Do I need an electrical permit in Bellingham? Yes: the City's fees, Class B labels, and who may pull one

Yes: Bellingham requires a permit to "install, enlarge, alter, repair, remove, convert or replace any electrical" system, and the City, not L&I, issues and inspects it, with fees from $25 plus $50 for a few new circuits. Electricians filed 2,730 electrical permits on Bellingham homes from October 2023 to September 2026; the usual one passed final 89 days after issue.

The rule

The Permit Center's When Do I Need a Permit? handout (BSD #124, read 23 October 2026) says permits are required "to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system", before work starts; after an emergency repair, the application goes in "on the next business day". Its $1,500 exemption for small alterations under the residential code expressly does not "apply to electric, plumbing or mechanical devices", and ordinary repairs never include "electric wiring". The full exemption list is in Bellingham Municipal Code 17.10.

Statewide, L&I's Electrical Work on Residential Property leaflet lists what needs no permit, such as plug-in appliances and like-in-kind replacement of up to five switches, receptacles or thermostats. It also notes "Some cities do electrical inspections... If you have city inspections, contact your city", which in Bellingham means the Permit Center (360-778-8300).

Who may pull it

L&I's rule: "An electrical permit must be purchased by the person, company or organization doing the work. Only property owners or electrical contractors can purchase an electrical permit" (F500-078). So either a Washington electrical contractor pulls it, or you do, for work you do yourself on your own property. We found no Bellingham page describing its owner permit; ask the Permit Center before you plan your own wiring. Check a contractor's electrical license on L&I Verify.

What it costs

From the City's Electrical Permit Fees, page 11 of the Building Permit Fees worksheet (BSD #064, dated 27 August 2026):

Single-family or duplex item Fee
Issuance of each permit $25.00
New house or duplex, service up to 200 A / over 200 A (includes circuits and wiring) $100.00 / $125.00
Altered service up to 200 A / over 200 A (includes solar installations) $50.00 / $75.00
Each subpanel or feeder $50.00
Alterations with no service change: new circuits 1 to 4 $50.00
Each additional circuit $10.00
Residential low-voltage system (separate permit each) $50.00
Plan review, when needed 35% of the permit fee, minimum $50.00
Reinspection, or inspection with no listed fee $107.00 per hour, half-hour minimum

A 200-amp service change is $25 + $50 = $75; adding a hot-tub circuit and two others to an existing panel is $25 + $50 = $75.

Class B labels for small jobs

For basic jobs, electrical contractors can use the City's Class B Electrical Program instead of a full permit: labels cost "$107 per label" for 1 to 4, $80.25 for 5 to 9 and $53.50 for 10 or more, each label's scope "may not exceed a valuation of $5,000", and the work "may be inspected on a random basis". Allowed work, set in WAC 296-46B-908, includes extending one 120-volt, 20-amp circuit to no more than two outlets with no cover inspection, like-in-kind replacement of a furnace or heat pump on an existing branch circuit, and replacing up to ten receptacles with GFCI receptacles. The electrician posts the label at the panel before starting. Ask whether your small job is going on a label or a permit; either is legal.

How to apply and get it inspected

  1. Apply online in the City's TRAKiT portal; the City lists electrical among the permits applied for online (Permits FAQs).
  2. Schedule inspections "online through the TRAKiT Web Portal or via our automated phone line at 360-778-8303".
  3. Have work ready. A reinspection for work not ready, or covered before inspection, is billed at $107 an hour.
  4. Confirm FINALED on the permit in eTRAKiT.

What this does not tell you

Bellingham's electrical permits carry no job value, so we show no usual price. Class B label jobs are not permits and are not in our counts. License status is our name match to L&I's file. The L&I leaflet quoted is dated November 2015; the City's fee worksheet is dated August 2026.

How we know this

The permit rule is quoted from the City of Bellingham's When Do I Need a Permit? handout, fees from the electrical fee page of its Building Permit Fees worksheet, Class B rules from its Class B Electrical Program handout, and application and inspection steps from its Permits FAQs, all read 23 October 2026; the owner rule from Washington L&I's Electrical Work on Residential Property. Counts are City of Bellingham electrical permits on homes, October 2023 to September 2026; "passed final" uses permits a year or more old.

Numbers come from City of Bellingham permits on single-family homes, duplexes and townhomes, data through October 15, 2026. Nobody paid to be on this page and nobody can.
