Baltimore County building permit search: the county's Permit Search map and records requests

To look up a building permit in Baltimore County, Maryland, use the county's Permit Search map. Its Find Permit tool takes an address or a permit number, and shows building, electrical, plumbing and gas permits with status, application date, issue date and description of work. The county's instructions say most records are online from 2009 onward, with new ones added daily (read 24 October 2026). In our file the county issued 72,744 permits from October 2024 to September 2026.

Which addresses this covers

Baltimore County Permits, Approvals and Inspections (PAI) issues every building and trade permit in the county, because the county has no incorporated towns: Towson, Catonsville, Dundalk, Essex, Parkville, Pikesville, Owings Mills, Randallstown, Perry Hall and White Marsh are all in the county system. Baltimore City is a separate jurisdiction with its own portal, covered in the Baltimore City permit search guide.

Tool Search by What it shows
Permit Search (county GIS map) Address, permit number Building (Cityworks), electrical, plumbing and gas permits: status, permit number, application and issue dates, description of work
Active Development map service Any field The same permit layers as data; our source
Confirmation of Records request Address An official answer on permits, inspections and use and occupancy records

How to look up the permits on a Baltimore County address

  1. Open Permit Search and accept the Warranty and Disclaimer.
  2. Click the Add Data icon, search for "Permits" and add the Permits, Electrical, Plumbing and Gas layers. Close the search box.
  3. Open the Find Permit tool and type the address (it fills in as you type) or a permit number.
  4. Results list on the right by trade; building permits are under "Cityworks permits". Expand a trade and click each permit to read its Status, PERMITNO, APPL_DATE, ISSDATE and DESC_WORK.
  5. A furnace swap or water heater shows as a gas permit, and a heat pump or AC usually as an electrical permit, so check every trade layer, not just building.

What the statuses mean

Status in the county's file Where you see it What it means
COMPLETE Electrical, plumbing and gas permits Signed off by the county
ISSUE / OPEN Building permits Issued; current building permits rarely move past this, even when the work passed
CLOSED Mostly older building permits Finished
EXPIRED / CANCELLED Any Lapsed or withdrawn without a final

Of permits issued October 2024 to September 2025, we count 52.5% finished, 47.1% still open and 0.4% expired. Because building permits rarely close, an "open" new home or deck permit is not by itself a sign of a problem; ask the contractor for the final inspection result.

When the record you want is not online

PAI's Records Search and Request page offers a Confirmation of Records request covering permit applications, permits issued, inspections performed and use and occupancy records. The fee is $20 per residential address ($50 commercial), and "PAI has 21 days from the date the request is received to fulfill this request". The page says building, electrical, gas and plumbing permits are not handled as Public Information Act requests. Requests go to PAI, 111 West Chesapeake Avenue, Room 120, Towson, MD 21204, PAIdirectorsoffice@baltimorecountymd.gov, 410-887-3353 (read 24 October 2026).

The permit statistics page has counts by year and month, and browse permits lists the rows. Maryland home improvement contractors are licensed by the Maryland Home Improvement Commission.

What this does not tell you

The county's files name no contractor and carry no final inspection date, so we show no firm lists and no time to final for Baltimore County. Trade permits carry no job value; the estimated cost is on building permits only.

How we know this

Search steps are from Baltimore County PAI's Permit Search instructions and the Records Search and Request page, read 24 October 2026. Our counts are the county's Cityworks, Electrical, Plumbing and Gas permit layers, read 20 October 2026: permits issued October 2024 to September 2026, Baltimore County only.

Numbers come from public permit records in 57 cities, data through October 20, 2026. Nobody paid to be on this page and nobody can.

Questions

  • How do I find out if a permit was pulled on my house in Baltimore County?

Open the county's Permit Search map, accept the disclaimer, add the Permits, Electrical, Plumbing and Gas layers, then use Find Permit with your address. Results are grouped by trade, with building permits under Cityworks permits. The county says most records are online from 2009 onward.

  • Can I look up Baltimore County permits by contractor?

Not with the county's tools. Permit Search finds permits by address or permit number, and the county's published permit files leave the contractor blank. Ask your contractor for the permit number and their Maryland Home Improvement Commission licence number instead.

  • How do I get an official record of old permits on a Baltimore County property?

Request a Confirmation of Records from Permits, Approvals and Inspections. It covers permit applications, permits issued, inspections and use and occupancy records; the fee is $20 per residential address and the county has 21 days to answer.

  • Does Baltimore County handle permits for Towson and Catonsville?

Yes. The county has no incorporated towns, so Permits, Approvals and Inspections issues permits for Towson, Catonsville, Dundalk, Essex, Pikesville, Owings Mills and every other community. Baltimore City is a separate jurisdiction with its own permit office.

  • Why does my Baltimore County building permit still say issued?

Building permits in the county's current system are rarely marked closed, even after the work passes. Electrical, plumbing and gas permits do get marked complete. Of permits issued October 2024 to September 2025, 52.5% were finished by our count, mostly trade permits.
