The details below are from the City's UEP How to Connect and Frequently Asked Questions pages, read 23 October 2026. The FAQ lists North 1 East and North 1 West under construction, North 3 in design, and North 5 and North 6 in study.
What you have to do, and by when
| Item | City of Cape Coral rule |
|---|---|
| Deadline | Connect within 180 days of the Notice of Availability (developed lots); before the Certificate of Occupancy (vacant lots) |
| Who connects | A City of Cape Coral licensed plumber |
| Permits | Utility Connection Permit; Septic Abandonment Permit, applied for online through the Permitting Division |
| Plumber's affidavits | Burrowing owl / gopher tortoise; chlorination; potable water and/or gravity sewer test |
| Septic tank | Pumped out, then collapsed and abandoned; removal not required; Health Department inspects |
| Well | May stay; irrigation use depends on your UEP project |
| Irrigation connection | May be optional, by project; monthly charge if connected |
| Fees before connecting | Meter installation $325 (How to Connect) or $310 (FAQ, "subject to change"); utility deposit $225, waivable on a credit check; septic abandonment permit $100 |
| Plumber's price | "Roughly $2,000 - $2,500, including septic tank pump-out and abandonment" (FAQ, from North 2 UEP) |
| Help | Income-eligible owners may get a grant of "up to $2,000" toward connection costs |
The two City pages give different meter fees; the Permitting Division's invoice is the final number. The deposit can be waived with 12 months of good payment history on a previous City utility account, a letter of credit from a previous utility, or an Experian utility credit score of at least 600 (a $20 application fee applies).
The assessment for the new mains is separate from all of this. The FAQ describes prepayment and amortized options, with low-interest amortization over 20, 25 or 30 years, and says installments apply if you did not prepay by 31 July.
What it means for hiring the plumber
Every house in a UEP area gets the same 180-day clock at about the same time, with the same plumbers to choose from. Get quotes as soon as the letter arrives, and ask:
- Is the price all-in? The FAQ figure includes the septic pump-out and abandonment; check that the quote does, and whether it includes the Utility Connection and Septic Abandonment permits.
- Will you file all three affidavits and restore the right-of-way? Those are the plumber's tasks on the City's list.
- Are you licensed with the City of Cape Coral? The City asks for "a local, City of Cape Coral licensed plumber". Check a state license number as our Cape Coral contractor license lookup shows.

| Permits / firms | 1,461 / 186 |
| Firms matched to an active license | 84.4% |
| Firms with no license match | 15.6% |

Cape Coral plumbing permits close: 91.3% reached final, and the 10th-percentile busy firm finished 83.5%. 15.6% of firms did not match a license in our file, so ask for the number rather than assuming. Two of the busiest plumbing firms in the last 12 months of the file were Water Works Plumbing Corp (46 permits) and Aztec Plumbing and Drains (42).

What this does not tell you
The City files UEP connections and septic abandonments as utility permits, a separate permit type that our plumbing figures do not include, so the table describes the plumbers rather than counting connections. Neither City page lists a penalty for missing the 180 days or the assessment amounts for your area; those are on each project's assessment page and in your NOA.
How we know this
The deadline, permits, affidavits, septic and well rules, fees, deposit waiver and hardship grant are quoted from the City of Cape Coral's UEP How to Connect page; the plumber cost estimate, the alternative meter fee, assessment options and project list from its UEP FAQ; both read 23 October 2026. Our figures are City of Cape Coral residential plumbing and gas permits, January 2025 to September 2026; finished share uses permits a year or more old, and license status is matched to Florida DBPR records by name.
Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.
Questions
- How long do I have to connect to city sewer in Cape Coral?
180 days from the date in your Notice of Availability (NOA) letter, for developed properties in a Utilities Extension Project area. Undeveloped lots connect to water and sewer before the Certificate of Occupancy.
- How much does it cost to connect to city water and sewer in Cape Coral?
The City's UEP FAQ puts the plumber's connection at 'roughly $2,000 - $2,500, including septic tank pump-out and abandonment', based on North 2 UEP experience. City fees on top: a meter installation fee ($325 on the How to Connect page, $310 in the FAQ), a $225 utility deposit that a credit check can waive, and a $100 septic abandonment permit. The assessment is separate.
- Do I have to remove my septic tank when connecting to Cape Coral sewer?
No. The City says septic tanks 'do not have to be removed but they must be collapsed and abandoned', after a pump-out, and the Health Department inspects the abandonment. You need a septic abandonment permit and the Department of Health Septic Abandonment Form.
- Who can connect my house to the new utilities in Cape Coral?
A City of Cape Coral licensed plumber, who pulls the Utility Connection Permit, makes the hook-up, files the affidavits (burrowing owl/gopher tortoise, chlorination, and the water and gravity sewer test) and restores the right-of-way. 84.4% of Cape Coral plumbing firms in our file matched an active license.
- Can I keep my irrigation well after the Cape Coral UEP?
The well can stay in place. Whether you can still use it for irrigation, and whether an irrigation connection is optional, depends on your UEP project. If you connect irrigation you pay a monthly irrigation charge.
