Firms with a permit in the 12 months to September 2026 | 304 |
| Finaled (a year or more old) | 89.0% |
| Usual days from issue to final | 35 |
| Share held by the busiest firm | 18.9% |
| Firms with a single permit | 431 (67.3%) |
| 10th / 90th-percentile firm's finaled share (10+ permits) | 69.9% / 97.3% |
| Busiest / quietest month | September (index 148) / November (68) |
67.3% of Anaheim electrical firms (431) filed a single permit in three years, so most electricians a homeowner meets have little Anaheim history to check. One firm, Synergy Companies, holds 18.9% of permits. Only 18 firms filed 10 or more; among them the 10th percentile finaled 69.9%. Anaheim's electrical permits carry no job value, so we cannot show prices; national ranges are in electrical work cost. Counts by year: Anaheim permit statistics.

What this does not tell you
Exempt work and unpermitted work leave no record. Solar permits are counted separately from electrical in our data. Our license match is by company name. Anaheim's fee documents disagree on the minimum fee and carry no effective dates.
How we know this
Panel-upgrade steps, inspection codes and the meter and minimum fees are quoted from the City of Anaheim's Residential Electrical Panel Upgrade page; online permit types from its Online Permits page; applicant types and fees from form B705 and Exhibits B and C; scheduling from its Inspection page, all read 23 October 2026. Our counts are City of Anaheim electrical permits on homes, October 2023 to September 2026.
Numbers come from City of Anaheim Accela building permits on single-family homes and ADUs, data through October 1, 2026. Nobody paid to be on this page and nobody can.
